The Peabody Planning Board met on Thursday, October 16, 2025, at 7:00 PM in the PBD City Hall low-level conference room. All right, Tom. Like the call to order the agenda for Thursday planning board meeting, October 16, 2025. Held at 7 p.m. PBD City Hall low level conference from 24 Wall Street PBD Mass. First item on the agenda is approval of the minutes of the October 2nd, 2025 meeting. We have a second. Second. All those in favor? Unanimous. Thank you. A and R and Land Code, we have none. Mr. Chairman, just before Attorney Kelty here uh comes to uh I guess I was going to say the stage, but before he comes before the board will this evening, uh, I just want to give everybody an update, which I'm sure Kelty will also give. Uh as you know, at the last meeting I mentioned that uh the air's project had gone up to peer review for the stormwater. That peer review had then since come back and it was sitting uh on the desk at our Department of Public Services. Since then, DPW has reviewed that and they have provided with you as a late, it would be a late ad this evening if the board wishes to vote to accept um a close out memo for this where you uh Mr. Paulitz, the director of engineering lays out uh a series of conditions uh for the applicant to meet if they were the board so chooses to vote to accept the laid ad and then accepts uh votes to move forward uh approving this project. Um I've talked with Mr. Paulitz about it. There the project is still in front of Conservation Commission. Uh so this would not be the one and done for them. They would still need to go back in front of CONCOM. But you'll see that uh Mr. Pauls has laid out a series of 13 conditions in the uh memo. And then this was also forwarded to Attorney Kelty as well. Ms. Chairman, in a matter of 15 Solomon Street, I move to receive a late communication from William Paulett's Director of Public Services PBD. Uh the date on the memo is October 16th. It's a two-page memo, and it uh lays out comments and concerns uh with this project. Move to receive. We have a second. Second. All those in favor. Aye. Unanimous, thank you. Uh Dr. Otto and uh Dennis, I uh I I'll drop it into the uh online folder right now for you. Thank you. It will be it'll just be under the 15th Sylvan Street folder. Um the board needs a minute to review this. It it there's two pages uh from Mr. Paulitz, but then he also included the latest peer review that Warsley Wooden did as well. Yep. Attorney Kelty, if you want to present. No, I really don't have much to add. I uh uh on the uh list of uh participants this evening at uh is Eric Dubiel Dubio from uh uh bowler engineering. Uh however, he has not had the opportunity to see this memo. I will send it to him in the morning, and it uh looks as though it in through my conversation with uh Mr. Pollitz this afternoon. He made note of the fact that the uh project is still before uh Danvers, uh, but most notably is before our conservation commission at their November meeting.
