The Town of Payson Common Council held a special meeting on November 20, 2025, at 4:00 p.m. at Town Hall Council Chambers to canvass the results of the November 4, 2025 Special Bond Election for Proposition 421 and to consider Resolution No. 3469. Mayor Stephen Otto chaired the meeting. Present were Council Members Charlie Bell, Jim Ferris, and Scott Nossek (via Zoom). Absent were Vice Mayor Susan Tubbs and Council Members Brett Flaherty and Dallin Haws. The meeting adjourned at approximately 4:03 p.m.

Megan, would you give us a roll call, please? Let the record reflect that Mayor Otto, Councilmember Ferris, and Councilmember Bell are present, and Councilmember Scott Nastic is adhering via Zoom. All other council members are not present. Thank you. Well, we got a quorum. Purpose of the meeting is a presentation of canvas of election returns for the town of Payson special election, November 4th, 2025. And Tracy, you're going to give this to us. Yes, thank you, Mayor. The Town of Payson held a special bond election on November 4th, 2025 for Proposition 421. Parks and Recreation Open Space Related to an aquatic facility. Upon receiving the results from Gila County, who administers the town's elections, the town of Payson shall canvas the returns within 20 days of the election and declare the result of the special bond election. Proposition 421 received one thousand five hundred and forty-four yes votes and four thousand eight hundred and fifty-four no votes and is declared to be rejected by the qualified voters. No indebtedness is ordered. Following approval of the canvas, the town will record the resolution and canvas documents as required by law and prepare its mail battle elections report to the state legislature, which is due by January first, two thousand twenty-six.
