Parker County Commissioners Court Regular Meeting - April 14, 2025

The Parker County Commissioners Court met in regular session on Monday, April 14, 2025, at 9:01 a.m. in the Commissioners Courtroom at the Parker County Courthouse in Weatherford, Texas. All members were present: County Judge Pat Deen, Commissioner Conley (Precinct 1), Commissioner Holt (Precinct 2), Commissioner Walden (Precinct 3), and Commissioner Hale (Precinct 4). The meeting adjourned at 11:59 a.m.

Consent Calendar

• Auditor: Certification of revenues, line item budget adjustments, payment of routine bills, and audit reports were submitted. Brianna Fowler presented information.
• Treasurer: Report on balances of all funds (1 thru 999) and approval of payroll, insurance, and retirement payments were submitted. No pledged securities or monthly investment report were submitted.
• County Judge: Acceptance of minutes, monthly reports, and personnel changes were submitted.
• Purchasing: Eleven items were approved, including interdepartmental transfers, donation of bulletproof vests & helmets to ESDs and PCHD, salvage/destruction of vests and a Microsoft Surface Pro, renewal of pavement striping services, renewal of countywide waste receptacles/trash pickup, renewal of scrap metal sale contracts, renewal of pharmaceutical drugs for jail inmates, authorization to advertise for collection of fines & fees for JP courts, authorization of surplus property list for online auction, authorization to advertise for HVAC units, renewal of motor fuels contract, and a change order for jail expansion (ADA ramp).

The consent items were approved via a motion by Commissioner Walden and second by Commissioner Holt, with the exception of an invoice of $119,730.00 from STI Asphalt, LLC (work not yet finished) and the acceptance of federal funds in the amount of $70,155.16 as requested by the Auditor.

Proclamations and Recognitions

• Resolution 25-13 (Item 7A): Approved to recognize the City of Weatherford for receiving the GFOA Triple Crown Award. Mayor Paul Paschal and city officials were recognized. Motion carried.
• Proclamation (Item 7B): Approved to proclaim April 21–25, 2025, as Every Kid Healthy Week in Parker County. Kathy Smith (Parker County Extension Office), Erin Alvarez, and Rosemary Regan (Cook Children's Hospital) presented. Motion carried.
• Peach Festival (Item 7C): Approved the use of four Parker County corner lots (Dallas/Spring and Waco/Spring) by the Weatherford Chamber of Commerce at no charge for the 40th Annual Parker County Peach Festival on Saturday, July 12, 2025, from 8 a.m. to 4 p.m. Motion carried.

Transportation Projects

• Ongoing Bond Projects Reporting (Item 5A): Chris Bosco from Freese & Nichols presented an update. Approved. Motion carried.
• Advance Funding Agreement with TxDOT (Item 5B): Authorized the County Judge to sign CCSJ #1469-01-024 regarding the FM 5 and Bankhead Highway intersection. Motion carried.
• Construction Phase Services (Item 5C): Approved for the Johnson Bend Road and Green Acres Road realignment project. Motion carried.
• FM 5 and Bankhead Intersection Engineering Design Contract (Item 5D): Approved. Motion carried.
• Bankhead Bridge Engineering Design Contract (Item 5E): Approved. Motion carried.

Public Hearings

• Speed Limit on Shadle Road (Item 10.B.8): A public hearing was opened at 11:53 a.m. No public comment. The court approved reducing the speed limit to 30 mph. Motion carried.
• Speed Limit on Ric Williamson Memorial Highway (Item 10.B.9): A public hearing was opened at 9:31 a.m. and closed at 9:34 a.m. The court approved increasing the speed limit to 55 mph on the portion from Joy Street to just before FM 730 (as indicated in a Freese & Nichols presentation). Motion carried.

Plats and Subdivision Approvals

Precinct 1:

• Approved the amendment for Myers Ranch (53.138 acres).
• Approved beginning the revision process for C.C. Acres (3.116 acres, ASI Contracting LLC).

Precinct 2:

• Approved the final plat for Bradshaw Road Addition (2.997 acres, Ambition Group LLC).
• Approved beginning the revision process for Church of God Campground in the ETJ of Weatherford (2.492 acres).
• Approved groundwater study waivers for Mad Acres (2.893 acres), Buchanan Acres (2.50 acres), and Shadle Hills (4.08 acres).
• Approved beginning revision process for Shadle Hills (4.08 acres, Troy & Kathie Petroskey).
• Approved release of maintenance escrow funds for Amber Meadows Phase 4 and Clairmont Phase 5.

Precinct 3:

• Approved beginning revision process for Mountain River Estates (1.463 acres, Mike Modzia).
• Approved beginning revision by metes and bounds for Westridge Estates (4.486 acres, Esmat Salahat).

Precinct 4:

• Approved a variance for Lot 6R1 in DuChane Chateaux (platted 1973).
• Approved beginning revision process for Du Chan Chateaux (2.649 acres).
• Approved addendum for road repairs for Quail Ridge with Town of Annetta North.
• Released letter of credit for Aledo River and accepted it as a county-maintained roadway.
• Approved Interlocal Agreement with City of Hudson Oaks for road repairs.
• Approved addendum for road repairs for Town of Annetta.
• Approved Interlocal Agreement with City of Willow Park for road repairs.

Executive Session Actions

The court convened in closed session from 10:01 a.m. to 11:03 a.m. under Texas Government Code Sections 551.071, 551.072, and 551.076 to discuss consultation with attorney, real estate, and security matters. Upon reconvening:

• Approved authorizing the execution of a compensation service agreement with the Claims Compensation Bureau for a prescription drug class action case. Motion carried.
• No action taken on the Parker County Justice Center update.
• Approved the recommendation of the Space Allocation Committee regarding the courthouse annex security measures. Motion carried.

Other Approval Items

• Item 7D: Approved appointment of Alanna Melcher to the Parker County Historical Commission. Motion carried.
• Item 7E: Approved utilizing Bureau Veritas for Parker County's fire plan reviews. Motion carried.
• Item 7F: Approved the County Judge to sign a Memorandum of Agreement (MOA) for federal encryption keys. Motion carried.
• Item 7G: No action taken on Motorola upgrade project change orders #03, #04, and #05.
• Item 7H: Approved an updated price sheet for the North Residential Disposal Center, effective May 1, 2025. Motion carried.
• Item 7I: Approved modifying the scope of the Additional Personnel Committee to include requests for new capital purchases. Motion carried.
• Item 7J: No action taken on a contract for appraisal services of a triangular section on Green Branch Road.
• Item 7K: Approved policies and procedures for purchasing auction equipment. Commissioner Walden stated for the record that no rules were violated and that a purchase order would have been obtained for the maximum price if known. Motion carried.
• Item 7L: Approved taking action regarding the Precinct 3 equipment purchase from Bradley O'Leary Auctions. Motion carried.
• Item 7M: Update only on Opioid Abatement Settlement Funds and reporting; no action taken.
• Item 7N: Update only on FY 2024 Rebatable Arbitrage and Yield Restriction Post-Issuance Compliance Reports; no action taken.
• Item 7O: Approved payment to the IRS and filing of Form 8038-T, as calculated by Hilltop Security. Motion carried.
• Item 7P: Approved regarding the Patrol and Election Buildings parking lots. Motion carried.
• Item 7Q: Approved and authorized the County Judge to execute a Culligan QUENCH proposal and rental agreement for a water/ice machine for the PCSO SCU. Motion carried.
• Item 7R: Approved an Interlocal Agreement with the City of Aledo for dispatch services. Motion carried.
• Item 7S: Approved renewal of an agreement with the Texas Workforce Commission and PCSO. Motion carried.
• Item 7T: Approved Order 25-14 for disposition by cremation of a pauper, authorizing payment of $850 to Galbreaith Pickard Funeral Chapel & Cremation Services. Motion carried.

Reports and Acceptances

• Item 8 (Accept into Minutes): Accepted the Parker County IT Department Quarterly Report and executed automatic bank draft authorizations from Auto Ranch, Weatherford Honda, Haynes Auto Sales, and Redneck Innovation LLC for auto registration transactions. All were submitted without further action.
• Item 6 (Presentation): Judge Deen presented an update on the Regional Transportation Council meeting. No action was taken.
