Summary of Proceedings

Oakland Rules & Legislation Committee Meeting - October 15, 2026

The Rules & Legislation Committee of the Oakland City Council convened on Thursday, October 15, 2026 at 10:30 AM in the City Council Chamber. Council President Kevin Jenkins chaired the meeting. The committee’s primary function was to set the legislative schedule, forwarding items to full council or other committees for further consideration. All committee members were eventually present: Rowena Brown, Carroll Fife, Janani Ramachandran (arrived at 10:35 AM), and Kevin Jenkins.

Public Comments & Testimony

  • Three speakers from One Fair Wage addressed the committee during Open Forum. Tonisha Scott, Micole Edwards, and Oray Amone urged the council to place a certified $30 per hour minimum wage ballot measure on the next available council agenda. They stated that the community had gathered enough signatures to qualify the measure and that state law requires the council to place a properly certified measure on its agenda. The speakers called on the committee to follow the law and allow voters to decide, noting that Alameda County had similarly called for a study before making a decision.
