Parker County Commissioners Court Regular Meeting – October 13, 2025

The Parker County Commissioners Court convened in regular session on Monday, October 13, 2025, at 9:00 a.m. in the Commissioners Courtroom. All members were present: County Judge Pat Deen, Commissioner George Conley (Precinct 1), Commissioner Holt (Precinct 2), Commissioner Walden (Precinct 3), and Commissioner Hale (Precinct 4). County Attorney John Forrest and Deputy County Clerk Terri Moore were also present. The court considered a wide range of consent items, approvals, transportation projects, executive session matters, and plats. The meeting recessed for executive session from 9:25 a.m. to 10:46 a.m. and adjourned at 12:16 p.m.

Consent Calendar

• Approved auditor line item budget adjustments, payment of routine bills, and audit reports. (The certification of revenues was not submitted.)
• Accepted treasurer's reports on fund balances, pledged securities, payroll, insurance, retirement, and monthly investment report. County Treasurer Becky McCullough noted two personnel change forms and SB 22 supplement increases from the District Attorney's Office.
• Approved county judge's minutes, monthly reports, and personnel changes.
• Approved interdepartmental transfers, donation of a Glock 9mm and a Ruger P95 to the Sheriff's Office, purchase of a 2026 Chevrolet Silverado 1500 Crew Cab for the EOC from Caldwell Chevrolet, an annual subscription with Environmental Systems Research Institute, waiver of the purchasing policy for ammunition purchases (waiving requirement for three written quotes for totals between $5,000 and $99,999), a Spectrum Business service order for fiber at the Santa Fe Annex and Office of Emergency Services, and purchase of 20 Bellator III 20x30 shields and bags for the Sheriff's Office.
• Approved transfer of a 2010 Chevy Colorado from Precinct 2 to the IT Department for $100.
• All consent items were approved by unanimous motion (Walden/Conley).

Proclamations and Presentations

• Domestic Violence Awareness Month: Approved a proclamation declaring October 2025 as Domestic Violence Awareness Month. County Attorney John Forrest presented, and Lisa Mehrhoff, Victim's Assistance Coordinator, provided information. Motion carried (Walden/Holt).
• Veteran's Day Celebration: Approved request from the Weatherford Chamber of Commerce's Veteran Business Council to use the Dallas & York parking lot and northwest quadrant for the Veteran's Day Celebration on Saturday, November 8, 2025. Amy O'Ready, Chamber spokesperson, presented. Motion carried (Hale/Conley).
• Regional Transportation Council Update: Judge Deen provided an update; no action.
• TERP Program: Commissioner Walden discussed the Texas Emission Reduction Plan; no action.
• Justice Center Bond and Jail Expansion Bond Update: District Clerk Sharena Gilliland presented an update; update only.

Grant Authorizations and Interlocal Agreements

• Supporting Border Crisis Response Grant: Approved authorizing County Judge to apply for, accept, or modify the grant. Motion carried (Conley/Hale).
• Indigent Defense Formula Grant: Approved Resolution #25-29. Motion carried (Hale/Holt).
• Victim Assistance Grant: Approved resolution to apply. Motion carried (Hale/Conley).
• 2025 HAVA Election Security Grant: Approved accepting award. Motion by Judge Deen, seconded by Commissioner Hale, carried.
• Interlocal Agreements: Approved jail services with City of Reno, inmate housing with Cooke County, TxDOT agreement for FM 3325 Farmer Road, SRO with Peaster ISD, and road repair agreements with Town of Peaster and Peaster ISD (including addendum). All carried.
• Parker County Special Utility District: Approved water line permit on Fairview Road. Motion carried (Walden/Holt).

Personnel and Administrative Approvals

• Waivers: Approved waiving 10-day posting for Sheriff's Deputy and Telecommunicator for FY 2025-2026. Both carried.
• Stop Loss Deductible: Approved keeping current level. Motion carried (Holt/Conley).
• SB 22 Supplement Increases: No action.
• Salaries Discussion: No action.
• Economic Development Council Meeting: Approved Q1 meeting with Parker County EDC, with potential to make recurring. Motion carried (Holt/Hale).
• Granicus Agreement: Approved execution. Motion carried (Holt/Conley).
• Deputy Constable Bonds/Oaths: Approved for James Ryan Speegle, Corey Shane Harris, and Traci Ingram. All carried.
• Law Library Renewal: Approved renewal. Motion carried (Conley/Walden).
• Pauper Cremation: Approved Order 25-31 with $850 payment. Motion carried (Holt/Conley).
• Appraisal District Board: Approved Resolution 25-30 nominating Joe Wilkinson. Motion carried (Walden/Holt).

Transportation Projects

• Bond Project Reporting: Morgan McElwain, Freese & Nichols, presented monthly report. No action.
• Advanced Funding Agreements with TxDOT: Approved three agreements: FM 730 from US 180 to IH-20 (motion Walden/Hale), FM 1187 from FM 5 to Aledo Iona Road (motion Hale/Conley), and Section 130 Sign and Striping Project (motion Walden/Holt).

Executive Session and Subsequent Actions

Court entered executive session at 9:25 a.m. under Texas Government Code Sections 551.071, 551.072, and 551.074. Reconvened at 10:46 a.m.

• Land Development Regulations: No action.
• Justice Center and Jail: Approved designating Jail Bond funding for Fort Walters Jail Annex. Motion carried (Walden/Hale).
• 1105 Santa Fe Drive: No action.
• 2 Dean Drive, Aledo: Approved accepting counter offer for Parcel 12 of East Bankhead Highway Project. Motion carried (Hale/Conley).
• 15503 Old Weatherford Road, Aledo: Approved accepting property donation. Motion carried (Hale/Conley).
• Strategic Projects Coordinator: Approved hiring Brian Grimes as Strategic Projects Director (title change) starting October 27, 2025, at $140,000 salary from Contingency. Motion by Judge Deen, seconded by Commissioner Holt, carried.

Plats and Subdivisions

Precinct 1 (Commissioner Conley):

• Approved revision process for Westridge Estates (2 lots, 4.486 acres).
• Approved rule change prohibiting backyard driveways onto county roads.
• Approved extension/calling maintenance bond in Bittersweet Springs Subdivision. Residents Jane Galvin, Kylan Wilson, and Stacey McCarthy spoke.
• Approved Atmos Energy gas line permit on Newfield Lane.
• Approved final plat for Pleasant Oaks Phase 4 (1 lot, 2.0 acres).
• Released construction bond for Thomas Len Estates Phase 2 and accepted maintenance bond.

Precinct 2 (Commissioner Holt):

• No action on speed limit change on Ric Williamson.
• Released maintenance bond for Sarra Ranch and accepted several roads as county-maintained.
• Released construction bond and accepted maintenance bond for Monarch Villas.
• Approved six-month extension for Goodnight Ranch/Loving Springs.
• Approved final plat for Twin Ponds (4.361 acres) and Special Warranty Deed.

• Released maintenance bonds for Bulldog Crossing Phase 2 (accepted Resolute Road), Bulldog Crossing Phase 3 (accepted Churchill Lane, Marine Circle, English Lane, Tillman Boulevard), and Ox Mill Creek (accepted Carsyn Creek Road).
• Approved revision process for Weatherford Mini-Ranch Estates (2 lots, 4.999 acres).
• Approved addendum for road repairs with City of Brock.
• Released maintenance bond for Elevation Estates Phase 2 (accepted multiple roads).

Precinct 4 (Commissioner Hale):

• No action on revision process for Bear Creek Ranch (1 lot, 7.89 acres).
• Approved revision process for Younger Ranch (2 lots, 11.626 acres).
