Summary of Proceedings

North Richland Hills Planning and Zoning Commission Meeting - September 3, 2026

The meeting began with a work session at 6:32 PM, followed by a regular session at 7:11 PM. The commission discussed community announcements, updates on previous city council actions, and two zoning cases. A public hearing was held for each case, and both were recommended for approval.

Community Announcements & Updates

  • Labor Day: City Hall closed Monday, September 7; other facilities (NRH2O, NRH Centre, Iron Horse Golf Course) remain open.
  • September 11th remembrance ceremony at City Hall at 9:11 AM (arrive early).
  • "Celebrating Culture Series" event at the library on Monday at 6 PM (free).
  • Heart of NRH Community Awards: new program replacing the business appreciation lunch, with nominations open through September 25 for categories: Citizen of the Year, Volunteer of the Year, Board/Commission Member of the Year, and Business of the Year.
  • Updates on previous city council actions: Smithfield Terrace Plan Development (residential project by San Lynn) was approved; Small Sliders SUP was approved; accessory structure on Shady Grove was approved.
  • A text revision (code cleanup post-legislative session) was discussed; it is slated for September 17th.

Public Comments & Testimony

  • Case ZC26-0173 (Winery/Meadeery SDP): Bobby Gomez (7714 Sable Lane) expressed support for the project but noted it only meets two of five TOD guiding principles. He clarified his earlier emailed opposition was based on a misunderstanding of the project's scale.

Discussion Items

  • Case ZC26-0172 – Zoning Change from AG to R1 (7412 Burcy Road): Applicant Greg Ricks (8802 Queens Court, College Station) proposed rezoning 1.92 acres from agricultural to single-family residential to allow a new house. The property is surrounded by R1 and R2 zoning. Staff recommended approval, noting the change is necessary for platting and building permit. The applicant presented house plans. No public opposition. The commission unanimously recommended approval (7-0).
  • Case ZC26-0173 – Special Development Plan (SDP) for Winery/Meadeery (8204 Northeast Parkway, Suite 124): Applicant Corey Smith (6544 Wakefield Road, North Richland Hills) proposed a small-scale mead production facility in a 1,200 sq ft lease space. Production: small batches (<12 gallons), with no tap room or on-site consumption beyond limited tastings allowed by TABC. The facility is in the Smithfield TOD district (general mixed-use character zone). Staff discussed parking (two spaces), distance from Smithfield Elementary (>560 ft), and existing alcohol permits in the area. The commission considered whether to limit retail/tastings but determined such restrictions would be unenforceable under TABC jurisdiction. The applicant confirmed no plans for public gatherings. The motion to approve with a condition increasing the lease area cap from 1,000 to 1,200 sq ft passed (7-0).

Key Outcomes

  • ZC26-0172 (Burcy Road rezoning): Recommended for approval (7-0) to City Council on September 14, 2026.
  • ZC26-0173 (Northeast Parkway Winery SDP): Recommended for approval (7-0) with a condition adjusting the lease area to 1,200 sq ft, to be considered by City Council on September 14, 2026.
  • Future agenda items: None proposed.
