Parker County Commissioners Court Regular Meeting – May 27, 2025
The Parker County Commissioners Court convened in regular session on Tuesday, May 27, 2025, at 9:07 a.m. at the Parker County Courthouse in Weatherford, Texas. All commissioners (Conley, Holt, Walden, Hale) and County Judge Pat Deen were present. The court addressed consent items, transportation projects, various approvals, an executive session, and plat approvals. The meeting concluded at 11:49 a.m. after a closed session from 9:44 a.m. to 11:24 a.m.
Consent Calendar
The following items were approved by unanimous motion (Commissioner Walden moved, Commissioner Holt seconded) without separate discussion:
- Approval of line item budget adjustments, payment of routine bills, and audit reports (Auditor).
- Approval of the Treasurer’s report on fund balances, payroll, insurance, retirement, and the monthly investment report.
- Acceptance of minutes, monthly reports, and personnel changes (County Judge).

- Deny payment to Frontier Communications for $213.64 (Claim TXDP2588823): Approved.
- TxDOT Certification Form 3 for Zion Hill Paving Improvements: Approved.
- Acceptance of $155,874.00 contract (TERP Rebate Grant) from Texas Commission on Environmental Quality: Approved.
- Ratification of TERP Grant Contract 582-25-70997-RG: Approved.
- Establishment of committee to address jail planning needs and additional bed space: Appointed Sheriff Authier, Chief Arnett, Ron King, Commissioner Walden, and County Attorney John Forrest to the committee. Approved.
- Revolution Data Systems Records Digitization contract (County Clerk): Approved, to be paid from special funds.
- US Imaging, INC proposal to scan plat cabinets A–G on-site (County Clerk): Approved, paid from special funds.
- Second Addendum to Interlocal Agreement with Haskell County for Inmate Housing: Approved.
- Interlocal Agreement with Jack County for Inmate Housing: Approved.

Executive Session (Closed, then Open Actions)
The court convened in closed session at 9:44 a.m. under Texas Government Code Sections 551.071, 551.072, 551.074, and 551.076 to discuss consultation with attorneys, real estate, personnel, and security. Topics included land development regulations, land and vital records management, the Justice Center and Jail, multiple properties in Weatherford and Aledo, a Budget Analyst/Grant Writer position, and space allocation committee security recommendations. Commissioner Walden exited at 9:42 a.m. but was present when the court reconvened at 11:24 a.m.
Upon returning to open session, the court took the following actions:
- 613 N. Oakridge, Weatherford, TX (Parcel 3): Approved the appraisal for the final offer in preparation for imminent domain acquisition for the Oakridge Rd Project (US 180 North to Mary Martin Elementary School).
- 10315 Bankhead Hwy, Aledo (Parcel 9): Approved the market study for initial offer to acquire property for widening East Bankhead Highway (S Ranch House Road to FM 1187).
- 17 Vernon Rd, Aledo (Parcel 10): Approved market study for initial offer for same project.
- 10333 E Bankhead Hwy, Aledo (Parcel 11): Approved market study for initial offer for same project.
- 1015 Champions Dr, Aledo (Parcel 14): Approved market study for initial offer for same project.
- SW corner of E Bankhead Hwy and FM 1187, Aledo (Parcel 16): Approved market study for initial offer for same project.
- 2 Dean Drive, Aledo (Parcel 12): Approved market study for initial offer for same project.
- Bankhead Hwy @ Champions Drive, Aledo (Parcel 13): Approved market study for initial offer for same project.
- Budget Analyst/Grant Writer position: Motion carried to set salary at $110,000.00 annually.
- Space Allocation Committee security recommendations: Approved a motion to charge the existing committee with creating a plan for both inside and outside the Annex building. (No action was taken on items A (land development regulations), B (land and vital records management), C (Justice Center/Jail update), or D (203 Eden Road).)
Plats & Subdivisions
Each precinct’s plat items were approved by unanimous vote unless noted.
Precinct 1 (Commissioner Conley):
- Arena Place: Approved driveway variance and began revision process (2 lots, 2.2 acres, Gilliland Rd).
- Eagle Ridge Estates Phase One: Approved driveway variance and final revision (1 lot, 1.182 acres, Old Springtown Rd). Public hearing held with no comments.
- Stone Creek Ranch: Approved right-of-way variance off Old Springtown Rd.
- Silver Sage Farms Phase Two: Released letter of credit; accepted Silver Sage Trail and Cypress Court as county-maintained roads.
- Stanford Estates Phase Three and Four: Released letter of credit; accepted multiple streets as county-maintained.
- Interlocal Agreement with Wise and Parker County to plat 6.727 acres within Wise County: Approved.
Precinct 2 (Commissioner Holt):
- Sarra Ranch: Approved driveway variance, groundwater study waiver (1 lot, 4.152 acres, Kilkenny Rd), and began revision process.
- VH Ranch Estates: Began revision process (33 lots, 71.55 acres, off Kilkenny Rd).
- North Bend and Advance Road No Thru Truck Zone: Public hearing held with no comments; ordinance approved.
Precinct 3 (Commissioner Walden):
- Timberview Preserve: Approved final plat (79 lots, 181.229 acres).
- Farley Acres: Approved final plat (2 lots, 3.914 acres) and accepted special warranty deed for additional right-of-way off Fairview Rd.
- Stewart Hill: Approved driveway variance and groundwater study waiver (2 lots, 4.014 acres).
- McGlothlin Estate: Approved groundwater study waiver (1 lot, 6.269 acres).
Precinct 4 (Commissioner Hale):
- Golden Acres Estates: Final plat for 3 lots (17.679 acres) – no action taken.
- Bear Creek Ranch North: Final revision approved after public hearing (2 lots, 7.52 acres).
- Krause Crossing: Approved groundwater study waiver (1 lot, 5.0 acres).
