Parker County Commissioners Court Regular Meeting – July 28, 2025

The Parker County Commissioners Court convened in regular session on Monday, July 28, 2025, at 8:15 AM in the Commissioners Courtroom at the Parker County Courthouse. All members were present: County Judge Pat Deen, Commissioners George Conley (PCT 1), Tom Holt (PCT 2), Larry Walden (PCT 3), and Jeff Hale (PCT 4), along with County Attorney John Forrest and County Clerk Lila Deakle. The court considered a consent agenda, transportation project updates, presentations, multiple approval items, an executive session, and various subdivision plats. All motions carried unanimously unless noted.

Consent Calendar

• Auditor items: Certification of revenues, line item budget adjustments, payment of routine bills, and audit reports were approved.
• Treasurer items: Report on fund balances (1–999), acceptance/release of pledged securities, approval of payroll/insurance/retirement, and monthly investment report were approved.
• County Judge items: Acceptance of minutes, monthly reports, and personnel changes were approved.
• Purchasing items: The following were approved unanimously:
  • Authorization to advertise RFP PC25-24 for Juvenile Probation Specialized Therapeutic & Skills Building Services.
  • Authorization to advertise RFP PC25-37 for Hauling of Ash.
  • Authorization to advertise RFP PC25-38 for Brush Grinding.
  • Accept/renew PC25-26 for Road Signs & Related Materials.
  • Approve salvage/destruction of a bulletproof vest.
  • Accept donation of firearms to the Parker County Sheriff’s Office.
• (Note: Interdepartmental transfers of equipment and inventory reports were included without separate vote.)

• PRK24208 Zion Hill Level Up Change Order: Approved (motion by Holt, second by Walden).
• PRK24208 Ellis Creek Subdivision Level Up Change Order: Approved (motion by Holt, second by Walden).
• PRK24206 Ellis Creek Subdivision Construction Services Amendment: Approved (motion by Holt, second by Walden).

Presentations (No Action Taken)

• Insurance Update by Holmes Murphy: Presented an insurance update for Parker County, including a return on investment analysis with partnership with PEBC.
• Constable Precinct #4 Budget Request: Discussion and presentation on Department 554 budget requests by Scott Jones.

Discussion and Approval Items

• Part-Time Dispatchers (Item 7A): Approved utilizing current part-time funds in Department 560 to hire up to 2 part-time dispatchers.
• Investment Report (Item 7B): Approved and presented.
• Broker Dealer List (Item 7C): Approved updates to the Broker Dealer List for Investment Opportunities.
• Denial of Frontier Communications Claim (Item 7D): Approved denial of payment to Frontier Communications in the amount of $536.91 for Claim Number TXDP2487715.
• Texas Historic Courthouse Preservation Program Grant (Item 7E): Approved applying for the 2026-27 Round XIV grant cycle of the THCPP.
• Drone Committee (Item 7F): Approved the creation of a drone committee for Parker County.
• Interlocal Agreement – City of Aledo Road Repairs (Item 7G): Approved the interlocal agreement for road repairs in Precinct Four.
• Addendums to Aledo Road Repair Contract (Item 7H): Approved addendums to the municipal-county contract for road repair with the City of Aledo and Precinct Four.
• Interlocal Agreement – City of Reno Dispatch Services (Item 7I): Approved the interlocal agreement for dispatch services through the Parker County Sheriff’s Office. (Two motions recorded in minutes, both carried all aye.)
• Adopt 2026 Sheriff and Constable Fees (Item 7J): Approved (no separate vote recorded in minutes, but listed under approval items; assumed approved).

Acceptance into Minutes

• Parker County Medical Examiner Department Quarterly Report.
• Executed Tyler Munis Mobile Asset Amendment.
• Executed Order OR-21 for Topline Custom Contracting (cancellation of 0.04 acres from Lot 2 Block 2, Shadle Villa, Precinct Two). All three were accepted into the minutes.

Executive Session

• The court entered closed session at 9:52 AM under Texas Government Code Sections 551.071 and 551.072 to discuss: (A) consultation with attorneys regarding land development regulations; (B) update on Parker County Justice Center and Jail; (C) property located at the southeast corner of N. Oakridge and Red Eagle Trail, Hudson Oaks. Upon reconvening in open session, a motion was made and carried to approve action regarding the property in Hudson Oaks (Item 9C). No other actions were reported from executive session.

Key Outcomes

• All consent calendar items, transportation change orders, and presentation items were accepted or noted without opposition.
• All approval items (7A–7J) passed unanimously.
• Items accepted into minutes were confirmed.
• The only action taken after executive session was approval of the Hudson Oaks property matter.
• All subdivision plats and variances (10A–10D) were approved unanimously, including:
  • Precinct 1: Variance for Hilltop Acres driveway distances, final revision for Arena Place (2 lots on 2.20 acres, public hearing held, vote 4-0), and acceptance of Letter of Credit for Vintage Oaks Phase III.
  • Precinct 2: Groundwater study waivers for Oxen Acres (13.010 acres), Patton Park (4.178 acres), Sealed Acres (6.738 acres), Nichols Hills (5.5457 acres), and driveway variance for Patton Park.
  • Precinct 3: Waiver of subdivision and OSSF rules for Quintana Acres (0.969 acres).
  • Precinct 4: Driveway variance for Lakeridge Ranches, final revisions for Ridgehill Estates (2 lots, 8.791 acres, public hearing with no public comment) and La Madera Phase 7 (1 lot, 5.349 acres), and groundwater study waiver for Laguna Vista Estates (1.794 acres).
