Parker County Commissioners Court Regular Meeting – February 24, 2025

The Parker County Commissioners Court met in regular session on Monday, February 24, 2025, at 8:30 AM in the Commissioners Courtroom at the Parker County Courthouse, Weatherford, Texas. All five commissioners were present: County Judge Pat Deen, Commissioner Conley (Precinct 1), Commissioner Holt (Precinct 2), Commissioner Walden (Precinct 3), and Commissioner Hale (Precinct 4). County Attorney John Forrest and Deputy County Clerk Jane Wilsky were present; County Clerk Lila Deakle was absent. The court approved consent items, heard presentations, approved multiple proclamations, took action on transportation projects, approved plats and subdivisions, conducted a public hearing on roadway improvements, and entered executive session to discuss legal and real estate matters.

Consent Calendar

• The consent agenda (items 4A–4D) was approved unanimously. This included certification of revenues, line item budget adjustments, payment of routine bills, audit reports, the treasurer’s report on fund balances, acceptance or release of pledged securities, approval of payroll and insurance payments, unemployment appeal claims, acceptance of minutes, monthly reports, personnel changes, and interdepartmental transfers of equipment.

Presentations

• Recognition of Kim Hardin: The court recognized Office Manager Kim Hardin for her outstanding work and achievements in Precinct 3. A motion to approve the recognition carried unanimously.
• Update on Regional Transportation Council Meeting: Judge Deen provided an update. No formal action was taken.

Proclamations & Appointments

• Black Balloon Day (March 6, 2025): A proclamation was approved unanimously to bring awareness to overdose deaths.

• FY2024 HDM County Grant Affidavit: Judge Deen was authorized to sign the affidavit. Unanimous.
• Voting Locations for May 3, 2025 Elections: The voting locations for early voting and election day were approved unanimously.
• County Wide Polling Place Resolution: Agenda item 7.I (resolution opposing elimination of the County Wide Polling Place Program) was listed but no motion or vote is recorded in the minutes; no action was taken.
• Catapult Health Wellness Screenings: Approval granted for on-site wellness screenings for employees and covered spouses on April 4, 2025. Unanimous.
• TERP Grant: The court approved acceptance of a $1,279,733.60 contract (582-25-70326-NV) under the Texas Emissions Reduction Plan and ratified the grant contract with the Texas Commission on Environmental Quality. Both motions unanimous.

• Interlocal Agreement with City of Reno for Road Repairs: Approved unanimously, along with an addendum for road repairs.

Plats & Subdivisions

Precinct 1:

• Collins Addition (19.415 acres, 2 lots): Approved waiver for groundwater study, variance for right of way on JB Lane, and began revision. All unanimous.
• Myers Ranch (53.138 acres): Approved final plat and accepted performance bond. Unanimous.
• Everlaugh Wood (9.751 acres, 2 lots): Approved groundwater study waiver and began revision. Unanimous.

Precinct 2:

• Kally Way Addition (9.460 acres, 2 lots): Approved groundwater study waiver and began revision. Unanimous.
• Muslims United Phase 1 (4 acres): Approved final plat. Unanimous.
• Oak Tree Ranch Estates: Public hearing held; motion to approve public improvement of subdivision roads and assessment of costs (Oak Tree Drive and Oak Tree Court) carried unanimously.
• Ranches at Sweet Springs: Item listed (permission to extend or call bond) but no motion recorded; no action.
• Joe Janeiro (3.006 acres): Public hearing held; cancellation process approved unanimously.

Precinct 3:

• Day Dream Acres (7.975 acres): Final plat approved unanimously (two identical motions recorded in minutes).
• Release from City of Weatherford for 4.802 acres near 105 Dennis Junction Road: Noted; no formal vote required.

Executive Session

The court convened into closed session under Texas Government Code Sections 551.071 and 551.072 to consult with attorneys regarding land development regulations, options available to Texas counties, and to discuss Parker County Justice Center real estate.
