I call this special meeting of the common council of the town of Payson to order January 14th, 2026.

That all council members are present, with the exception of council member Fred Clarity, who I understand is running late.

Yeah, he's on his way.

So are we going to do a pledge of allegiance and a prayer before we open?

That's normally done in just the first one.

Oh, okay.

Okay.

Then let's move straight to item F1, which is the whole purpose of our special meeting.

Well, I've I've spoken to most of you now, and I think you know what staff was wanting to do.

Um after talking to most of you reading material, um talking with some different people, I think that staff realizes what you want in an RFP.

Okay.

So basically, what we would like to do is we would like to do one request for a proposal and put it out there.

And inside that RFP, we would like to put two requests for proposals.

First request being that the contractor come in and fix the facility that we have now.

So of course they're gonna have to do all new pumps, all new bathrooms, ADA, you know, whatever they decide to do with the interior of the pool.

Um and then the next proposal inside inside of the RFP is to create that facility into an eight-lane um pool so that it can be a competitive size, so that if the school district or adults even want to have uh swim meets, that uh the city could now offer that.

Also inside of that bid is the same as the first one, all new everything, um, replacing the the showers and the shower rooms and um bringing it up to ADA standards.

So you know, with I mean, there's not a whole lot that we can do with the facility.

It's not like we're building a brand new one.

So when all of you spoke with me, um this was basically the options you gave out.

Now, once Kyle has has put the proposal together, we can walk through it, even with public input, and say, you know, give you a plenty of time to review it, just like we do your packet at least a week or so.

And if there's specifics in there that you think that we have missed, we can add it to the RFP.

Um, and then once we receive the RFP, um, and Kyle has done this in the past, you guys can be the selection committee.

You know, if if we get 15 um proposals, which I don't think we probably will, we can narrow it down to the top five for you or something.

Um, and then let you review them, go through them, and you can raise your hands on who you would like to do the project.

Um that's that's what the if you would like to do that.

I mean, I already have Kyle working on it.

So the only problem with the committee, bless their hearts, and I'm there was energy and ready to go.

We're just if you want to meet the goals that you want to meet as far as timelines, um, you're you're probably adding another 60 to 90 days, you know, to get seven people plus staff all together on the same date at the same time.

Um, probably at least three times you you would to make their time worthwhile.

Um, you know, you're just kicking the can down the road when we probably would end up with the same proposal to you.

So the first thing that you need to do if you would like to do this is since uh you created a committee with a motion, you would have to make a motion to dissolve that committee, and then you would have to you can basically just give us directive.

You don't need to do anything, you don't need to raise your hands, but you can say go ahead and create an RFP and we'll and bring it back to us once you have it created.

Yeah, yeah, I I want to make sure you know Kyle working on you know about how long that would be that he'd bring back and this is off the top of my head, but I think you would probably need at least six weeks, four to six weeks.

Um I haven't talked to him.

I know that he had spoken for to a few people.

Is Kyle back there?

Yep.

Um you wanna is that is that a fair judgment?

Yeah.

Um, he had asked if they had had some RFPs that he could use as a template.

Yeah, I um and then once we have our input needs to be changed.

Would it just be uh a week or two then that to maybe adjust it?

Yeah, probably even probably wouldn't even take that long once he's got Christina's lesson, and you know, there's a lot more to it than just I want this, I want this.

But luckily, I mean you guys have done all the groundwork, so it's a lot easier than start from scratch.

So, I mean, we have a sixty thousand dollar document that can help him a ton.

Yeah, I I just want to make a comment that you know I know that um you know the programs proceed design, so as you know, if Kyle has a good idea what the programs are gonna be, possibly be.

The one one other thing is when you well, for an RFP, if you're gonna have a contractor, you're gonna select a contractor and they're gonna do it.

That's our one shot.

We're we're not gonna be able to change it later.

So I really feel this design is of utmost importance and very critical.
