Parker County Commissioners Court Regular Meeting – February 23, 2026

The Parker County Commissioners Court convened on Monday, February 23, 2026, at 9:00 a.m. (the agenda had listed 8:15 a.m. but the meeting was called to order at 9:00) in the Commissioners Courtroom at the Parker County Courthouse, Weatherford, Texas. All commissioners were present: County Judge Pat Deen, Commissioner George Conley (Pct 1), Commissioner Holt (Pct 2), Commissioner Walden (Pct 3), Commissioner Hale (Pct 4), along with County Attorney John Forrest and Deputy County Clerk Terri Moore. The court addressed a consent agenda, numerous approval items, a presentation on transportation, an executive session covering legal, real estate, and security matters, and several plat approvals. The meeting adjourned at 11:17 a.m.

Consent Calendar

• Approved auditor’s certification of revenues, line item budget adjustments, payment of routine bills, and audit reports (all submitted).
• Approved treasurer’s report on fund balances, payroll/insurance/retirement, and monthly investment report; declined to accept/release pledged securities (not submitted).
• Approved county judge’s acceptance of minutes, monthly reports, and personnel changes.
• Note: The consent agenda also included purchasing items (auto supplies, veteran’s affairs software, brush hog mowers, property coverage, bulletproof vests, surplus auction) which were considered individually under Discussion Items below.

• Regional Transportation Council Meeting Update – County Judge Deen provided an update on the Regional Transportation Council meeting. No action was taken.

Discussion Items

• Proclamation for Black Balloon Day – Jessica Castro, founder of We ARE Our Brother’s Keeper, requested proclamation of March 6, 2026, as Black Balloon Day to raise awareness of overdose deaths. The court unanimously approved.
• Veteran’s Affairs Electronic Claims Software – Veteran’s Affairs Officer James Bransom presented. The court approved VetPro Software and separately authorized a budget transfer from contingency funds to the Veteran’s office contract service line for the software.
• Auto Supplies Contract Renewal – Approved renewal of PC23-24 contract with Woodruff Auto Supply for an additional one-year period (March 1, 2026 – February 28, 2027) at original terms.
• Brush Hog Mowers Purchase – Approved purchase of three brush hog mowers for Precinct 2.
• Property Coverage for Historical Buildings – Discussed but no action taken.
• Salvage and Destruction of Bulletproof Vests – Approved destruction of vests asset numbers 20333, 21288, 21293, and 21294, which exceeded manufacturer’s warranty.
• Surplus Auction Results – Approved final results of the December 1–12, 2025 surplus auction.
• Donation of Power Stations – Emergency Management Coordinator Jason Lane presented; accepted donation of seven portable power stations from Anker for Parker County Emergency Management.
• Electrical Work at Main Tower Site – IT Director James Caywood presented; approved electrical work and associated budget adjustment from General Fund program contingency.
• Motorola Change Orders – IT Director James Caywood and Motorola representative Jonathan Casteval presented; approved Change Orders 1, 2, 3 and the Install Completion Certificate.
• Funding for Transportation and Water Projects – Director of Strategic Projects Bryan Grimes presented; authorized staff to seek funding for transportation and water projects.
• Claim for Damaged Property (Frontier) – Approved a claim based on allegation of damaged property belonging to Frontier.
• Burn Ban Implementation – Fire Marshal Frank Watson and Emergency Management Coordinator Jason Lane presented; approved a 60-day burn ban, to be reviewed at the next scheduled court meeting.
• CDL Program Policy – County Auditor Brianna Fowler presented; approved allowing one trailer per precinct to obtain inspection, with expenses paid from precinct funds, and authorized use of county assets to qualify for CDL test.
• Reappointment of ESD #3 Commissioners – Approved reappointments of Jerry Stockon and Jerry Brooks as ESD #3 commissioners.
• Crown Road and Bridge Improvements Agreement – Approved agreement for developer to construct Crown Road bridge and roadway extension, including 3-way intersection, emergency flood gate, and signage. Private improvements outside city limits to be maintained by HOA; improvements within city limits to be conveyed to city.
• Resolution for Online Auctions – Approved resolution to allow online auctions for tax foreclosure sales and tax resales, adopting rules to be filed with County Clerk.
• Indigent Burial Services – Authorized payment of $250 to Galbreaith Pickard Funeral Chapel & Cremation Services for burial of an indigent person.
• Speed Limit Reductions – Approved Commissioner’s Court Orders lowering speed limits: No. 26-06 on Johnson Bend Road, No. 26-07 on Oak Tree Court, and No. 26-08 on Oak Tree Drive.
• Items Accepted into Minutes – Accepted the Parker County Permitting Department Quarterly Report (not submitted), Executed Automatic Bank Draft Authorization for ALL-PRO EQUIPMENT & AUTO, Executed Addendum to Interlocal with Town of Peaster for roadway repair/maintenance, and Executed renewal contract for RBPM Facility in Azle, Texas.
• Executive Session – The court recessed at 10:14 a.m., entered closed session at 10:27 a.m., and reconvened open session at 11:02 a.m. Discussed:
  • Consultation with attorneys regarding land development regulations. No action.
  • Acquisition of property for Church Road Project (0.516 acres from Creekside Foods, LLC). Authorized attempt to purchase, and if negotiations fail, use of eminent domain to acquire fee simple title.
  • Property at 613 N Oakridge Drive, Weatherford, TX. Approved appraisal for initial offer for right-of-way for Oakridge Road Project from US 180 North to Mary Martin Elementary School (Parcel 3).
  • Justice Center and Jail update. No action.
  • Allocation/improvements of county real estate. No action.
  • County Website security upgrade and expansion. No action.
• Plat Approvals:
  • Precinct 1: Approved variance for driveway distances, special warranty deed, and final plat for Sterling Fields (12.004 acres, 4 lots). Approved emergency vehicle access easement, special warranty deed, and final plat for Skyview Addition (29.175 acres, 4 lots). Approved extension of construction bond in Myers Ranch Subdivision.
  • Precinct 2: No action on Rhodes Ranch Estates (26.723 acres, 2 lots). Approved final plat for Gonzalez Addition (4.987 acres, 1 lot) and accepted special warranty deed off Advance Road. Approved waiver for groundwater study for Green Estates (5.699 acres, 1 lot) and Hite Addition (9.727 acres, 1 lot).
  • Precinct 3: Approved waiver for groundwater study for AAFR Subdivision (4.802 acres, 1 lot).
  • Precinct 4: No action on waiver for Dalzell Acres (3.008 acres, 2 lots).

Key Outcomes

• All motions were carried. Specific votes were not recorded by tally, but each motion received a second and no opposition was noted, indicating unanimous approval where action was taken.
• The 60-day burn ban will be reviewed at the next regular court meeting.
• The court authorized the use of eminent domain for the Church Road Project pending failed negotiations.
• The CDL program policy allows each precinct to use one trailer and county assets for testing.
• The Oakridge Road Project will proceed with an initial offer based on the approved appraisal.
