4:21

Thank you very much.

4:22

First of all, for um for allowing us to be here tonight to speak.

5:01

So that's really just a it's gonna be for in case there's ever an emergency vehicle that needs to circumnavigate our site.

5:06

Um so that's the whole sole purpose back

Unassigned speaker

5:08

there.

Speaker 2

5:08

Um so our request tonight is to not do the masonry screen wall for a few reasons.

5:14

Um mainly there's that there's no precedent in that.

5:16

Uh if you saw the Google Earth uh image that was shown a few minutes ago in the aerial, um, most of the properties around there don't even have uh the wood fences that we currently have with these existing neighbors, um, nor do they have any kind of vegetation back there at all.

5:29

This is the last piece of property to be developed in this industrial park.

5:34

Um so we're just looking to keep with our enhanced landscaping.

5:37

As you can see from this landscape plan, we exceeded all North Richland Hills requirements for our landscaping.

5:42

Um we we've put together a really pretty building there.

5:46

Um it's we're very, very proud of how the building looks.

5:48

Uh there's no openings on the back of the building, it's all uh tilt panel back there.

5:53

Again, an unused fire lane.

5:54

Hopefully, it's forever unused, would be would be our goal.

5:57

Um, and then quite a bit of trees that we're gonna be planting there.

6:00

So I'm here to answer any questions you guys have, but I that's about

Unassigned speaker

6:03

uh

Speaker 2

6:03

the gist of what we're looking to do.

Unassigned speaker

6:06

You have

Speaker 1

6:06

questions.

Speaker 4

6:07

Yes, thank you.

6:08

I I noticed in the pictures that there's quite a few pieces of fence that are falling over or not existing.

6:14

Are you guys proposing to replace the wooden fences in lieu of the masonry wall?

Speaker 2

6:18

When we get in there to clean everything up, we can sure take a look at that.

Speaker 4

6:21

Yep.

Speaker 2

6:22

We we would like there to be a fence back there.

6:24

That's the goal, is that there's a fence.

Summary of Proceedings

North Richland Hills Landscape Review Board Meeting - May 26, 2026

The North Richland Hills City Council, sitting as the Landscape Review Board, met on Tuesday, May 26, 2026 at 7:30 PM in the Council Workroom. The meeting was called to order by the Mayor and all board members except Kelvin Dupree were present. The board approved the previous meeting minutes and held two public hearings on variance requests related to vegetation and screening requirements. Both variances were approved by votes of 7-0.

Consent Calendar

  • The September 9, 2024 Landscape Review Board meeting minutes were approved by a 7-0 vote.

Public Comments & Testimony

  • LRB26-0010 (6321 Browning Court): Bill Whitsit, a resident at 4141 Morgan Circle, asked whether the sewage from adjacent residential properties drained to the front or back, expressing concern about live oak root systems damaging sewer lines.
  • LRB26-0011 (9049 Mid-Cities Boulevard): Robin Rogers Eddings, whose family owns property behind the site, expressed concerns about visibility, noise buffers, and maintenance responsibility for proposed landscaping shrubs. She asked about the distance between the water line and easement and who would maintain the Burford Hollies.

Discussion Items

  • LRB26-0010 – Variance request for screening wall: Colin Clayton of DB Constructors Inc. requested a waiver of the masonry screening wall requirement along the north property line (approximately 740 feet) at 6321 Browning Court. He argued there is no precedent for masonry walls in the area, the building design has no rear openings, and the project already exceeds landscaping requirements with enhanced plantings. Board members discussed the deteriorated condition of existing wooden fences, the cost of a masonry wall (estimated at $100,000), and alternatives such as live oak trees. Councilmember Parks noted concerns about the fence condition and suggested a taller wooden structure. The board deliberated and moved to approve the variance with a condition requiring a minimum six-foot cedar fence with headers and footers.
  • LRB26-0011 – Variance request for buffer yard trees: John Fagan of RG Berry Properties LLC requested a waiver of the tree planting requirement within a 15-foot landscape buffer at 9049 Mid-Cities Boulevard because a 12-inch water line runs through the easement, preventing tree planting. They proposed installing 47 dwarf Burford Hollies shrubs instead of the required five trees. Staff confirmed the shrubs would reach at least six feet in height and provide screening. Board members asked about the purpose of the trees (visual screening) and the growth habit of the proposed shrubs. No objections were raised. The board voted to approve the variance as presented, with a casual remark that no live oak trees should be planted (not a formal condition).

Key Outcomes

  • LRB26-0010 approved (7-0) with the condition that a minimum six-foot cedar fence with headers and footers be installed in lieu of the masonry wall.
  • LRB26-0011 approved (7-0) without additional conditions, allowing the planting of 47 dwarf Burford Hollies in place of the required five trees. The meeting adjourned at 7:52 PM.
