3:20

Good evening again.

3:22

This application is provided from Elements of Architecture Inc.

3:26

but is really on behalf of Terrant County College, so the address and location are probably pretty familiar to

Unassigned speaker

3:31

you.

Speaker 2

3:47

One is what we'll refer to as the northern sign, it's a little bit further up the road across from NRH2O.

3:52

And then the southern sign, which is across from Peppa Pig theme park.

Unassigned speaker

3:56

So

Speaker 2

3:57

at the northern sign location, uh the request is for a sign that is just over 17 feet tall, uh which exceeds our seven foot maximum sign height.

4:37

Um from Boulevard 26.

Unassigned speaker

4:40

At

Speaker 2

4:41

this time, I'll invite the applicants uh representative Mr.

4:44

Fisher up to uh present their presentation and then I'll follow up with some additional feedback and the recommendation.

Speaker 1

4:52

Please state your name and address for the record.

Speaker 4

4:58

Okay, left all right.

4:59

Thank you.

5:00

Uh

Speaker 5

5:00

Scott Fisher Elements of Architecture 117 Clover Lane, Barlesson, Texas.

5:06

Thank you for Mayor and Council for uh hearing us tonight.

5:11

Um TCC is actually on a district wide branding with all their signage on all their campuses.

5:20

We're working on a couple different campuses.

5:23

We're also working, as you know, with the city of Hearst as well as uh the city of North Rich and Hills on those signs.

5:31

There are two signs in question that we need to bring present to you tonight.

5:38

Um the only two that are actually going to be permitted.

5:42

Everything else is basically interior to campus.

5:46

Um, these two signs are uh part of a branding that's being done at all campuses, and that's the reason why we're coming before you to uh keep consistency with that branding throughout all of the college.

6:02

Um the two signs that we're putting uh putting in, you can see that we're replacing the the roughly seven foot, six inches uh signs that are there today.

6:14

Um these two signs would actually be just a one for one replacement of those two signs.

6:22

Um this is just a reiteration of the campus itself, but um, with what we saw earlier is a good description of

Unassigned speaker

6:33

it.

Speaker 5

6:33

Um as far as the branding is concerned, um we are here from TCC, and the fact that there's so many kids who are trying to go to college and and honestly, they don't know where to go, they don't know where to turn their their first time college students.

6:53

Um they're trying to improve the wayfinding, uh both vehicular as well as pedestrian as well as just overall signs with even their program as they're uh assigned to classrooms.

7:08

It's it's across the board.

7:10

Um, so it's it's universal for any uh any of their campuses.

7:19

Of course, they're worked really hard on the development of the brand.

Summary of Proceedings

North Richland Hills Sign Review Board Meeting - March 9, 2026

The North Richland Hills City Council, sitting as the Sign Review Board, met on March 9, 2026 at 7:39 PM in the Council Chamber. The meeting was called to order with a quorum present. The board considered approval of previous meeting minutes and a public hearing for a sign variance request from Elements of Architecture Inc. on behalf of Tarrant County College. The meeting adjourned at 8:08 PM.

Approval of August 11, 2025 Minutes

  • Councilmember Blake moved to approve the minutes of the August 11, 2025 Sign Review Board meeting, seconded by Councilmember Mitchell. The motion passed 8-0.

Public Hearing: SRB26-0021 – Variance for Monument Signs at 828 Harwood Road

  • Request: A variance from Chapter 106 (Signs) of the Code of Ordinances to allow two monument signs without masonry surround and exceeding the maximum height of 7 feet. The northern sign (across from NRH2O) was proposed at 17.23 feet, and the southern sign (across from Peppa Pig theme park) at 7.27 feet.
  • Applicant Presentation: Scott Fisher of Elements of Architecture stated the signs are part of a district-wide branding initiative for Tarrant County College to improve wayfinding. He noted the signs would replace existing signs (approximately 7.5 feet tall) one-for-one.
  • Board Discussion: Several board members expressed concerns about the significant height variance (over 150% above code) and the lack of masonry, which is a required component. Councilmember Marks noted that the application cited cost as a hardship, but the applicant later indicated it was a design decision. Councilmember Blake argued the entrances are easy to find and that a 17-foot sign is unnecessary; the real problem is internal building wayfinding. He also referenced TCC's recent decision to pass on a $13 million financial opportunity. Councilmember Dupree questioned pre-application coordination with the city. Staff noted that the application was submitted after a permit was denied in late 2025.
  • Outcome: Councilmember Blake moved to deny the variance request, seconded by Councilmember Parks. The motion passed 8-0.

Key Outcomes

  • Approved the minutes of the August 11, 2025 Sign Review Board meeting (8-0).
  • Denied SRB26-0021 for a variance on monument signs at 828 Harwood Road (8-0).
