Public Comments & Testimony

  • Alejandro Reyes (Safe Streets Novato) supported prioritizing cycling/pedestrian safety improvements, citing that there were “over a thousand accidents” involving pedestrians/walkers in Novato over the past 10 years (as stated), and expressed support for focusing near schools and creating safer mobility options for children, families, and seniors.
  • Novato resident (name not provided) expressed concern about alleged “troubling patterns” of biased behavior by members of the Novato Police Department, stated disappointment with not receiving follow-up from Mayor Pro Tem Jacobs, and asked for Council action; staff indicated it was a personnel issue being handled by staff and not appropriate for Council engagement.

Discussion Items

  • Proposed agenda item: targeted “shovel-ready” safety improvements (budget-cycle focus)

    • Councilmember O’Connor proposed a focused discussion and approach to fund previously-studied, staff-supported, “shovel-ready” intersection/crosswalk/safety projects, coordinated with the Complete Streets and Pathways Oversight Committee.
    • Councilmember Eklund supported the idea and requested coordination with Safe Routes to Schools, and asked to discuss project selection and Measure M allocation before incorporation into the CIP.
    • Staff indicated the item could return in March if supported.
  • Scott House rehabilitation / Novato History Museum relocation & operations amendment

    • Staff (Parks, Recreation & Community Services Director Katie Scollan, Assistant City Manager Bill Rose) and the Novato Historical Guild (including Jean McLeamy) presented the history of the relocation effort and feasibility work.
    • Project description highlights:
      • Feasibility/investigation work concluded in 2024; a conceptual renovation estimate of $3.2 million was cited.
      • Amendment clarifies project fund handling (two Bank of Marin accounts rather than joint escrow accounts), fundraising responsibilities, reporting, and thresholds before the City proceeds.
      • City would not proceed with design until $341,000 is deposited for design services (revising a draft “60%” threshold).
      • City would not proceed with construction procurement until 90% of total project funds are received and deposited.
      • Guild to deposit 100% of construction funds no later than July 1, 2027 or completion of construction (as stated).
      • Staff recommended use of the BRIC fund (about $91,000) and an allocation of about $222,000 from a long-term maintenance fund (noted as underfunded).
    • Council questions addressed:
      • Councilmember Eklund asked whether the Guild agreed to the staff-proposed $341,000 design threshold change; staff and the Guild confirmed agreement.
      • Councilmember O’Connor confirmed the 90% construction-funds-on-deposit requirement and asked about reserve funding status.
      • Mayor asked whether unused BRIC funds would revert to the City; staff confirmed the City would retain unused funds.

It's been a wonderful journey getting this publication launched and every month that we um land in the mailboxes, we get more and more amazing feedback of how it's bringing the community together, connecting the community, and especially in Marin, we have an amazing um uh group of residents here, they're highly educated, they're not as easy to reach online, and so they are really appreciating this um physical publication where they can actually meet their neighbors where they're living in such a great community. So again, it's really such an honor to be here. I absolutely love uh running this business and connecting and getting to know this community, and I look forward to doing it for many years to come.
