out to everybody really just to kind of improve safety throughout the city as e-bikes become more and more popular.

Unassigned speaker

0:08

Okay.

Unassigned speaker

0:09

And

Speaker 1

0:09

then just to kind of update you on some recent council action.

0:12

We're going to try to keep you updated on any cases that come before you and then move forward to council so you don't

Unassigned speaker

0:17

have

Speaker 1

0:17

to wonder what the final action were on any of these items.

0:20

The first three items all three SUPs were approved by the city council last week sorry this week it was just a few days ago at the city council meeting on Monday evening.

0:30

The accessory dwelling on Martin Drive that was an existing dwelling that was receiving approval the commercial drive property for a contractor's shop and then the Little Ranch Road accessory dwelling SUP that was for that larger accessory dwelling at the back of the property.

0:46

All of those were approved by the city council with no changes from what you approved at the planning and zoning commission meeting.

0:54

Short-term rental regulations were kind of the hot topic of discussion at City Council on Monday evening.

1:26

City Council did take action on uh zoning for short-term rentals they approved a consolidated ordinance that took following both of those public hearings uh one one ordinance that

Unassigned speaker

1:36

uh

Speaker 1

1:37

regulates the zoning now for short term rentals throughout the city um the uh transit oriented development zones uh the council approved

Unassigned speaker

1:45

short

Speaker 1

1:45

term rentals to be permitted by right in all of the zones uh except for the historic uh to d zone which is what what left here um so that didn't change there was a recommendation by the commission at the last meeting to consider some sort of either a density maximum or a spacing requirement uh that is not something the council chose to add in at this time could be something that is looked at later but it wasn't something that was added in at this

Unassigned speaker

2:08

time

Speaker 1

2:09

the non-TOD zones uh everything was approved the way that you recommended with all of the changes including the removal of the neighborhood center zone uh from the permitted districts and so

Unassigned speaker

2:19

uh

Speaker 1

2:19

the only area within hometown which short term rentals are permitted is in the the neighborhood core which is kind of the multifamily the denser area there um and then throughout the city in the R7MF zone and in the C1 and C2 zones which are the commercial zones um in houses only that are already existing on the date of the passage of the ordinance and so part of the zoning ordinance also allowed for the continuation of existing operators so any short term rentals are in existence on October 13th will have the opportunity to come in and register with the city

Unassigned speaker

2:53

uh

Speaker 1

2:54

sometime between November 12th and January 31st that was kind of pushed out a month just to allow for staff to work on the final fine-tuning of the software system that they will register through we couldn't finalize it until after an ordinance was adopted so that we knew what to put in the kind of restrictions um in the software system and so that's in its final stages of implementation will begin registration of short-term rentals uh in a few weeks and they will all have to register by January 31st if they would like to continue operating so that's only for the current operators and you knew operators would only be able to come in in the zones in which they are permitted by right which is really the TOD zones primarily and the multifamily areas throughout the city.

3:38

Any questions about any of those items

Unassigned speaker

3:42

I

Speaker 1

3:42

think it's actually at the top of the newsletter which just came out this evening too so you have you haven't read that I would take a look at that it probably recaps it as

Unassigned speaker

3:50

well

Speaker 1

3:52

no you're an easy bunch I thought there'd be all kinds of questions about that so they just like me that's why

Unassigned speaker

4:05

all

Speaker 2

4:05

right well we'll run through the first three public hearing zoning case applications uh for tonight uh first one is a revision to a planned development district uh so this is Cambridge Manor uh this is a five acre tract uh off of Ironhorse Boulevard you might remember some of you might remember the zoning that was done for this back in 23 uh so I think there's 18 lots uh along this uh single street runs between Trinidad and Iron Horse Boulevard doesn't show the layout there because it's a little bit older photograph but that's the location for the property so yeah this is a revision related to fencing and the fencing would be in this area right here.

4:43

So this is looking north from Trinidad Drive to your left is the the bank uh building to your right the street and then the the residences would face that particular open space area right there.

Unassigned speaker

5:00

So there's some crossrail, the standard fencing that's you see along Iron Horse Boulevard and Cambridge Manor in that green area, that cross rail fence.

Speaker 2

5:17

There would be ornamental metal fence or a crossrail fence.

5:31

It doesn't give us any options since it's a PD required that if a fence was constructed there, it would have to be basically an ornamental metal fence or another one.

5:39

So solid fence couldn't be approved by administratively.

5:42

We got

Speaker 3

5:43

kind of close

Speaker 2

5:43

with using a maybe a partial masonry fence and wrought iron, but uh they've decided just to pursue a change to this particular this one little area right here to be able to put a solid fence, uh cedar fence.

5:56

The typical

Speaker 4

5:57

ones that you see in the privacy fences in the

Speaker 2

5:58

in the PD areas at that location.

Unassigned speaker

6:02

Um

Speaker 3

6:02

also note I've got a different slide

Speaker 2

6:04

for the regular meeting, but there is some landscaping that would be constructed in that area too that's required.

6:08

So in addition to whatever fence is there, there'd be some landscaping added to that area too.

6:12

But this application really has to do with uh screening off this area that you see here along the bank drive through area bank parking lot.

6:20

That bottom right

Speaker 3

6:21

picture is looking from the parking lot back

Speaker 2

6:23

towards the subdivision there, so you can kind of see the context for

Unassigned speaker

6:26

that.

Unassigned speaker

6:26

So

Speaker 2

6:26

that'll be part of that'll be the request tonight.

6:29

Isn't that the

Speaker 3

6:30

dumpster

Speaker 2

6:31

there?

Unassigned speaker

6:31

Uh

Speaker 2

6:32

that is a dumpster area, yes, ma'am.

6:34

Yeah, that uh that screen that's uh right here uh is a dumpster area.

Unassigned speaker

6:39

So

Speaker 5

6:39

would this be maintained by the HOE?

Unassigned speaker

North Richland Hills Planning and Zoning Commission Meeting Summary: October 16, 2025

The North Richland Hills Planning and Zoning Commission met for a work session at 6:30 PM, followed by a regular meeting at 7:23 PM (the agenda noted the meeting would begin no earlier than 7:00 PM) on Thursday, October 16, 2025. Alternate Mike Kerby served as a voting member in place of absent Commissioner Amy McMahon. The Commission approved three zoning cases by 7-0 votes and continued a public hearing on a city-initiated text amendment regarding garage enclosure parking requirements to allow for further study and the provision of visual examples.

Work Session & Staff Reports

  • Director Cori Reaume reported that City Council approved three previously recommended SUPs (Martin Drive, commercial drive, Little Ranch Road) without changes.
  • Council adopted short-term rental regulations. STRs are permitted by right in TOD zones (except historic). Non-TOD zone permittees include Neighborhood Core, R7MF, C1, C2 in existing houses only. Council did not adopt the P&Z recommendation for a density cap or spacing requirement. Existing operators must register between Nov 12, 2025 and Jan 31, 2026.
  • Staff presented the proposed garage enclosure text amendment (TR25-08). Commissioners extensively discussed the complexity of the date requirement, parking formulas, and potential impacts from added paving.
  • Discussion of possible updates to rear-yard open space standards was postponed to a future meeting.

Public Comments & Testimony

  • No members of the public addressed the Commission during either the public comments portion of the agenda or any of the four public hearings.

Discussion Items

  • [ZC25-0146] Revision to Planned Development 120 (Cambridge Manor, 7000 Iron Horse Blvd): Applicant Bill Hardee (Sandlin Homes) requested a revision to allow a solid 6-foot cedar privacy fence with stone or brick columns to screen a bank parking lot and dumpster from new homes. Staff (Principal Planner Clayton Husband) recommended approval. Commissioner Justin Welborn suggested a hybrid metal/wood fencing option for long-term maintenance. The motion was amended to include options for varying fence designs.
  • [ZC25-0147] Special Use Permit for Permanent Accessory Building (6918 Walter St): Applicant Andrew Bertucci requested a SUP for a ~2,175 sq ft detached garage with a bathroom and covered porch, exceeding standard limits in floor area and height. Staff confirmed no public feedback was received. Commissioner Jayashree Narayana noted the potential conflict with future lot coverage standards.
  • [ZC25-0148] Zoning Change from R-3 to RI-PD (8217 Sayers Lane): Applicant Anthony Washington requested rezoning of 0.493 acres for three residential lots, matching standards approved in August 2025 for the adjacent property. Commissioner Narayana expressed concern about using the PD process for small infill lots due to lot depth, but acknowledged it is standard for the Residential Infill PD district. Plat approval will be administrative.
  • [TR25-08] Text Amendment for Garage Enclosure Parking Requirements: Director Cori Reaume presented a proposed amendment to allow garage enclosures without a Board of Adjustment variance for pre-1984 homes if the property maintains "lost enclosed spaces + 1" off-street parking. Several commissioners expressed opposition to the 1984 date and specific parking formulas, advocating for simplification and universal standards. Commissioner Welborn opposed the date and formula, suggesting one new space per enclosure. Commissioner Narayana raised concerns about impervious lot coverage from added paving and suggested removing the "+1" requirement. Commissioner Paul Epperley requested plotted examples before a decision. Chair Greg Stamps encouraged simplification.

Key Outcomes

  • ZC25-0146: Approved (7-0, Motion by Kerby, Carpenter). Motion included options for varying fence designs. City Council hearing scheduled for Nov 10, 2025.
  • ZC25-0147: Approved (7-0, Motion by Welborn, Pekurney). City Council hearing scheduled for Nov 10, 2025.
  • ZC25-0148: Approved (7-0, Motion by Kerby, Welborn). City Council hearing scheduled for Nov 10, 2025.
  • TR25-08: Public hearing continued to November 6, 2025 (Motion by Kerby, Carpenter). Staff will bring back plotted plans and alternative regulatory options for commission consideration.
