Good evening.

0:15

It is six o'clock p.m.

0:17

While we are not up against the hard airline on this uh meeting, um the work session, uh it would I'm sure everybody would like to get back to the films tonight since we don't have a meeting.

0:32

But we want to we want to we want everybody to get to say what they want to say, but let's uh you know keep keep things moving along as best we can, uh if I don't mind.

0:38

But uh certainly if you have comments, definitely get them out there for consideration.

0:41

Um I'll pass it over to Corey, staff, to discuss the

Unassigned speaker

0:44

big

Speaker 1

0:44

idea Montana's work session.

Speaker 2

0:46

We'll let this be as fast for as long as a meeting as you would like to have here.

0:48

So um just a couple of community updates here.

0:50

Um spring time we're back to the NRH play today given that the parks throughout the city would want upcoming on uh the Saturday March 7th at 930am at the Sparlock

0:56

Park.

Unassigned speaker

0:56

This

Speaker 2

0:57

story is really fun to get your kids in out the Saturday.

0:59

Hopefully the rain will hold off a little bit to allow this to happen.

1:02

Same spring themes here.

1:03

We have another spring garden proper opportunity coming up next Thursday evening at the library.

1:05

This is also a free event uh that you can come and get prepared for gardening this spring.

Unassigned speaker

1:10

So

Speaker 2

1:11

meet of the meeting here.

Unassigned speaker

1:11

Um actually before I get into this work session item just on the kind of update uh coming before you have a couple of things that are coming up on um no recent console actions, but uh that are gonna come before you just based on staff um work that we're working on, nothing that's gonna be really worked up.

Unassigned speaker

1:21

We have a couple of public sharings.

Speaker 2

1:22

One is going to be uh for some clean plane bridge in the residential uh parking zone requirements in hometown.

Unassigned speaker

1:26

Uh so if you're not familiar, so here in home town, but there's an agreement with hometown HOA for managing parking within this side zone.

Speaker 2

1:31

If there's some clean playing weight, it's really just like the definition of permit, and some of those things as we're in doing an agreement, we need to make sure that the uh ordinance lines with the area.

1:36

So that'll be coming before you um probably for April meeting and then to city council after that.

1:39

It's such a simple administrative cleanup thing that we're gonna try to bring forward, um, hopefully in a packet rather than piecing them together, but um no major uh regulation changes or anything like that.

1:46

We're gonna just try to knock out some of the little easy cleanup stuff for

Speaker 3

1:48

spring cleaning.

Unassigned speaker

1:49

So

Speaker 2

1:51

that was not plan, but anyway.

1:52

Okay, so the meat of the meeting tonight, I said this uh draft uh presentation out to you for the last meeting, so please had a chance to review.

1:57

Um I've had a couple comments back, but nothing really major.

1:59

Um we've talked about this a couple of times before at the uh last several meetings about revising the accessory structure regulations.

2:04

We've talked about um maximum floor area, wall height, roof pitch, um, even through another topic in the notes in the presentation if you got to that with a number of buildings uh requirement as well.

2:11

So we're just this is an open discussion.

2:12

It's anything's up for uh for discussion or comments for feedback receiving as we work to kind of develop a final draft, which they deserve all following this uh

Speaker 1

2:18

session discussion.

Unassigned speaker

2:19

So we

Speaker 2

2:19

talked about um you can stop me on back through all these, but this is just the current regulations to refresh your memory on our different uh requirements based on the lot sizes, if it's under 20,000 square feet.

2:27

Currently, the maximum floor area is 500 square feet.

2:29

So for 20,000 square feet, then we have a requirement of two point five percent of the lot uh is the maximum floor area.

Unassigned speaker

2:33

We

Speaker 2

2:34

also have an SUP process for lots that are 40,000 square feet or greater, so almost one acre, but they can then really request an exception to that uh two point five percent uh maximum so that they kill burger structure or combination of structures potentially on their lot, as well as other things that they may um address in the SUP, such as the number of uh properties and the other things like root pitch and wall that we've talked

Unassigned speaker

2:50

about.

Unassigned speaker

2:50

Uh and then speaking on those topics the uh maximum wall height for buildings that are 500 square feet or smaller is currently listed as 10 feet, uh with the maximum wall height for 501 or larger square foot buildings listed at twelve feet.

Unassigned speaker

2:59

Uh that's the one that we have the biggest um issue with for we have a lot of people that are requesting for larger accessory structures to park in our feet or something inside of that.

Unassigned speaker

3:05

12 feet doesn't suffice for that roll-up door to really accommodate that's sort of a vehicle inside of a building.

Unassigned speaker

3:09

So we

Speaker 2

3:10

withdraw to the case history.

3:11

Um SUP's recessor structures in Swing 21 included establishing the maximum sorry seating the established maximum floor area.

3:18

Um this is just an outline of where those uh average uh percentages in sewer footage would have fallen.

3:22

So the average volume sizes of those cases, and this is for that whole range of 2021 to current, but the average size request for the buildings was 2136 square feet, which is a 3.15% of lot area.

Unassigned speaker

3:30

So just kind of tying back to that current requirement of 2.5.

Speaker 2

3:32

Uh in the last two years, that's grown a little bit more um in that the average sizes can be 751 square feet and uh 4.01% of lot area.

3:39

So um all of those were in those one acre referred to customers for larger lots of because we don't allow currently that process from SUP on lots under that size.

Unassigned speaker

3:45

So we

North Richland Hills Planning and Zoning Commission Work Session – March 5, 2026

The Planning and Zoning Commission held a work session on Thursday, March 5, 2026, at 6:00 PM in the City Council Work Room. The primary discussion focused on proposed revisions to accessory structure regulations, including maximum floor area, wall height, roof pitch, number of buildings, and the use of Special Use Permits (SUPs). The meeting adjourned at 7:13 PM.

Discussion Items

  • Accessory Structure Regulation Revisions: Director of Planning Cori Reaume presented current regulations and discussed possible modifications. Key topics included:
    • Maximum Floor Area: Currently, lots under 20,000 sq ft are limited to 500 sq ft; lots 20,000–40,000 sq ft are limited to 2.5% of lot area; lots 40,000+ sq ft may apply for an SUP to exceed 2.5%. Staff presented data on recent SUP approvals (average 2,136 sq ft overall, 751 sq ft in the last two years). Proposed changes included a flat percentage or tiered percentages.
    • Wall Height: Current maximum wall height is 10 ft for buildings ≤500 sq ft and 12 ft for larger buildings. Discussion centered on removing the wall height restriction entirely, as it limits RV parking and other uses.
    • Roof Pitch: Current minimum roof pitch of 4:12 was debated. Staff suggested reducing it to 2:12 or removing it entirely, noting that pre-fabricated buildings often have lower pitches.
    • Number of Buildings: Currently, only one permanent accessory building over 200 sq ft is allowed per lot. Commissioners considered allowing up to two such buildings, provided they stay within the total square footage limit.
    • SUP Eligibility: The commission discussed expanding SUP eligibility to lots 20,000 sq ft and above (currently only 40,000+ sq ft), allowing more flexibility while gathering data on demand.
  • Commissioner Feedback: Several commissioners expressed support for:
    • A 3% or 4% lot area cap for mid-size lots (20,000–40,000 sq ft) by right.
    • Retaining a 5% cap for lots 40,000+ sq ft by right.
    • Allowing SUPs for lots 20,000+ sq ft to address unique situations.
    • Removing the wall height requirement entirely, relying on overall building height limits.
    • Lowering roof pitch to 2:12 by right, with SUPs for flatter roofs.
    • Increasing the number of permanent accessory buildings from one to two.

Key Outcomes

  • The commission reached consensus on a draft proposal for the upcoming public hearing (scheduled for March 19, 2026):
    • By-right maximum floor area: 500 sq ft or 3% of lot area, whichever is greater, for all lots under 40,000 sq ft.
    • By-right maximum for lots 40,000+ sq ft: 5% of lot area.
    • SUP availability: Lots 20,000 sq ft and larger may apply for an SUP to exceed the by-right limits.
    • Wall height requirement: Eliminated entirely.
    • Minimum roof pitch: Reduced from 4:12 to 2:12 by right; pitches below 2:12 require an SUP.
    • Number of permanent accessory buildings: Allowed up to two per lot, provided the total floor area does not exceed the maximum for the lot size.
  • Staff will prepare a draft ordinance reflecting these changes for the March 19 public hearing, with City Council consideration anticipated on April 13, 2026. The commission may table the item on March 19 to allow further discussion at the April 2 work session if needed.
