Parker County Commissioners Court Budget Session – August 11, 2026

The Parker County Commissioners Court convened in budget session on August 11, 2026, at 9:02 a.m. in the Commissioner's Courtroom of the Parker County Courthouse, Weatherford, Texas. Presiding were County Judge Pat Deen and Commissioners Conley (PCT 1), Holt (PCT 2), Walden (PCT 3), and Hale (PCT 4). Deputy County Clerk Terri Moore was present. The court reviewed and approved numerous items for the FY2026-2027 budget, including retirement contributions, sheriff's office salaries, and capital requests. The court recessed at 10:19 a.m., reconvened at 10:28 a.m., and adjourned at 11:50 a.m.

General Budget Updates

• Auditor Brianna Fowler presented general budget information. No action was taken.
• Budget Analyst Bianca Lord presented information on the General Fund Budget for FY2026-2027. No action was taken.

TCDRS Retirement Rate

• Treasurer Becky McCullough presented information on the Texas County and District Retirement System (TCDRS). The court approved maintaining the current retirement rate of 13.39% and the life rate of 0.24%, for a total rate of 13.63%, with the approval to expire subject to further discussion. The motion was made by Commissioner Holt, seconded by Commissioner Walden, and carried.

Active Employee Insurance Rates

• Treasurer Becky McCullough presented information regarding active employee insurance rates. A motion to approve Plan 1, moving away from the sick pool and toward short-term disability, was made by Commissioner Walden and seconded by Commissioner Conley. Commissioner Walden withdrew the motion, and Commissioner Conley withdrew the second. No action was taken.

Health Insurance for Retirees

• Item E was not addressed. No action was taken.

Longevity Pay and Salaries/Benefits for Elected Officials

• Treasurer Becky McCullough presented information on longevity pay and on COLAS for elected officials. No action was taken during the initial discussion.
• Judge Deen opened public speaking on elected official salaries. JP 4 Judge Tim Mendolia and JP 3 Judge Randall Grissom presented information to the court. Budget Analyst Bianca Lord also presented information. Judge Deen closed public speaking. No action was taken.

Salaries and Benefits for Precincts

• Treasurer Becky McCullough presented information on COLAS for precincts. No action was taken.

Salaries and Benefits for Parker County Sheriff's Office (PCSO)

• Treasurer Becky McCullough and Sheriff Authier presented information on PCSO salaries. The court approved the salary scale by motion of Commissioner Conley, seconded by Commissioner Holt. The motion carried.
• The court approved the Lateral Policy by motion of Commissioner Holt, seconded by Commissioner Walden. The motion carried.

Salaries and Benefits for Non-Elected Employees and Additional Personnel Requests

• No action was taken on Item J (Non-Elected Employees) or Item K (Additional Employee Salary Requests and/or New Positions).

Capital and Non-Capital Budget Requests

Purchasing Agent Kim Rivas presented information. The court approved the following items by motion, each with a second and all carrying:

• Buildings & Grounds HVAC equipment for $100,000.
• Constable 1: two bulletproof vests totaling $3,172.
• Constable 2: two ballistic shields totaling $7,500.
• Constable 2: two Motorola 8000 radios for $18,000.
• Constable 3: replacement 1500 radio and unit for $8,500.
• Constable 3: ballistic shield for $8,500.
• Constable 4: body armor for $3,000.
• CID: digital measure kit for $530.
• CID: advanced laser trajectory kit for $841.
• Patrol: 10 Axon vehicle equipment transfers, $2,400 each, total $24,000, through contract services.
• Patrol: 15 bullet resistant vests for $23,370.
• Patrol: 20 gas masks for a total of $11,700.
• Patrol: one target pointer eliminator for SWAT for $1,310.
• Patrol: explosive breaching supplies for SWAT for $2,000.

Precincts Funds 1-4 and Radio Subscriber Fee Policy

• The court discussed but took no action on Precincts Funds 1-4 budgets for FY2026-2027 and on precinct capital/non-capital budget requests.
• The court discussed a potential Radio Subscriber Fee Policy for FY2027-2028 (Commissioner Holt). No action was taken.
