Parker County Commissioners Court Regular Meeting – September 8, 2025
The Parker County Commissioners Court convened in regular session on Monday, September 8, 2025, at 9:00 a.m. in the Commissioners Courtroom at the Parker County Courthouse. All five commissioners were present: County Judge Pat Deen, Commissioner George Conley (Precinct 1), Commissioner Holt (Precinct 2), Commissioner Walden (Precinct 3), and Commissioner Hale (Precinct 4). The meeting included an invocation by Mark Julian of North Side Baptist Church and the Pledge of Allegiance led by Commissioner Conley. The court approved consent items, discussed transportation projects, adopted resolutions related to the 2025 Justice Bond, set the proposed tax rate for FY2026, held an executive session, and acted on numerous plats and interlocal agreements. The meeting adjourned at 11:24 a.m.
Consent Calendar
- Auditor Items: Certification of revenues, line item budget adjustments, payment of routine bills, and audit reports were submitted without discussion.
- Treasurer Items: Report on fund balances, approval of payroll and insurance payments, and the monthly investment report were submitted. (Pledged securities item had no action noted.)
- County Judge Items: Acceptance of minutes, monthly reports, and personnel changes were submitted.
- Purchasing Items: Interdepartmental transfers (no action taken); RFP PC25-37 Ash Removal Services for North Convenience Center approved; RFP PC25-38 Brush Grinding for South Convenience Center approved; RFP PC25-24 Juvenile Probation Specialized Therapeutic and Skills Building Services approved.
All consent items were approved by a single motion by Commissioner Walden, seconded by Commissioner Holt, with the motion carried.
Discussion Items
Proclamation for National Recovery Month
Ashley Gainey presented information, and County Judge Deen read a proclamation declaring September 2025 as National Recovery Month in Parker County. The court unanimously approved.
Transportation Projects Update (Agenda Item 5)
Chris Bosco of Freese & Nichols presented the monthly report on bond projects. No action was taken on that report (Item 5A).
- Program Management Services (5B): Bosco presented the contract; the court approved the Program Management contract (motion by Commissioner Walden, second by Commissioner Hale, carried).
- Kelly Road Construction Contracts (5C): Bosco requested approval to award the construction contract to Prater Dirt Work, LLC. Motion by Commissioner Hale, second by Commissioner Conley, carried. A separate motion (by Commissioner Hale, second by Commissioner Conley) approved a construction management inspection and testing contract for the Kelly Road project.
Approvals (Agenda Item 6)
- 6C – Christmas on the Square: Gloria Martinez (Weatherford Chamber of Commerce) requested free use of four county lots on December 6, 2025, from 10:00 a.m. to 4:00 p.m. Approved unanimously.
- 6D – Pecan Valley Centers Board: Ruben DeHoyos requested reappointment of Elizabeth Lawrence for a two-year term (September 2025 to August 2027). Approved.
- 6E – Jail Expansion Revenue Resolution: The court approved a Statement of Intent that any revenue from housing out-of-county inmates after the jail expansion must be used entirely to defray the tax impact of the Proposal A bond debt. Approved (motion by Commissioner Hale, second by Commissioner Conley).
- 6F – Justice Center Building Sale Resolution: The court approved a Statement of Intent that proceeds from selling the District Courts Building and County Attorney’s Building after the new Justice Center is completed must be used entirely to defray the tax impact of the Proposal B bond debt. Approved (motion by Commissioner Holt, second by Commissioner Hale).
- 6J – Proposed Tax Rate for FY2026: Brianna Fowler (County Auditor) presented the Notice of 2026 property tax rates and proposed budget. Commissioner Walden moved to propose a total tax rate of 0.285070 ($0.285070 per $100 valuation), comprised of 0.178562 for maintenance and operations, 0.056460 for interest and sinking, and 0.050048 for lateral road and bridge, which is equal to the no-new-revenue tax rate. Seconded by Commissioner Hale, motion carried.
- 6B – TNT Fireworks for Diwali: Shelly Hartman (TNT Fireworks) requested approval to conduct business during the state-approved selling season for the Diwali holiday. Approved (motion by Commissioner Walden, second by Commissioner Hale).
- 6G – Transfer to Convenience Center: Sylvia Sandoval (Buildings and Grounds) presented a request to move $25,000 from general fund contingency to Department 513 Convenience Center. Approved.
- 6H – Brokerage Account: Authorization for the County Judge to sign an application to open a brokerage account with National Financial Services LLC. Approved.
- 6K – Water Line Right-of-Way: Approval for Parker County Special Utility District to lay a water line at 900 Lacy Drive in Precinct Three. Approved.
- 6L through 6U – Interlocal Agreements and Renewals: The court approved:
- Interlocal Agreement with City of Hudson Oaks for Dispatch Services
- Interlocal Agreement with City of Hudson Oaks for Jail Services
- Interlocal Agreement with Azle ISD for Jail Services
- Renewal Agreement with TXDPS for Lease 10647
- Renewal Agreement with Tarrant Regional Auto Crimes Task Force
- Supplement with Transunion TLO Contract and PCSO
- Renewal Agreement with Pecan Valley Centers for Transportation
- Approval of upcoming surgery costs for the Victim’s Assistance Court Dog
- Renewal contract for RBPM Facility in Azle (Lease No. 697DCM-20-L-00127)
- Interlocal Agreement with City of Weatherford for Operation of the Animal Control Shelter
All motions were carried unanimously with specified movers and seconders.
Executive Session (Agenda Item 8)
The court entered closed session at 9:32 a.m. under Texas Government Code Sections 551.071 and 551.072 to consult with attorneys regarding: (a) active land development regulations, (b) land development regulation options, and (c) any other matter described in the agenda. The session also covered updates on the Justice Center and Jail and discussion of property at 1105 Santa Fe Dr., Weatherford. The open session reconvened at 10:52 a.m.
- 8A & 8B: No action was taken on land development regulations or the Justice Center/Jail update.
- 8C – Property at 1105 Santa Fe Dr.: The court approved authorizing the County to enter a Letter of Intent (LOI) regarding the property (motion by Commissioner Hale, second by Commissioner Holt).
Salary Grievance Committee Update (Agenda Item 6I)
County Clerk Lila Deakle updated the court on the Salary Grievance Committee hearing. The court approved the update (motion by County Judge Deen, second by Commissioner Holt).

- Waiver for groundwater study for Pleasant Oaks Phase 4 (1 lot, 2.0 acres) – approved.
- Waiver for groundwater study for Whitewolf Trail (2 lots, 5.002 acres) – approved.
