Speaker 4

5:28

Rajni Mandel District 4.

Speaker 5

5:30

I'm requesting that rules schedule an amendment to Oakland's militarized equipment ordinance, chapter 9.65.

5:36

This ordinance has created a chronic problem that has gone unaddressed for years.

5:40

In December 22, the city attorney issued a legal opinion clarifying the limits of council's authority over military equipment policies.

5:47

That opinion documented how OPD repeatedly modified its proposals to obtain police commission support.

5:52

Four years later, we're still seeing the same problem.

5:55

For two consecutive years, the commission has opposed expanding OPD's rifle inventory.

Oakland Rules & Legislation Committee Meeting - October 29, 2026

The Oakland City Council Rules and Legislation Committee convened at 10:31 AM on Thursday, October 29, 2026, in the City Council Chamber. Chairperson Kevin Jenkins presided with members Rowena Brown and Carroll Fife present; Janani Ramachandran was excused. The meeting adjourned at 11:07 AM after approving several scheduling items, forwarding recommendations from other committees, and confirming a mayoral appointment.

Consent Calendar

  • Approval of Minutes (Item 1): The draft minutes from the October 15, 2026 committee meeting were approved unanimously (3-0).
  • Determination of Schedule of Outstanding Committee Items (Item 2): The pending list was accepted as is (3-0).
  • Draft 2027 Legislative Calendar (Item 5): Taken out of order; the committee approved forwarding the calendar to the November 10, 2026 Special City Council meeting on consent (3-0).
  • New Scheduling Items (Item 3): The committee approved the scheduling of many items to various future committee and council meetings, including appointments to commissions, grant acceptances, contract amendments, and reports. A dais request to add a resolution celebrating the 30th anniversary of the Oakland Public Ethics Commission was also approved for the November 10 consent agenda. (Approved as amended, 3-0)
  • Review of Draft Agendas and Pending Lists (Item 4): Approved as amended, with two additional items scheduled from the Public Safety pending list: an OPD Staffing Report to November 17, 2026 Public Safety Committee, and a Bi-Annual Negotiated Settlement Agreement Report to December 8, 2026 Public Safety Committee (3-0).
  • Appointment to Rent Board (Item 6): Resolution confirming the mayor's appointment of Lauren Hansen Wright as an undesignated representative to the Housing, Residential Rent and Relocation Board was forwarded to the November 10 City Council consent agenda (3-0).

Public Comments & Testimony

  • Rajni Mandal (District 4): Speaking on Item 2, requested that the Rules Committee schedule amendments to Oakland's militarized equipment ordinance (Chapter 9.65). Mandal argued that the current process creates a chronic problem where the Police Commission effectively exercises veto power over equipment expansions before requests reach Council, leading to excessive administrative burden and preventing Council from considering the department's full operational needs. Mandal urged prioritizing amendments to restore accountability, reduce administrative burden, and preserve transparency.
  • Blair Beekman: Spoke on Item 3, praising efforts on procurement enhancement (Item 3.16) and emphasizing the importance of equity in contracts. On Item 4, Beekman commented on crime data reports and questioned the status of the Flock contract, calling for public transparency and consideration of alternative ALPR vendors. During Open Forum, Beekman reiterated concerns about Flock and suggested Oakland may need a Chief Operations Officer role.
  • One speaker during Open Forum (Rajni Mandal waived) – no additional details.

Key Outcomes

  • All items on the agenda were approved by unanimous votes of 3-0 (with one member excused).
  • Item 3 (New Scheduling Items) was approved as amended to add a rule-24 resolution celebrating the Oakland Public Ethics Commission's 30th anniversary, with Council President Jenkins and Councilmember Brown added as co-sponsors.
  • Item 4 (Review of Draft Agendas) was amended to schedule OPD's Staffing Report to November 17, 2026 Public Safety Committee and the Negotiated Settlement Agreement biannual report to December 8, 2026 Public Safety Committee.
  • The committee forwarded all items from other standing committees (Finance & Management, Public Works & Transportation, Community & Economic Development, Life Enrichment, Public Safety) to the November 10 or December 1 City Council agendas as recommended.
