The Payson Planning and Zoning Commission met on April 7, 2025, at 3:00 p.m. in Town Hall Council Chambers. The commission approved minutes from March 3, 2025, and unanimously recommended approval of a zone change request from R1-75 to R1-90 for a portion of property at 1500 East Frontier Street. - P25-001 Zone Change (1500 E Frontier): Nicole Adams presented the staff report for a rezoning from R1-75 to R1-90 on a 2-acre portion of APN 304-01-3121. The purpose is to facilitate the Mountain View subdivision, creating five single-family lots. The property is not within the Green Valley Water District; lots will use wells and septic systems regulated by Gila County and ADEQ. The existing street (Frontier Street) has a double chip seal from a past dirt road elimination program and does not meet current code. Conditions of approval include completing the on-site roadway with a cul-de-sac, constructing 200 feet of off-site improvements on Frontier Street, and complying with R1-90 and R1-18 standards. The commission discussed water/sewer requirements and confirmed that water district connection is optional and costly. The applicant is not currently running utilities. Staff recommended approval with conditions.

Uh item B, scheduled hearing. So one P25-001, uh zone change request from R175 to R190 for 1500 East Frontier Street, uh, a portion of the APN 304-01-3121. Uh, can we have the staff report, please? Yes, thank you, Chairman. This is a rezoning request for the purpose of the Mountain View subdivision. The applicant has submitted an application for a zone change from R1175 to R190 as shown in the shaded area A on the map you see here on the screen. It is also a part of your staff report. The purpose of the zone change me, zone change is to then complete the mountain view subdivision. The map submitted with the rezoning request illustrates the proposed subdivision into five single family lots using the property labeled as that area shaded A. A previous zone change was granted for a portion of this property already. This use is compatible with the adjacent residential zoning districts and are currently developed as residential lots. The town of Payson General Plan calls for this area to be traditional residential at no more than seven dwelling units per acre. The project has been to the development services team, and any comments were addressed in the staff report. The granite Dells Estates subdivision was approved by the town in 1976 prior to the establishment of design standards for public streets. The streets within the subdivision were originally constructed with aggregate and were unpaved. In 2002, the town adopted a dirt road elimination program and as administrative policy A101. In 2003, the property owners in this subdivision petitioned for elimination of the dirt roads, and as a part of this position, property owners dedicated a right of way to the town and participated in the cost of placing a double chip seal on the gravel roadways. A double chip seal is not a structural pavement and does not meet current code requirements for new roadways. So there is a proposed cool de stack for the subdivision. That was also a condition of the previous zone change to create the original lots. The applicant had tried to develop. Property is not within Green Valley Water District, and public water is also not required in R190 zoning district.
