The Payson Planning & Zoning Commission met on March 3, 2025, at 3:00 p.m. in Town Hall Council Chambers. The meeting was called to order by Chairman Doug Martin, with six commissioners present (Jeremy Gephart absent). The commission approved minutes from the February 3, 2025 meeting and then considered three discussion/possible action items: a second and final preliminary plat extension for Longhorn Ranch Phase 1, and preliminary plats for Rythmia Village and Juniper Pines. All three items were approved unanimously (6-0). Staff also provided updates on future agenda items.

C.1 – Longhorn Ranch Phase 1 Second & Final Preliminary Plat Extension (S23-001): Nicole Adams, Zoning Administrator, presented the request for a second six-month extension (final allowed) for the preliminary plat originally approved September 11, 2023. The extension was needed due to engineering adjustments, including a roadway realignment. Commissioner Karen Schaier asked about any site work; none had occurred except firewising on adjacent property. No opposition was voiced. Motion to approve carried 6-0.

C.2 – Rythmia Village Preliminary Plat (S23-002): Staff reported the application for an 11-lot, one-tract single-family subdivision (R1-18 zoning) on 101 E. Tyler Parkway. The proposal had been reduced from an earlier 21-lot plan after community feedback. Two code variances were requested: a cul-de-sack street exceeding 600 feet and a local street with a 39.5-foot centerline radius (vs. 100 ft minimum). Staff recommended approval subject to conditions, including recording building envelopes. Commissioner Miranda Meyer raised a concern about unresolved flooding issues mentioned in the citizen participation report; staff clarified that drainage would be reviewed during civil improvement plans and final plat. Motion to approve subject to staff recommendations carried 6-0.

C.3 – Juniper Pines Preliminary Plat (S24-002): Nicole Adams presented the request for a 26-lot, four-tract subdivision (R3 PAD) at 3000 E. Highway 260, including single-family, multifamily, and commercial (storage facility) uses. The plat would replace an existing tract within the Chaparral Pines Planned Area Development. Streets are proposed as public; an earlier note about private streets was removed. A traffic impact analysis was in process. Staff recommended a change to condition 7E, removing the requirement for a motorized gate and instead requiring gates meeting fire department approval. Greg Ellsworth, representing the developer, answered questions: the storage facility will be for public use (household goods, boat/RV storage, no repairs); the traffic study showed minimal impact; developers pay for any required road improvements (e.g., traffic lights). Commissioners discussed phasing (commercial graded first, then multifamily, then single-family lots sold to individual owners). Motion to approve including the staff change to condition 7E carried 6-0.
Key Outcomes
- Longhorn Ranch Phase 1: Second and final preliminary plat extension approved (6-0). Final plat must be recorded within six months or the preliminary plat will expire.
- Rythmia Village: Preliminary plat approved (6-0) subject to staff conditions. The plat records 11 single-family lots with adjusted setbacks and building envelopes. The adjacent right-of-way abandonment process must be completed separately.
- Juniper Pines: Preliminary plat approved (6-0) with the amended condition 7E (gate design per fire department). Final plat and civil improvement plans cannot be approved until the ADOT traffic impact analysis is completed and all conditions met.
- Future Agenda Items (reported by staff): April meeting will include a rezoning request for Mountain View subdivision; May meeting will include the Ponderosa Pines second preliminary plat extension; a joint meeting with the Airport Commission is scheduled for May 12 at 5 p.m. Updates on pending projects: Discount Tire (building plans forthcoming), Longhorn Ranch PAD zone change (future), The Vistas at Payson (tiny homes, awaiting re-submittal), Airport RV Park (development agreement revisions), and Golf Course development agreement in progress.

I've got three o'clock on my phone, so call the uh March 3rd, 2025 mining and zoning commission meeting to order. First quarter business is pledge allegiance. First order of business is the approval of minutes of the of uh the meeting dated February 3rd, 2025. A motion please, or any changes, deletions anybody have changes, but I stove that we approve the minutes for the last meeting. Second commissioner Meyer, second all in favor signify by saying aye. Aye. Oh same sign. Okay. Scheduled for discussion and possible action. Uh oh, first of all, these schedule hearings for don't have any. No scheduled hearings. Section C scheduled for discussion and possible action. Um C one is uh S23-001 discussion possible action regarding the second and final preliminary plat extension for Longhorn Ranch Phase 1, located at 1300 West Longhorn Road, APM 304-01-317 Q304-01-317T 304-01 372B, 304-301-372D. Okay, 304-01-372M and 304-301-372P. Um it's a long horn uh extension, so you want to take it away? Yes, thank you. This is a request to seek the sign second and final six-month extension for the approval of Longhorn Ranch Phase 1 preliminary plat. This preliminary plot for Longhorn Ranch was originally approved September 11th of 2023, and the first of their six-month extensions were approved on September 9th of 2024. Um I included all of the previous documentation within the staff report as I know some of you were not with us for the original approval there. This is simply an extension request. This is their second and final after this six-month extension. If they do not move forward with and get an approval and a recordation of the final plot, then they will need to go back to that preliminary plat process. Um staff recommends an approval of this. I believe we have a couple of the applicants online if you have any questions for them. Okay. Any questions or comments? I have a question. Okay. Is there any reason for the ex another extension? I know that they were working through some engineering, um, getting some changes made to their preliminary plat. There was a uh adjustment on one of the roadways on the east side of the property because of photography. Has there been anything else? Uh, any action taken there of any earth movement or anything at all? No, I know that they were in some of the property that they own these. This is just phase one of their project. They are doing some firewising out there, but there's no permits that they have been given to do any additional work. Okay. Any other questions?
