Okay, the um first item A is uh final budget discussion, possible action regarding resolution number 3404 resolution Peason's final budget for fiscal year 24, 2024, 2025.

At this time, I'll open the public hearing and turn it over to our town manager, Mr.

Troy Smith.

Thank you, Mayor and Council.

In front of you, you have on the dais a budget workbook that's intended to be the final resource for you besides a chart of accounts, which we will do after tonight's uh public hearing.

Resolution 3404 is based on seven months worth of work.

This year's budget preparation started with the identification and confirmation of council's strategic plan and goals.

Then through a series of public meetings, council and staff work together to create alignment between those goals and the use of the town's financial resources to generate progress and value for the residents of the town.

I wanted to take the opportunity to talk about how our programs and services are funded and hit a few key factors about the fiscal year 2025 budget.

The town of Payson's revenue is funded 65 percent by the local transaction privilege tax and 24 percent by state shared revenues.

It's estimated that 60 percent or more of the town's 3.88% sales tax is paid by non-town of Payson residents.

More than 50% of the 38 million dollar general fund expenses are to pay for public safety services for our residents, and as you all know, our public safety responders provide a very significant role in stabilizing public safety throughout the entire Rim Country region.

Our police and firefighters respond well outside the town of Payson to ensure the safety of our residents.

Municipal government in our state is funded primarily by sales tax.

Recent actions by the state legislature have increased the reliance on sales tax as a method of funding municipal government.

An example would be the preemption on the rental tax that the legislature just did.

That cause those cities who collect their revenue through rental tax to shift and likely to increase their TPT rates in order to recover that revenue that they lost.

County governments, on the other hand, in our state, are largely funded by property tax.

Ela County has a 1% sales tax or TPT tax.

However, they collect 48% of all the property tax collections in the county.

The town, on the other hand, receives less than 4% of those property tax collections, which equates to about $700,000 in revenue annually for the town of Payson from property taxes.

You're going to hear about the 18 consecutive years of Payson Town Council reducing the property tax levy rate in just a moment under our next agenda item from our finance director.

The budget this year is 106 million dollars.

Let's look at why the budget is 106 million dollars.

In addition to the 38 million dollars in the general fund, which funds our operations and day-to-day services, there is 22 million dollars in her funding.
