The Payson Planning and Zoning Commission met on September 8, 2025, at 3:00 p.m. in the Town Hall Council Chambers to approve minutes, consider a preliminary plat extension, and discuss future agenda items. All action items passed unanimously 4-0 with two commissioners absent.

- C.1 – Second and Final Request to Extend Preliminary Plat for North Peak Hills Phase 3
- Property located at 1801 West Airport Road (APN 302-96-101A). Original preliminary plat approved December 18, 2023. This second extension, if granted, would set a final expiration of December 2025 unless the final plat and civil improvement plans are approved. Staff reported the application is currently in review in community development and expects to receive its last round of comments either that afternoon or the next day. The commission approved the extension by a 4-0 vote.
- D – Requests to Staff for Future Agenda Items
- Commissioner Malone requested that the Water Department discuss the process for reviewing subdivisions regarding assured water supply. After brief discussion about water concerns and the town’s 3,000 acre-feet allotment, the commission agreed to place this item on the next meeting agenda, along with an update on the status of previously approved projects.
- E – Information to Commission (Not for Discussion)
- Zoning Administrator Nicole Adams noted that a Conditional Use Permit (CUP) for 300 West Wade (a residential care facility similar to a previously approved rehabilitation center for females) will be on the October agenda. The Longhorn Ranch Planned Area Development Rezone and Minor General Plan Amendment is expected for the December agenda. Staff will provide written updates on all active projects after the meeting.

We have a scheduled discussion, possible action for the second and final request to extend the preliminary plat for North Peak Hills Phase 3, located at 1801 West Airport Road, APN 302-96-101A. The original preliminary platch was approved on December 18th, 2023, and this is their request for their second extension, meaning in December of 2025, if they have not received approval of their final plat and civil improvement plans, their preliminary plot will expire. They are currently in review in community development, and they are set to receive their last round of comments here either this afternoon or tomorrow. Any discussion amongst members. The extension. Um I just wanted to follow up because I know we talked a little bit about water and how how subdivisions are approved and you know, assured water supplies and um I you know I don't know. I've I've looked and I've looked at DWR too. I mean, I've researched. I guess I'm just I'm trying to better understand just how the town looks at new subdivisions when it comes to water usage. And if an assured water supply is required by DWR or by the town, but just how do we as we as we all know we're continuing to grow? Um and I'm just I have that background, so I'm just concerned about how do we address water concerns. Would you like that to be presented at our next meeting, or would you just like communication on that? I think communication is fine. I mean, I knew I think the last time we talked, we talked about having Tanner come. You know, everybody's busy. Um, if there's a place that you if there's a link that you can just send me to, I'm happy to research it myself.
