The Park Ridge Zoning Board of Appeals (ZBA) met on Thursday, June 25, 2026, at 7:00 p.m. in City Hall Council Chambers. - Project Overview: Kate Duncan, attorney for applicant Advocate Health and Hospitals Corporation, introduced the proposal for a two‑floor, 77,605‑square‑foot addition to the Center for Advanced Care (CAC) to create a Comprehensive Cancer Center (CCC). The $99 million project will consolidate and expand outpatient oncology services, including infusion, radiation, and a Cancer Survivorship Center. The property is split‑zoned (HTZ1 and HTZ2); a zoning amendment to unify the block as HTZ2 was already recommended by the Planning and Zoning Commission, along with special use and site plan approvals.
- Variances Requested: Only two major variances remained before the ZBA:
- Perimeter fence/wall waiver – The zoning code requires a 4–5‑foot fence or wall along the perimeter landscape yard. The applicant proposed no fence, instead offering an expanded landscape buffer (11‑foot minimum width) with trees and shrubs intended to create a more welcoming, healing environment.
- Parking lot island spacing – The code requires an island every 10–15 contiguous parking spaces. The applicant proposed a row of 17 spaces on the south side (exceeding the 15‑space maximum). They cited constraints from a high groundwater table limiting the depth of underground detention and a ComEd feeder line that prevented extending detention storage northward. The square footage of landscape islands in the parking lot would far exceed the 10% requirement (nearly double), and the “missing” island area was shifted to a larger entry island near the building.
- Staff Presentation: John (staff) summarized the application, confirming that the Planning and Zoning Commission had already approved the height‑of‑light‑pole variance at their May 26, 2026 meeting, leaving only the two variances.
- Applicant Testimony: Vitas Zematitis (construction manager) described the current fragmentation of oncology services and the need to consolidate care for immunocompromised patients. Dave Mycos (architect) presented site plans and elevations, emphasizing a healing path and a dedicated front door for cancer patients. Steve Gregory (landscape architect) explained that the landscape design exceeds code quantity requirements and better integrates with the campus character. Spencer Craig (civil engineer) noted the underground detention vault was sized to meet current MWRD standards and could not be reconfigured to add islands without losing detention capacity.

Accurate, yes. And shilling, yes. Our minutes are approved. Moving on. Uh the appeals. We have no appeals. Uh so let's move on to the variances. Uh we have a public hearing for review and action for variances at 1700 Luther Lane, case VA 26-13. I see our applicant is in the audience. Um we will have a summary of the application from staff. Thank you, Chair. As introduced, this is 1700 Lutheran Lane case number VA-26-13. The subject properties improved with a multi-story parking garage and one-story building. The subject property is part of the Advocate Lutheran General Hospital. The applicant owner seeks to build a two-floor edition attached to the Center for Advanced Care, otherwise known as the CAC building on the Advocate Lutheran General Campus. The addition to the building will create a comprehensive cancer center, otherwise known as the CCC, and will relocate and expand outpatient oncology services to create a comprehensive location to support to support patients, providers, and expand access for services. Due to the proposed work, the following major variances have been identified. An addition with less than the required perimeter landscape yard for a fence and wall, and an addition with less than the required parking lot islands between every 10 to 15 contiguous parking spaces. All cases were heard at the May 26, 2026 meeting of the commission. I would like to make a quick note. Um which was approved by the Planning and Zoning Commission during the applicant's site plan review at their May 26, 2026 meeting, as it was within the commission's ability according to Section 11.3.1. Therefore, the applicant is only pursuing two variance requests from the zoning board of appeals. Again, the first one with the perimeter landscape yard for a fence and wall. Section 13.9.C.4.a of the zoning code states in addition to the landscaping requirements, a fence or wall of no less than four feet nor more than five feet in height shall be provided along the perimeter landscape yard. The applicant is proposing to have no perimeter fence as part of this project. For the final variance regarding allowing an addition with less than the required parking lot islands per section 13.10.8.1 of the zoning code. I'm not going to read all of it, but it's there.
