Payson Town Council Special Meeting – Canvass of the November 5, 2024 General Election
On November 25, 2024, the Payson Town Council met in special session at Town Hall Council Chambers, 303 N. Beeline Highway, Payson, Arizona. Mayor Chris Higgins called the meeting to order at approximately 4:03 p.m., and the meeting adjourned at approximately 4:08 p.m. The sole purpose was to canvass the returns from the November 5, 2024 General Election and to consider Resolution No. 3428 declaring the results.
Election Canvass Presentation
- Michelle Bailey, Senior Deputy Town Clerk, presented the canvass of election returns. She reported that Gila County administers the Town’s elections and that Arizona law (A.R.S. §§ 9-821, 16-642, 16-643, and 16-646) requires the Town to canvass the returns and declare the result.
- The only Town measure on the November 5, 2024 ballot was Proposition 419, the 2024–2034 Town of Payson General Plan.
- Proposition 419 received 4,780 yes votes and 4,335 no votes.
Discussion and Action on Resolution No. 3428
- Mayor Higgins opened discussion of Resolution No. 3428, titled: “A RESOLUTION OF THE MAYOR AND COUNCIL OF THE TOWN OF PAYSON, ARIZONA, CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE NOVEMBER 5, 2024 GENERAL ELECTION.”
- Council Member Scott Nossek moved to approve Resolution No. 3428, and Council Member Joel Mona seconded the motion.
Key Outcomes
- The Council approved Resolution No. 3428 on a 5–0 vote. Voting yes were Mayor Chris Higgins, Vice Mayor Barbara Underwood, Council Member Joel Mona, Council Member Scott Nossek, and Council Member Susan “Suzy” Tubbs.
- Council Members Brett Flaherty and Jolynn Schinstock were absent. Note: The minutes’ attendance list initially shows all seven council members present, but the roll call and final vote record Flaherty and Schinstock as absent.
- With the resolution’s approval, the Town formally canvassed the November 5, 2024 General Election returns and declared Proposition 419 approved.

All right. I'd like to call to order this uh special meeting of the Payson Town Council. Um Michelle, can I get a roll call? Yes, let the record show that all council members are present except for Council Member Flarity and Shinstock. Council members Tubbs and Underwood are both online. All right, great. Um purpose of the meeting is presentation of canvas of election returns for the town of Payson, election of November fifth, twenty twenty-four. Uh Michelle Bailey, would you like to present the canvas? Yes. Thank you, Mayor and Council. Uh the Town of Payson held an election on November fifth, twenty twenty-four for Proposition four nineteen, the twenty twenty-four to twenty thirty-four town of Payson general plan, pursuant to ARS section nine dash eight twenty-one, sixteen dash six forty-two, and sixteen dash six forty. Oh, sorry, sixteen dash six forty-three and sixteen dash six forty-six. Upon receiving the results from Hila County, who administers the town's elections, the town of Payson shall canvas the returns and declare the result of the general election. Proposition four nineteen return received four thousand seven hundred and eighty yes votes and four thousand three hundred and thirty-five no votes. Great. Thank you, Michelle. All right, item B resolution number thirty-four twenty-eight, canvassing the returns and declaring the results of November fifth, twenty twenty-four general election. Um could I get a motion, please?
