First on the agenda is the approval of minutes from July 8th.

0:17

Any comments on that?

0:23

I so move that we approve the minutes from July 8th, 2024.

0:30

Second.

0:32

All in favor.

0:37

We have one item on the agenda today.

0:45

Would you like to give the staff report?

0:48

Thank you, Chairman.

0:50

Today we are looking at case number P24-001, which is a request for an amendment to the town of Payson zoning map to allow for indoor self-storage, outdoor covered canopy storage, and related retail sales on a 9.99 acre property located located at 1900 North Beeline Highway.

1:08

The existing site is undeveloped residential and commercial property.

1:13

To the north is commercial property, which is where the home depot is located.

1:16

To the south, developed residential and commercial property.

1:20

To the east is the highway frontage and undeveloped commercial property across the highway, and then to the west is developed residential property.

1:30

The applicant is requesting an amendment to the map zoning map to allow for a U-Haul facility at this location.

1:37

As stated previously, there will be indoor self-storage provided, outdoor covered canopy storage, and related retail sales.

1:45

The one portion that is R3 of the property, that multifamily unit was zoned.

1:52

The designation was actually established through ordinance 679, which was specifically for the development of townhomes, and subsequently the designation was amended by ordinance 9401 to allow for an increase in that number.

2:06

Any of the changes in zoning for this property requires an additional amendment.

2:35

Though those storage facilities do not generate excessive traffic, this type of commercial use is fitting for a property of this size and the location to provide a buffer between other commercial uses and residences.

2:47

The UDC mandates that any change in land use align with the town of Payson general plan and this project does align with that general plan.

2:56

The project was presented to the development service team on November 8th, and any comments are located in the report provided.

3:03

A pre-application meeting was held with zoning staff and the applicant in January, and the applicant provided an official submittal of that request for the zoning amendment in April.

3:14

Development will be required to meet all town of Payson design review standards, and the applicant has provided the proposed elevations of their project and preliminary approval has been conducted by zoning staff.

3:24

It is not an official approval, but we did work through some of their original design so that we could align with the design review requirements for the town.

3:32

Council first read is scheduled for August 14th and proposed second read for September 11th.

3:39

Green Valley Water has also reviewed the project and provided their preliminary review.

3:45

Prior to any development of the site, the two individual parcels will need to be combined.

3:51

This property and the project itself, it'll will consist of a three-story self-storage unit, U-Haul truck and trailer sharing and leasing service, a one-story storage building, four covered RV canopies totaling a number of 112 available spaces, and then again the that related retail sales.

4:11

The developer has also designed their site plan to allow for their stormwater detention at the southern portion of the property that borders along all of those residential units so that it creates that additional buffer between the residences and the commercial uses.

4:36

Subject to the seven conditions that were listed in your staff report.

4:46

The applicant is available via Zoom as well if you have any questions or comments for the applicant.

4:55

Anyone have any questions?

4:58

I I do have a couple questions for the applicant.

5:01

Um so I just want to confirm that there's not gonna um be any type of work like on vehicles at the at the property.

5:12

Um so I'd like I'd like the applicant to to help me understand that that is that's not gonna happen at the property.

5:23

James, are you available for us?

5:24

Let me see, allowed to talk now.

5:27

I need to do that.

5:28

Yes, I um comparing so there we don't do any kind of like equipment repairs or anything like that on the retail side.

5:40

We do um hitch installations for our customers, but there's no major repairs, no mechanical repairs, nothing like that.

5:49

It's strictly just bolt on accessories for vehicles.

5:54

Uh thank you for that.

5:55

My next question is just I read in the in the documents about how you operate in that chemicals of of any type of chemical is prohibited from being stored within the individual storage units.

6:09

Um is that correct?

6:11

That is correct.

6:12

And then is the mechanism for that is just when somebody comes in to sign the contract, that's all listed in your contract?

6:20

Yes, they're all legally binding contracts.

6:23

Okay, thank you.

6:23

And just to clarify, my concerns are always at your about stormwater and environmental.

6:28

Um, I wanted to just make sure, yes, we have a great buffer between this business and the residents, but I also would just want to make sure that we are um watching what we what we use chemical-wise and to protect our groundwater resources from any incidental systems.

6:46

Thank you very much for answering my questions.

6:51

Okay, a couple of questions.

6:55

Uh you your elevation shows some overhead doors.

6:59

Is that where you do the hitch assembly, etc.?

7:02

Yes.

Summary of Proceedings

Payson Planning & Zoning Commission Meeting – August 5, 2024

The Planning and Zoning Commission of Payson, Arizona, met on August 5, 2024, at 3:00 p.m. in the Town Hall Council Chambers. The commission considered one scheduled hearing for a zone change to allow a U‑Haul facility and handled routine approvals. The meeting adjourned at 3:17 p.m.

Consent Calendar

  • Approval of July 8, 2024 Minutes: Motion carried 6‑0 to approve the minutes of the previous meeting.

Public Comments & Testimony

  • No public comments were made under the public comment period for non‑agenda items.

Discussion Items

  • P24‑001 – Zone Change for U‑Haul Facility
    • The applicant, AMERCO Real Estate Company, requested a zone change from R‑3 and C‑2 to C‑3 for two parcels (1900 and 1904 N Beeline Hwy, APNs 302‑35‑046B and 302‑35‑046A) to allow indoor self‑storage, outdoor covered canopy storage, and related retail sales on 9.99 acres.
    • Staff recommended approval with seven conditions. Nicole Adams, Zoning Administrator, presented the staff report, noting the project aligns with the town’s general plan and includes stormwater detention on the south side as a buffer to adjacent residences.
    • James Jessup, the applicant, answered commissioner questions: no vehicle repairs (only hitch installations), no chemical storage in units, and RV canopies would be lit on motion sensors and comply with dark‑sky regulations.
    • Carol Fagan, a resident whose property borders the site, expressed concern about trees, a 30‑foot buffer, and a fence. She noted that early concept presentations led her to believe the property was already commercial. Commissioners discussed adding a fence along the western and southwestern boundary; the applicant agreed to include it.

Key Outcomes

  • Motion to Approve P24‑001 with Added Fence Condition: Commissioner Douglas Martin moved to recommend approval to the town council, with an added requirement for a fence along the western and southwestern property line abutting the residential development. The motion was seconded by Karen Schaier and carried 6‑0.
  • Future Agenda Items: Staff announced that the next meeting would include the election of Chair and Vice‑Chair and a pre‑plat extension request for Longhorn Ranch. The council first reading of the zone change is scheduled for August 14, 2024, with a second reading on September 11, 2024.
