It is uh 6 31 p.m.

and I call the Thursday, February 5th, 2026 Planning and Zoning Commission work session to order.

The quorum of the planning and zoning commission is present, and the meeting has been posted in accordance with the Texas Open Meetings Act of the Texas government code.

Before I pass it over to the staff, I'll mention that I watched the previous meeting because I had missed that, and so I wanted to catch up and not waste y'all's time catching up in the meeting.

And um just a reminder to make sure you kind of lean into your microphones because there was a couple times I couldn't hear what was going on.

So for the sake of uh

you

know, full transparency and bringing this community in, just to reminder on that.

So appreciate that.

Uh now I'll pass it over to the staff to discuss the items on tonight's work session agenda.

I know I'm bad about that too with the microphone, so I'll try to be more aware during this meeting.

Um,

we'll just start off with just some community announcements.

This is your last chance.

Uh, you got a couple days, maybe a day or so left to register for the polar plunge this weekend.

Um, this is just a partnership with Special Olympics every year.

You can join a team, start your own team, or just donate to a team.

I think we have some from NRH2O,

uh,

NRHPD, and some other community uh groups that are participating.

That's this Saturday.

Coming up later this month, uh, on the 21st, we have the annual Daddy Daughter dance.

Tickets are available still in all the different age groups, so uh get your tickets now, though.

They do sell out typically, I'm told.

Um, there are a couple of different age groups when you go to register, so make sure you select the right one so they'll have an appropriate count.

That

is on the 21st in the evening at the um NRH Center at a Grand Hall.

Uh and then earlier that day, um wrong button.

Earlier that day for the whole family.

We have a uh community garden is hosting a free gardening seminar.

There will be one topic on growing tomatoes in North Texas, and then another one on insects in the garden.

This is free.

Uh so you can bring the whole family out that morning.

Uh we're a couple weeks away here, a few weeks away, so I'm hoping it will warm up and it'll actually feel a little bit like the start of spring for that spring gardening seminar.

It's

a new thing that North Richland Hills is doing this year, an NRH Art Fest, um, Color Me Spring 2026 that's coming up in April.

So just to put it on your radar now, it's a new thing that you probably um I don't know if you've stayed in and um

up

to date with what's going on at the council meetings and it was announced, but it's the first year of doing this new event for the city.

Um if you're interested, or you know anybody, any artists that would like to participate, the applications are open now, and those are due by February 22nd.

So you can apply,

uh,

and then there will be a review process for any of the artists that submit an application to be a participant at the ArtFest.

Uh and then if you're selected, there are just different ranges of booth uh space prices from like $50 to $125, depending on the size and location.

Um, but that'll be held also at the NRH Center.

Um artist booths, interactive crafts for kids, different experiences, music, and food trucks for the event.

So

just

put it on

your calendar now, and if you know any artists or you're

a

secret artist inside, feel free to sign up there or send your application

in.

We haven't had a lot of cases that have come at least from from this body to the city council, but at the January 27th meeting, which
