Oakland Finance & Management Committee Special Meeting – October 27, 2026

The Special Finance & Management Committee met on Tuesday, October 27, 2026, at 9:04 a.m. to consider eight agenda items covering contract authority reports, citywide staffing, a new HRIS contract, procurement consulting services, general obligation bond issuance, and executive recruitment agreements. The committee forwarded several items to the full City Council with recommendations and received informational reports.

Consent Calendar

  • Item 2 (Determination of Schedule of Outstanding Committee Items): Unanimously approved as presented (4-0).
  • Item 3 (City Administrator Contract Authority Report): Received and forwarded to the November 10, 2026 Special City Council agenda on consent (4-0). The informational report covered purchases and contracts authorized by the City Administrator during FY 2023-24, FY 2024-25, and FY 2025-26. Staff committed to providing the report annually each fall.
  • Item 4 (Citywide Staffing Report – September 2026): Received and filed in committee (4-0). The report showed a citywide vacancy rate of 17.89% as of September 15, 2026, down from 19.69% in February 2026. 47.2% of vacancies had no recruitment activity, down from 51%. HRM noted 306 active eligible lists and reported efforts to expand recruitment outreach.
  • Item 5 (NeoGov HRIS Subscription Services): Resolution adopted and forwarded to the November 10 City Council agenda on consent (4-0). The agreement with NeoGov covers an initial three-year term through June 30, 2029, with three one-year extension options, for a maximum total of $3,674,817.80. The contract was revised from a previous version to secure better pricing.
  • Item 6 (Baker Tilly Procurement Enhancement Services): Resolution adopted and forwarded to the November 10 City Council agenda on consent (4-0). The $249,000 professional services agreement will support implementation of 2024 purchasing and contracting recommendations, including policy modernization, process streamlining, and contracting equity. The committee also waived competitive RFP/Q and local/small local business enterprise requirements.

Public Comments & Testimony

  • Items 3–8 and Open Forum: Multiple speakers addressed the committee. Kevin Daly and Sado Olabala raised concerns about the timing and completeness of the contract authority report, the use of bond proceeds equity, and the pending list system. Blair Beekman commented on organizational improvements and procurement accountability, linking to broader city governance issues.
  • Item 8: Several speakers, including Sado Olabala, questioned the need for additional executive recruitment funding, citing prior high-cost searches and pending Measure EE outcomes.

Discussion Items

  • Item 7 (General Obligation Bonds – Measures DD, KK, and U): Staff presented an ordinance authorizing issuance of remaining bonds across three measures, with a planned March 2027 issuance of up to $275 million. The committee discussed the need to demonstrate bond spending before seeking future voter authorization and the three-year spend-down requirement. The item was forwarded to the December 1, 2026 regular City Council meeting on non-consent (4-0).
  • Item 8 (Executive Recruitment Agreement Amendments): The committee debated a resolution to extend three executive recruitment contracts through August 31, 2027, with funding increases totaling $300,000. After discussion, the committee adopted an amendment to extend all three contracts through August 31, 2027, but with only a $75,000 increase for Ralph Andersen & Associates (for the city administrator and constitutional policing administrator recruitments).
