Um, the maker spot in our NRH library.

1:43

If you haven't been there, it's a really cool place for lots of crafts and activities, but they're doing a Christmas miniature Christmas tree decoration uh event made making Christmas trees out of yarn for decorations at your house.

2:25

right, when we get into the um actually, I think we have recent council action first.

2:29

Sorry, I think we just messed up your script, Aaron.

2:31

I'm sorry about that, but

Speaker 3

2:32

we have

Speaker 2

2:32

the recent council action.

2:34

Is that normally before the before the the current um cases on the agenda tonight?

Unassigned speaker

2:40

So

Speaker 2

2:40

only thing I have to update you on is just the one uh zoning change that came to you last month, went to council on Monday and was approved also unanimously by the city council.

Unassigned speaker

2:48

That

Speaker 2

2:48

was for the zoning change for about the one-acre lot at Woodman Park and Douglas Lane.

2:52

That was just a divide, really just a zoning change to allow the plat to subdivide into two about half acre lots.

2:57

So that was approved at council.

3:00

And we haven't had any other other meetings yet.

Unassigned speaker

3:03

Okay, so

Speaker 2

3:03

the items on your agenda tonight.

3:05

We do have one application for an SUP.

3:07

Uh that is for uh an event center to be located at 7620 Northeast Loop 820, which is just kind of on the south side of 820, west of Boulevard 26, um, right next to the current home zone furniture property.

3:20

This is an exhibit to show the location of that site.

3:24

It's just for that one uh specific suite there that's highlighted in the picture.

3:30

Apple is proposing a kind of a private uh event center wedding venue, that sort of thing.

3:34

Um in the past, we have processed these applications through the SUP process because an SUP would allow in that zoning district, which is C2, a private club, and so we've kind of equated those two in terms of what sort of zoning approval would be needed for this type of event venue.

3:53

Just another view to show you uh the specific suite there,

Unassigned speaker

3:59

the

Speaker 2

3:59

current uh zoning the RSC2 as I mentioned for that kind of entire area.

4:06

And um, that would be scheduled to go to city council on January the 12th.

4:11

Actually, going to out of this one because it was we had a different presentation with the same agenda items.

4:18

I want to make sure I don't miss anything

North Richland Hills Planning & Zoning Commission Meeting - December 11, 2025

The North Richland Hills Planning and Zoning Commission met in a work session and regular meeting on December 11, 2025. The Commission approved a Special Use Permit (SUP) for a new event center and held a public hearing on potential text amendments to the zoning ordinance regarding rear yard open space requirements, which was continued to the January 2026 meeting.

Consent Calendar

  • Minutes: The Commission unanimously approved the minutes from the November 6, 2025, meeting (Motion by Welborn, Second by Kerby, Vote 5-0).

Public Comments & Testimony

  • No members of the public requested to speak during the public comments portion of the agenda or the public hearings.

Public Hearings

ZC25-0152: Special Use Permit for Event Center

  • Applicant Presentation: Applicant Franck Mukengeshayi presented a request for a Special Use Permit (SUP) for The ELS Event Center, a 4,712 square-foot venue at 7620 NE Loop 820. He proposed operating hours extending to 11 PM on weekdays and midnight on weekends, accommodating 100 to 240 guests for private events. He stated that the business operates a similar venue in Fort Worth and aims to contribute to the economic vitality of North Richland Hills. No on-site alcohol storage or cooking was proposed.
  • Staff Report: Planning Director Cori Reaume presented the staff report. The Development Review Committee recommended approval of the SUP with conditions to prohibit outdoor amplified sound and limit the use to the single suite.
  • Commission Deliberation: Commissioner McMahon inquired about parking and operating hours of neighboring tenants. Staff confirmed the ample parking on site and that events would likely occur during off-peak hours for other businesses.
  • Vote: The Commission voted 5-0 to approve the SUP, forwarding it to the City Council for final consideration on January 12, 2026.

TR25-07: Text Amendment to Chapter 118 (Rear Yard Open Space)

  • Staff Presentation: Director Reaume presented a public hearing on updates to Chapter 118. She explained that the 20% rear yard open space requirement is rare among peer cities and creates challenges for homeowners making additions and builders developing infill lots. Staff evaluated multiple options including a strict maximum lot coverage standard and a broad usable open space rule.
  • Discussion: Staff recommended a hybrid approach that retains the 20% rear yard requirement but allows excess yard area from front and side yards to be credited toward a deficit, allowing a reduction down to 10% minimum. Staff clarified this does not change rules for accessory structures or maximum lot coverage.
  • Commissioner Positions:
    • Commissioner Welborn expressed strong support for the hybrid approach, stating it adds flexibility for unique lots without creating new problems.
    • Commissioner Pekurney and Vice Chair Carpenter discussed the distinction between lot coverage and open space, highlighting the benefits of the hybrid model.
    • Commissioner McMahon asked about interactions with future accessory structure regulations and specific developments like Greenway Parks.
  • Outcome: The Commission voted 5-0 to continue the public hearing to the January 15, 2026, meeting. Staff will gather further feedback and return with a draft ordinance.

Key Outcomes

  • Minutes Approved: Unanimously (5-0).
  • SUP ZC25-0152 Approved: Unanimously (5-0). Item forwarded to City Council.
  • Public Hearing TR25-07 Continued: Unanimously (5-0). Continued to the January 15, 2026, meeting.
  • Future Agenda Items: The Commission discussed scheduling future work session discussions on accessory structure regulations and a review of recent SUP requests.
