1:59

And later in October, this is a little bit further out, but just to put it on your radar in case you would like to sign up.

2:04

Um the fix it blitz and annual program that the city does and gets groups of people kind of from the city and throughout the community to go and work on projects uh for some of our residents who could use some assistance with minor repairs to fencing home projects, yard work, and that sort of thing.

2:34

And

Speaker 2

2:34

I think we will just jump right into the uh topics of the night.

2:42

Clayton talk about this one here on the residential zoning change, and then I'll get into the tax revision.

Unassigned speaker

2:51

Yeah,

Speaker 4

2:51

sure.

Speaker 5

2:52

Um so the zoning case that's on tonight's agenda is a agricultural to R1 single family uh request.

2:59

This is almost an acre of property at 8701 Rumfield Road.

Unassigned speaker

3:03

Uh

Speaker 5

3:03

so this is on the north side of Rumfield, adjacent to uh Meadowview Estates uh between Davis and Eden Road, uh currently developed with a house.

3:11

Um the plans are for the house to be demolished, new house be constructed on the property, and in order to do that, they need to plat the property.

3:18

Uh and one of the conditions of the plotting the property is to change the zoning from agricultural to commercial.

3:24

Oh, I'm sorry, not to commercial, please not commercial, to a single family district to allow for that because the ag district is primarily a holding pattern holding zone until future development occurs.

3:33

And this is very similar to the case that we looked at a couple of uh meet meetings or so ago uh on uh Burcy Road, going from AG to R1 in order to plant the property for new construction.

Unassigned speaker

3:45

Uh

Speaker 5

3:45

all this area is uh low density residential uh on Rumfield between Eden area, uh Kirk Lane, etc.

3:51

Uh over here on the right, you can see the zoning map.

3:53

There's a lot of uh agricultural property still over in this part of town.

3:57

Uh this is the lot here in green that's uh under consideration.

Unassigned speaker

4:00

Uh

Speaker 5

4:01

number of years ago, I don't recall the uh the exact date, but if you're interested, I can look that up before the regular meeting.

4:05

Uh with the property next door uh also rezoned to R1 in order to plat the property for the construction of that new house on that site.

Unassigned speaker

4:12

Uh

Speaker 5

4:12

so this is a very common process, uh very common issue that runs across town.

4:16

Uh and that's all based on the the purpose and intent of the agricultural district and then moving those into residential districts where it's appropriate.

4:26

Um that should be it uh for the site.

4:29

Uh there will be a rest the current house built in 1966, just for informational purposes.

4:34

Uh the applicant uh and I believe the survey will be here tonight uh if there's any questions about the process project.

4:41

Um we have reviewed the plat previously.

4:44

Uh one of those conditions of approval on that plat was uh action on the zoning case in the future.

4:49

Um so depending on the action on this, uh ultimately when if this is approved, uh assuming it is, uh then we'll be able to finalize the plat and get that executed for recording so they can apply for building permits later

Summary of Proceedings

North Richland Hills Planning and Zoning Commission Meeting - September 17, 2026

The Planning and Zoning Commission held a work session at 6:30 PM followed by a regular meeting at 7:07 PM on September 17, 2026, at City Hall. The commission approved a zoning change for a residential property and adopted amendments to the zoning code to comply with recent state legislation. All votes were unanimous 7-0.

Consent Calendar

  • Approved the minutes of the September 3, 2026, regular meeting (Motion by Commissioner Lyman, second by Commissioner Narayana; carried 7-0).

Discussion Items

  • ZC26-0174: Zoning Change from AG to R-1 at 8701 Rumfield Road – Principal Planner Clayton Husband presented the request from applicant Chris Johnson to rezone a 0.956-acre lot from Agricultural to Single-Family Residential to allow demolition of an existing house and construction of a new single-family home. The property is not platted; the rezoning is necessary to finalize the plat. The applicant stated he had discussed the plan with neighbors and received no opposition. No public comments were made. Staff recommended approval as consistent with the Vision 2030 land use plan.
  • TR26-05: Amendments to Chapter 118 (Zoning) Regarding Building Materials, Public Hearing Notices, Home Occupations, and Board of Adjustment Hardships – Planning Director Cori Reaume presented the comprehensive text revision. Key changes include:
    • Adding criteria for Board of Adjustment hardship considerations, including a financial hardship threshold of greater than 50% of the appraised value of the structure.
    • Streamlining public hearing notice requirements to comply with state law, including removal of specific local requirements for signs and mailings in favor of state mandates.
    • Updating protest thresholds for residential zoning changes from 20% to 60% of adjacent property owners and removing supermajority vote requirements; only a simple majority is now needed.
    • Removing masonry and other building material percentage requirements from residential and commercial sections, except where regulated by voluntary agreements (e.g., planned developments) or historic districts.
    • Adding a new section for no-impact home-based businesses as defined by state law, which cannot be regulated, and clarifying that other home occupations in residential zones remain subject to city regulations.
    • Staff noted during discussion that additional clarifications would be added: specifying that the home-occupation section applies to residential zones only, and ensuring that planned development references to removed masonry sections remain enforceable.

Key Outcomes

  • ZC26-0174 approved 7-0. The case will be forwarded to the City Council for consideration on October 12, 2026.
  • TR26-05 approved 7-0, with modifications as discussed by staff (adding residential-zone applicability language to Section 118-727 and preserving planned development references in Sections 118-671 and 118-693). The amended ordinance will be considered by the City Council on September 28, 2026.
