Parker County Commissioners Court Regular Session – April 27, 2026

On April 27, 2026, the Parker County Commissioners Court met in regular session at the Parker County Courthouse in Weatherford, Texas, from 9:00 a.m. to 1:05 p.m. County Judge Pat Deen presided, with Commissioners Conley (Precinct 1), Holt (Precinct 2), Walden (Precinct 3), and Hale (Precinct 4) present. Proclamation, Presentation, and Notification

• County Auditor Brianna Fowler notified the court that Fitch Ratings upgraded Parker County’s Issuer Default Rating (IDR) to “AAA.” This was notification only; no action was taken.

Discussion Items

• Zion Hill Road intersection design: Freese & Nichols’ Morgan McElwain, County Relations Officer Bryan Grimes, and Commissioner Holt presented a proposal for preliminary intersection design services for Zion Hill Road (FM 2421) at Zion Hill Loop/Johnson Bend. The proposed fee from Half Associates was $145,400 and the Freese & Nichols program management fee was $26,050, totaling $171,450. Commissioner Holt stated County Judge Deen agreed that a portion of the cost would come from Judge Deen’s discretionary amount in the 2023 Transportation Bond. Motion by Commissioner Holt, seconded by Judge Deen; carried.
• Kelly Road change order: Freese & Nichols’ Morgan McElwain presented Construction Contract Change Order #2 for Kelly Road. The court approved the change order for $45,842.72. Motion by Commissioner Hale, seconded by Commissioner Conley; carried.
• CPS Board appointment: Gerald Hobson presented the request to appoint Brandy Ochs to the Parker County Child Protective Services Board. Motion by Commissioner Walden, seconded by Commissioner Hale; carried.
• Auto Registration supplies: Tax Assessor-Collector Jenny Gentry requested authorization to move $8,700.00 from program contingency for Auto Registration supplies. Motion by Commissioner Holt, seconded by Commissioner Hale; carried, including authorization for an override to Purchasing until the budget adjustment is processed, funded from general program contingency.
• Brock ISD SRO addendum: Deputy Chief Mark Arnett presented an addendum to the Interlocal Agreement with Brock ISD for school resource officer services. Motion by Commissioner Walden, seconded by Commissioner Hale; carried.
• ICE 287(g) MOA: District Attorney Jeff Swain presented a Memorandum of Agreement between the Parker County District Attorney’s Office and U.S. Immigration and Customs Enforcement to train and credential Parker County investigators for certain immigration enforcement functions under the 287(g) program. The court approved District Attorney Jeff Swain to sign the agreement. Motion by Commissioner Conley, seconded by Commissioner Hale; carried.
• Correct Solutions jail phone amendment: Deputy Chief Mark Arnett presented an amendment to the Correct Solutions jail phone contract to include revenue sharing on in-jail tablet usage. Motion by Commissioner Walden, seconded by Commissioner Conley; carried.
• SB8 Grant Resolution 26-18: Chief Deputy Mark Arnett presented Resolution 26-18 for the SB8 Grant program. The court approved the resolution stating that the Court would not supplant funds received through the grant. Motion by Commissioner Hale, seconded by Commissioner Conley; carried.
• Thoroughfare Plan Steering Committee: Bryan Grimes presented the proposed membership for the Parker County Thoroughfare Plan Steering Committee: Mayor of Springtown Mike Kelly, Annetta City Council Member Rob Watson, Mayor of Dennis James Synosky, Commissioner Mike Hale, Commissioner Jacob Holt, City of Weatherford Chad Marbut, Weatherford PSE Josh Tarby, Willow Park City Council Member Eric Contreras, Walsh Ranch Bexie Nobles, Realtor Ashley Conlin, and Parker County Economic Corporation Adam Feriend. Motion by Commissioner Hale, seconded by Commissioner Walden; carried, with the option to add members if they bring significant value.
• Weather Equipment Release Agreement: County Attorney John Forrest presented an interlocal agreement to donate equipment, including expired bulletproof vests, with the caveat that donations are not guaranteed. Motion by Commissioner Conley, seconded by Commissioner Walden; carried.
• Motorola certificate: IT Director James Caywood presented the Motorola Certificate of Milestone Acceptance. Motion by Commissioner Holt, seconded by Commissioner Hale; carried.
• Seasonal grounds positions: Buildings and Grounds Director Mark Long requested temporary fund movement from the Buildings and Grounds maintenance technician line to create two part-time seasonal positions for grounds/landscaping. • Arbitrage reports: Auditor Brianna Fowler presented the FY 2025 Rebatable Arbitrage and Yield Restriction Post-Issuance Compliance Reports. No action was taken.
• IRS payment and Form 8038-T: The court approved three motions related to payment to the IRS and filing of Form 8038-T: any shortage in the Capital Projects Fund would come from the General Fund; the payment would be processed outside of Court; and Auditor Brianna Fowler was authorized to sign the form. All three motions carried.
• Unclaimed capital credits: The court authorized the Texas Comptroller of Public Accounts to allocate a portion of unclaimed capital credits received from electric cooperatives back to Parker County for a program under Local Government Code Section 381.004 and Texas Property Code Section 74.602. • Water line right-of-way: The court approved an application from Parker County Special Utility District to lay and maintain a water line through right-of-way at 700 Cougar Drive. Motion by Commissioner Walden, seconded by Commissioner Holt; carried.

Acceptances into Minutes

• The court accepted into the minutes the Parker County Medical Examiner Quarterly Report, Parker County ESD No. 6 Annual Financial Report/Audit, and the executed AIA with Jacob Martin Engineering for a feasibility study of altering the existing Sheriff’s Office/Jail administration space versus constructing a new addition in the north parking area. The minutes state items A–C were accepted even though items A and B were marked NOT SUBMITTED.

• The court approved renewal of the EUNA Bonfire Bid software agreement for electronic bidding. Motion by Commissioner Walden, seconded by Commissioner Conley; carried.
• The court approved salvage/destruction of assets 20319 (seven-piece SWAT body armor) and 20332 (bulletproof vests that exceeded manufacturer’s warranty). Motion by Commissioner Walden, seconded by Commissioner Hale; carried.
• The court approved and authorized the county judge to execute the MCCI/Global Payment Integrated System contract for Permitting and Plats after review by the County Attorney and Purchasing Agent. Motion by Commissioner Conley, seconded by Commissioner Hale; carried.
• The court authorized a surplus property list for an online auction scheduled May 11–22, 2026. Motion by Commissioner Walden, seconded by Commissioner Holt; carried.
• The court initially tabled RFP PC26-36 for a TCEQ-permitted landfill site. An amended motion included authorizing overrides up to $100,000 if necessary and an update at the next Court. Later, the court approved awarding RFP PC26-36 to Texas Regional Landfill Company DBA Turkey Creek Landfill. Motion by Commissioner Conley, seconded by Commissioner Hale; carried.

Executive Session and Post-Session Actions

• The court entered closed session at 10:30 a.m. under Texas Government Code Sections 551.071, 551.072, 551.074, 551.076, and 551.087 for attorney consultation, real estate, personnel, security, and economic development. The court returned to open session at 12:51 p.m.
• No action was taken on attorney consultation regarding land development regulations, the Parker County Justice Center and Jail update, allocation/improvements of county real estate, personnel matters, county website security upgrade/expansion, or economic development negotiations.
• The court approved right-of-way acquisition steps for the East Bankhead Highway widening and FM 5/Bankhead Highway reconstruction: accepting the counter offer for Parcel 1 at 1453 Woodridge Drive, Aledo; approving market studies for initial offers for parcels at 130 South Ranch House Road, 129 South Ranch House Road, 8790 East Bankhead Hwy., the southwest side of Bankhead Hwy. across from Willow Bend Drive, 608 Torri Ct., and 601 W. • Britt Acres Phase Two: Approved final plat, Lots 10-13 and 24-26, seven lots totaling 25.8955 acres, off Hoopers Court, developer NTH Unlimited LLC, well water, Precinct 1. Motion by Commissioner Conley, seconded by Commissioner Hale; carried.
• Eagle Ridge Estates Phase One and Two: Approved final revision, four lots totaling 6.082 acres, off Old Springtown Road, developer Eagle Ridge Estates Development LLC, Eagle Ridge MUD water, Precinct 1. A public hearing opened and closed at 1:01 p.m. with no response from the public. Motion by Commissioner Conley, seconded by Commissioner Hale; carried.
• Monarch Estates Phase Two: Approved extension of maintenance bond, Precinct 2. Motion by Commissioner Holt, seconded by Commissioner Walden; carried.
