Like the call to audit PBD planning board meeting agenda for Thursday November 20th, 2025, held at 7 p.m.

0:51

PBD City Hall Wigan Auditorium.

0:54

First item on the agenda is the approval of minutes.

0:58

Uh that were not printed and will be carried to next meeting.

1:11

This was continued from the 11th, 6th, 2025 meeting.

1:16

Jack.

1:23

Thank you, Mr.

1:24

Chairman John Kelty for the applicant.

1:27

I was at the last meeting, as you mentioned, and at that meeting, uh there was uh reluctance.

1:34

I continued the uh meeting because uh members wanted the easements uh to the electric light shown and uh I have uh provided a plan uh that shows these easements and I believe that we are in a position to ask for an approval and as uh uh member uh as Roy felt uh the easement for the electric light is uh kind of in the middle of the lot, and certainly if this plan is ever used, uh there would be a need to uh uh uh not only um adjust all our mortgages, probably be easier to refinance uh any of the properties.

2:24

But there is no intention actually until a lot of other matters uh have uh been sorted out to record this plan.

2:38

Any questions from the board?

2:41

Yes.

2:43

I'm sorry, I don't see where the easement is shown.

2:47

Oh, the little square, only the little square.

2:49

Okay.

2:51

No, I I see the square, I got it.

2:53

Thanks.

2:58

And isn't there another one on the left?

3:02

Yeah.

3:07

Just a comment through through the the chair.

3:10

Um thank you for doing what we asked.

3:15

Um I I actually went out there again, and I don't propose any more changes, don't worry.

3:22

Um I know the homes are both under the same ownership, they're rental properties.

3:30

But uh what's what's the one on the left label?

3:34

Is that labeled three?

3:36

And the one on the right is labeled one.

3:39

Something like that.

3:42

All the people that live in the left duplex drive straight in and park in front of the house.

3:51

So they're gonna be they're gonna be driving over that little thin sliver, but I guess if the same guy owns both, but if he goes to sell one someday, they're probably gonna have some neighborhood squabbles.

4:06

Just a a matter of note, that's all.

4:11

Appreciate that.

4:12

Thank you.

4:13

Any other questions from the board?

4:16

Hearing none, I'll accept the motion.

4:19

Mr.

4:20

Chairman, I move that we endorse the AR plan as submitted this evening for one-three and circle and PBD mass.

4:32

Do I have a second?

4:34

Second.

4:34

Dr.

4:35

Otto Second, all those in favor?

4:37

I'll I'll take your second question.

4:41

November ten as distinguished from the first one.

4:45

I didn't hear that.

4:46

Just maybe add uh the plan dated November ten.

4:52

And that uh in my motion, it's the plan that's dated November tenth, twenty twenty-five.

4:59

Yep.

5:00

Related to the endorsement of the NR plan at 1-3 in circle and PBD.

5:12

Second.

5:14

In favor.

5:16

Unanimous.

5:17

Thank you.

5:20

Next item on the agenda is uh 103 Foster Street PBD map uh ninety-five lot zero zero one A.

5:32

This was also continued from the 11th sixth meeting.

5:35

And Jack.

5:37

Uh this is a matter that uh we were uh waiting for Department of Public Services memorandum.

5:44

We did receive that yesterday.

5:46

It does need some uh further response, uh which we're more than willing to provide.

5:53

Our intention is to provide those responses before next Wednesday because I think your December 4 meeting agenda will need to get on by Wednesday 27th, correct?

6:10

So that's the uh uh that's the plan is to be in a position to respond uh to the peer review by November 27th, so that we can be on your 12-4 meeting.

Peabody Planning Board Meeting: November 20, 2025

The Peabody Planning Board convened on November 20, 2025, at 7 p.m. in City Hall Wigan Auditorium. The meeting began with the approval of minutes, which were not printed and were carried to the next meeting. The board then addressed two continued items: an endorsement of an AR plan for 1-3 Circle and a continuance request for 103 Foster Street.

Discussion Items

  • 1-3 Circle AR Plan: Attorney John Kelty presented a revised plan showing easements for the electric light pole, as requested at the previous meeting (November 6, 2025). Board members discussed the location of the easements—noting they are small squares in the middle of the lot—and raised potential future issues if the properties, currently under common ownership, are sold separately. Kelty explained there is no immediate intent to record the plan. A motion was made to endorse the plan dated November 10, 2025. The vote was unanimous.
  • 103 Foster Street: Attorney Kelty requested a further continuance to December 4, 2025, to allow time to respond to the peer review memorandum from the Department of Public Services, which was received the day before. The board granted the continuance unanimously. (Note: The transcript recorded the requested date as "December 4th, 2024," but given the meeting date in 2025, this appears to be a verbal slip; the intended continuation is to December 4, 2025.)

Key Outcomes

  • Unanimous approval of the AR plan for 1-3 Circle (plan dated November 10, 2025).
  • Unanimous grant of continuance for 103 Foster Street to the December 4, 2025 meeting.
  • Meeting adjourned unanimously.
