Parker County Commissioners Court Regular Meeting – December 8, 2025

The Parker County Commissioners Court met in regular session on Monday, December 8, 2025, in the Commissioners Courtroom at the Parker County Courthouse in Weatherford, Texas. • Approved and authorized the county judge to execute the CodeRED Crisis24 Scope of Work effective January 8, 2026.
• Approved and authorized the county judge to execute the Halff & Associates Engineering GIS Amendment #1 for Emergency Management.

Public Comments & Testimony

• No public comments were offered during the three Precinct Three public hearings for Gremminger Ranch at Southridge, Lake Country Acres, and Durant’s Tin Top Subdivision. The hearings opened and closed without public response at 11:10 a.m., 11:11–11:12 a.m., and 11:14 a.m., respectively.

Discussion Items

• Transportation projects: Morgan McIlwain and Dustin Blaylock of Freese & Nichols presented updates. The court took no action on the ongoing reporting item, but approved calling the maintenance bond for the Ellis Creek Improvements Project under the November 2023 Transportation Bond (motion by Holt, second by Walden). For Oakridge Drive, the court approved the DDM with highlighted amounts using the base bid, alternate Bid B, and alternate Bid D; approved the Phase Two contracts; and approved budget reallocations (all motions by Holt, second by Walden).

• Bulletproof Vest Partnership: Approved the grant application to the U.S. Department of Justice for the Patrick Leahy BVP Program.
• Budget Committee: Approved expanding the committee to include all members of the Court, with no more than two members present to avoid a quorum for a particular department review. Also approved adding three public spots, making meetings open to the public, and hosting them in a courtroom-like setting.
• Amended Dumpster and Enclosure Lease Agreement with the City of Weatherford: Eric Shumar, Director of Municipal & Community Services, presented; the court approved the amended agreement.
• 2026 Holiday Calendar: Approved keeping the calendar the same as 2025.
• Official Bond and Oath for Deputy Constable Lanny Lee Padgett: Approved.
• Accepted into the minutes: Buildings & Grounds quarterly report; Zayo Group fiber optic permit; Tarrant Regional Auto Crimes Task Force interlocal agreement; SS AUTOS TX, LLC bank draft authorization; Lena Pope juvenile probation contract; Pecan Valley MHMR contract; and Brown Funeral Homes disposition of human remains agreement.

Executive Session

The court recessed at 10:04 a.m., went into closed session at 10:16 a.m., and reconvened in open session at 10:58 a.m. Freese & Nichols representatives Morgan McIlwain and Dustin Blaylock entered closed session at 10:30 a.m. and exited at 10:44 a.m. No action was taken on items A (land development regulations), B (Justice Center and Jail), or C (county real estate allocation/improvements). • Approved the Parcel B appraisal for the final offer in preparation for eminent domain to acquire property at 10400 Azle Hwy, Azle, Texas, for the Church Road realignment/extension project (motion by Conley, second by Hale).

Released the maintenance Letter of Credit for Windmill Creeks Subdivision and accepted Windpump Alley, Aermotor Loop, Fan Mill Trail, Tankhouse Terrace, and Spur Wheel Drive. Approved the final plat for Pleasant Oaks Phase 5 — one lot of 2.078 acres off Knob Road, with well water, developed by Jill Andrews — and accepted the Special Warranty Deed.
