Parker County Commissioners Court Regular Meeting – May 12, 2025

The Parker County Commissioners Court convened in regular session on Monday, May 12, 2025, at 9:01 a.m. (scheduled for 8:30 a.m.) in the Commissioners Courtroom at the Parker County Courthouse, Weatherford, Texas. All five members were present: County Judge Pat Deen, Commissioner George Conley (Pct. 1), Commissioner Steve Holt (Pct. 2), Commissioner Tommy Walden (Pct. 3), and Commissioner Steve Hale (Pct. 4). The meeting adjourned at 11:50 a.m.

Consent Calendar

The court approved the following consent items by unanimous vote (motion by Commissioner Walden, second by Commissioner Hale):

• Auditor’s items: Line item budget adjustments, payment of routine bills, audit reports (no certification of revenues submitted).
• Treasurer’s items: Report on fund balances, approval of payroll and payments, monthly investment report (no release of securities).
• County Judge’s items: Acceptance of minutes, monthly reports, personnel changes.
• Purchasing item: Accept/renew RFP PC25-13 Auto Indexing SAAS for County Clerk (with presentation from Scoot Robinson).

County Auditor Brianna Fowler and County Treasurer Becky McCullough provided information on their respective items.

Presentations

• Texas Association of Counties (TAC) Risk Management Conference: Halie Bever and Kenny Lemons introduced upcoming TAC training opportunities, including a one-day risk management conference hosted by Parker County. No action taken.

Public Hearings (Plats)

All public hearings for subdivision plats and revisions were opened and closed with no public comments. The court approved the following:

• C.C. Acres (Pct. 1): Variance for driveway distances and final revision for 3 lots (3.116 acres) – approved.
• Mad Acres (Pct. 2): Variance, final plat (2 lots, 2.893 acres), and acceptance of special warranty deed for Weiland Road right-of-way – approved.
• Shadle Hills (Pct. 2): Final revision (2 lots, 4.085 acres) – approved.
• Church of God Campground (Pct. 2, ETJ Weatherford): Final revision (1 lot, 2.492 acres) – approved.
• Mountain River Estates Phase Two (Pct. 3): Final revision (2 lots, 1.463 acres) – approved.
• Westridge Estates (Pct. 3, ETJ Weatherford): Final revision (2 lots, 4.486 acres) – approved.
• Du Chane Chateaux (Pct. 4): Final revision (2 lots, 2.649 acres) – approved.

• Proclamation: The court proclaimed April 2025 as Sexual Assault Awareness Month in Parker County. (Motion approved unanimously.)
• Upper Trinity Groundwater Conservation District Board: The court approved naming Justin Bradley to fill one of Parker County’s seats on the board. (Motion approved.)
• Waiver of Job Posting: The 10-day job posting for a Tax Assessor-Collector Deputy Clerk position was waived. (Approved.)
• DSHS CRI Grant Amendment: Authorized the County Judge to sign Amendment No. 2 to grant contract HHS001439300018. (Approved.)
• Fund Transfer: Approved transfer of $17,514.40 from Dept. 513 to Dept. 510 for a part-time custodial position. (Approved.)
• Catalis Payments Agreement: Approved Amendment No. 1 to the payments subscription and services agreement. (Approved.)

• Replacement for Additional Personnel & Capital Committee: Discussed but no action taken.
• Cultivate Real Estate Contract: Discussion on appraisal services for a triangular piece of land on Green Branch Road; no action taken.
• Senergy Tank Monitoring Agreement (Pct. 4): Approved. (Motion approved.)
• Donations to Pct. 4: Accepted three donations of $684.62 each from Brett Henderson, Lindsey Hartley, and Brent Lever. (Approved.)
• Bonds and Oaths: Approved bonds and oaths for Kim Rivas (Purchasing Agent), Randy E. Walker (Deputy Constable Pct. 3), and Tim Oglesby (Deputy Constable Pct. 1). (Approved.)
• Correct Solutions Jail Phone Contract Amendment: Approved amendment to the jail phone contract. (Approved.)
• Interlocal Agreement for Jail Services with City of Azle: Approved for inmate housing. (Approved.)
• Communications Infrastructure Use Agreement: Approved agreement with North Central Texas Emergency Communications District and NCT 9-1-1 for a radio tower. (Approved.)
• Waiver of Posting for Legal Secretary: Approved waiver for County Attorney’s Office. (Approved.)
• Pct. 2 No-Thru Truck Zones: Public hearing held for North Bend and Advance Road; no action taken as the advertisement period is still running. The court approved beginning the process to make Shadle Road a no-thru truck zone.
• Muslims United Phase Two (Pct. 2): After discussion, the final plat (4.448 acres) was approved on a 4-1 vote (Commissioner Conley opposed). Also accepted the special warranty deed for Russell Bend Road right-of-way.
• Fort Worth Hwy Addition (Pct. 2): Approved variance for groundwater certification study for 15.953 acres with existing wells and septic.
• Doss Road Place (Pct. 3): Approved waiver of groundwater study, variance for driveway distances, and began revision process (2 lots, 5 acres).
• Timberview Preserve (Pct. 3): Approved variance for driveway distances and accepted groundwater study.
• 4 Robertson Ranch (Pct. 3): Approved beginning the cancellation process (6.831 acres).
• Prairie Creek Business Park (Pct. 4, ETJ Fort Worth): Approved waivers for groundwater study, subdivision rules, variance for driveway distances, and began revision process (5 lots, 10.648 acres). Also approved waiver for Lot 6 (0.946 acre).
• Bear Creek North (Pct. 4): Approved variance for driveway distances.

Transportation Projects

• Freese and Nichols Monthly Report: Chris Bosco presented updates on bond projects. No action; presentation only.
• FM 920 Turn Lanes Change Order #2: Approved.
• FM 730 Engineering Contract Amendment: Approved.
• I-20 Frontage Road Schematic Design Engineering Contract: Approved.

Executive Session

The court entered closed session at 9:48 a.m. under Texas Government Code Sections 551.071, 551.072, and 551.074 to discuss legal options for development impacts on county roads, update on the Parker County Justice Center, and the open Budget Analyst/Grant Writer position. The session concluded at 10:49 a.m. No action was taken on any of the three executive session items.

Key Outcomes

• 4-1 vote approved the Muslims United Phase Two final plat (Commissioner Conley opposed).
• All other votes were unanimous unless noted as "no action."
• Numerous subdivision plats, variances, and waivers were approved as listed.
• The court approved three transportation-related change orders/contracts.
• No action was taken on the NCTCOG Executive Board membership, Additional Personnel & Capital Committee replacement, Cultivate Real Estate contract, and the three executive session items.
• The no-thru truck zone for North Bend and Advance Road remains pending while the advertisement period continues.
