The Park Ridge City Council Committee of the Whole met on Monday, August 17, 2026, at 7:30 p.m. in City Hall Council Chambers. The meeting covered routine department reports, two major action items (first reading of a historic district ordinance and approval of a crack sealing contract), and a discussion on the process for future historic districts. Rapid Sam? Here. Leftler. Here. We have a corner. Excellent. Thank you. Are there any citizens who wish to be heard on a non-agenda item? If you're here tonight to speak on something that's not on the agenda, this is your time. Seeing none, we'll jump right into public safety. Opening public safety. Steering to the police department. Uh no action items under police, no discussion items. Turning to department head report. Chief Campworth. Yes, uh Department Head Reports in the packet. I do have a couple of things to mention before uh before any questions, but uh let's see. We we are opening again the Citizens Police Academy for this fall. We're looking for 15 to 20 people. It's eight weeks on Tuesday evenings. Uh during the last month, we or during July, the third of July fireworks, we're waiting for a uh follow-up meeting which has been scheduled, and then the taste of park ridge we're uh we're hoping for a follow-up meeting we haven't heard about yet. Um recruitment uh for us. We had four graduate the academy this past Friday. They're starting their field training program today. We had one new hire police officer started today, also his swearing in will be tomorrow at two o'clock right in this room. Uh we're also looking for a records technician and a part-time CSO. Um we had uh the Alliance Against Intoxicated Motorists given an award to Officer Trevor Norberg for his uh DUI enforcement efforts, and then uh e-bikes and e-scooters, uh some of the information on our enforcement. We did about 173 enforcements in July. Um eight written written warnings, uh eight written warnings and citations, and they were four extra passengers on the vehicle riding on sidewalks, the age requirement and trick riding. It's several fleeing and alluding cases. I don't have the exact number on that. So we're and then we anticipate that some of this will die down a little bit with school back in session coming up soon, and then we'll be watching for the uh new laws for the first of the year, prepping for all that. And then uh let's see, our citizen core July uh hours were 242 hours, and year to date they're at 527 hours. Anyone have any questions? Any questions for Chief? Chief, I have uh question on the you just talked about the new laws, the statutes regarding e-motorcycles, e-bikes, and and all that that are coming into effect in January. Uh is your plan to sort of re dr redraft the city ordinances that will change as a forcing function of that statute. Are we gonna do that in the next couple months so that everything's ready to be enacted come January 1st? I would I believe we would look at uh the state law. I mean we can we still can cite people on the state law and not the ordinance.
