Parker County Commissioners Court Regular Meeting – February 9, 2026

Parker County Commissioners Court met in regular session at the Parker County Courthouse in Weatherford, Texas, on Monday, February 9, 2026. The meeting opened at 9:00 a.m. (the agenda listed 8:30 a.m.) and adjourned at 11:40 a.m. Present were County Judge Pat Deen, Commissioner George Conley (Pct. 1), Commissioner Holt (Pct. 2), Commissioner Walden (Pct. 3), Commissioner Hale (Pct. 4), County Attorney John Forrest, and County Clerk Lila Deakle. Mark Julian of North Side Baptist Church gave the invocation, and Commissioner George Conley served as Judge Pro Tem for the pledges.

Consent Calendar

• The Court approved the routine Auditor, Treasurer, and County Judge consent items by motion of Commissioner Walden, seconded by Commissioner Holt. Several consent attachments were marked not submitted, including the Treasurer's pledged securities report, the Monthly Investment Report, and the County Judge's acceptance of minutes.
• Approved interdepartmental transfers of computers, body armor, radios, and a 2021 Tahoe from the Fire Marshal's office to the EOC.
• Approved PC26-25 Corrugated Steel Culverts.
• Approved PC26-26 Hot & Cold Mix, awarding to all responders: Texas Materials Group, DDBA, Texas Bit, Zach Ette, Vulcan Construction, Austin Asphalt, Reynolds Asphalt, Blades Group, and MGS Cortex Construction.
• Renewed RFP PC26-23 Waste Roll-Off Containers for one year, March 1, 2026 through February 28, 2027, at the same terms and conditions as the original contract, for TJ Services and Waste Connections.
• Approved the purchase of a PC26-28 Snowdogg Spreader and two plows for Precinct 2.
• Approved the salvage/destruction of bulletproof vest asset 20191.

Presentations

• Dr. Susan Brown Davis and Jackie Pehrson of the UNT Health Fort Worth Center for Human Identification presented information on investigative services provided.
• County Clerk Lila Deakle, with local artists Sherry Waters and Judy Draper, presented the newly redesigned Parker County marriage license.

Discussion and Action Items

• Approved and signed Resolution 26-04 for the application of the OOG Juvenile Justice and Diversion Grant 5753801, after a presentation by Director of Juvenile Probation Ashley Marineau.
• Approved the OOG Cybersecurity Grant 5382501, including transferring $29,600 from contingency into the grant fund and authorizing the Auditor to override the amount coming from contingency. Budget Analyst Bianca Lord and Assistant IT Director Abraham Favela provided information.
• Adopted the Grant Management Policy.
• Approved the go-live date of April 1, 2026, for the Tyler Munis accounting system.
• Approved the processing of plat filing fees.
• Approved the Addendum to the Interlocal with the Town of Peaster for roadway repair and maintenance.
• Approved the Thrift Mart Partnership Lease Extension.

Transportation Updates

• Chris Bosco of Freese & Nichols presented an update on ongoing reporting of bond projects to the Commissioners Court.
• Approved planning services for the Thoroughfare Plan.
• Approved the design services amendment for FM 1187.

Accept into the Minutes

• Accepted into the minutes: the Parker County Veteran Services Department Quarterly Report; the executed Edoc Technologies Agreement; the executed Interlocal with Azle ISD for Jail Services; the executed Interlocal with Peaster ISD for a School Resource Officer; and the executed renewal contract for the RBPM Facility in Azle, Texas, Lease No. 697DCM-20-L-00127.

Executive Session and Resulting Action

• The Court recessed at 10:17 a.m., entered closed session at 10:30 a.m., and returned to open session at 11:35 a.m. under Texas Government Code Sections 551.071, 551.072, 551.076, and 551.089.
• No action was taken regarding consultation with attorneys on land development regulations, the Parker County Justice Center and Jail update, allocation and improvements of county real estate, County Website security upgrade and expansion, or critical infrastructure security assessments.
• The Court approved accepting the counter offer for Parcel 11 of the East Bankhead Project at 10333 East Bankhead Highway, Aledo, Texas.
• The Court approved the appraisal for the initial right-of-way offer on Parcel 1 at 1453 Woodridge Drive, Aledo, Texas, for the reconstruction of the FM 5 Project at Bankhead Highway.
• Note: The minutes record these two real-estate actions under the agenda items with the opposite property addresses, so the property labels appear swapped relative to the agenda order.

Plats

• No action was taken on the Precinct 1 plat item.
• The Green Estates groundwater-study waiver (5.699 acres, one lot) was listed as a Precinct 2 item with no action, then again as a Precinct 4 item; under Precinct 4 the motion to approve carried. The duplicate/misnumbered listing appears to be an agenda/minutes discrepancy.
• For Benton Acres (14.9918 acres, four lots) in Precinct 3, the Court approved the driveway-distance variance on Dennis Road, accepted the Special Warranty Deeds for two additional right-of-ways off Dennis Road and Old Brock Road, and approved the final plat.
• Approved accepting Grace View Road and Grace Court in Grace View Estates into the county roadway system.
