Parker County Commissioners Court Regular Meeting – October 27, 2025

The Parker County Commissioners Court convened in regular session on Monday, October 27, 2025, at 9:00 a.m. (agenda had listed 8:15 a.m.) in the Commissioners Courtroom at the Parker County Courthouse, Weatherford, Texas. The meeting was called to order with all members present: County Judge Pat Deen, Commissioner Conley (Precinct 1), Commissioner Holt (Precinct 2), Commissioner Walden (Precinct 3), Commissioner Hale (Precinct 4), County Attorney John Forrest, and County Clerk Lila Deakle. The meeting adjourned at 11:13 a.m. after a closed session.

Consent Calendar

• Approved the consent agenda including auditor’s certification of revenues, line item budget adjustments, payment of routine bills, audit reports; treasurer’s fund balances, pledged securities, payroll and benefits, monthly investment report; county judge’s minutes, monthly reports, personnel changes; and various purchasing items (interdepartmental transfers, salvage of bulletproof vests, found missing inventory, authorization to advertise RFPs for rainwater harvesting and precinct two renovations, purchase of a Bomag drum roller, purchasing agent authority to sign POs, Motorola tower grounding and annual service agreements).

Presentations & Updates

• Texas Extension Education Association Week Proclamation: Kathy Smith (Coordinator/FCS Agent) and Karen Rutherford (Association Chairman) reported winning the Outstanding County Education Award for District 3 and the Honor Roll of Counties Award for Volunteering. County Judge Deen read the proclamation designating October 26–November 1, 2025, as Texas Extension Education Association Week in Parker County. The court unanimously approved.
• Parker County Water Resources Study Update: Andrew Franko of Freese and Nichols presented an update on the Parker County Water Initiative and announced a Water Symposium on November 21, 2025, at the Parker County Sheriff’s Posse Clubhouse, open to the public. County Judge Deen, Commissioner Walden, and Rick Shafer (City of Weatherford Water Utilities Director) also provided information. No action was taken.
• Transportation Projects Update: Chris Bosco of Freese and Nichols presented on the Midway Road Construction Phase Contract. The court approved three budget adjustments: reducing the W.N. Woody project budget by $150,000, reducing Hutchison Road Phase 2 budget by $850,000, and increasing the Midway Road project budget by $1,000,000. All motions carried unanimously.
• Advanced Funding Agreement with TxDOT: The court authorized the County Judge to sign Amended Revised Advanced Funding Agreement CSJ 0902-38-140 (AFA Amendment 2) with TxDOT for Old Weatherford Road from FM 3325 to Coder, in the amount of $19,708,515. Motion carried.

• Potential Sale of Navarro County Property: Commissioner Holt, residents Lisa and Don Tynes, and County Attorney John Forrest discussed the sale of a 14.5-acre lot in Rustling Oaks Estates Phase III. The court approved hiring an appraiser to obtain a certified appraisal, with funding from 409 Contracts. Motion carried.
• Claim on North Lake Road: Commissioner Conley and County Attorney John Forrest reviewed a claim alleging a road defect. The court approved denial of payment on the claim. Motion carried.
• Precinct 2 Renovation Payment: Authorized payment for work completed to date on the Precinct 2 renovation project. Motion carried.
• Reclassification of Law Clerk to Assistant District Attorney: Approved reclassification in Department 476.

Executive Session

• The court recessed at 10:15 a.m. and entered closed session at 10:20 a.m. under Texas Government Code Sections 551.071 and 551.072 to consult with attorneys regarding land development regulations and to discuss the Parker County Justice Center and Jail. The court reconvened in open session at 10:55 a.m. with no action taken on either matter.
