0:28

at PB City Hall Lower Level Conference Room 24 Low Street PBD.

0:34

First item on the agenda of the approval of the minutes of the 319 2026 meeting.

0:41

Mr.

0:42

Chairman, I would move to defer approval of the minutes until the next meeting as we do not have enough eligible voting members to approve the minutes of the last meeting.

0:52

That's me.

0:54

Second, all those in favor?

0:57

Unanimous.

0:58

Next item on the agenda is AR Land Court 117 Linfield Street, PBD, Massachusetts.

1:06

This is a continuance from the 319 meeting of 2026.

1:11

That's the presenter here.

1:13

Yep.

1:18

So I'm Tom Holden.

1:20

Uh and this is my father, Chuck.

1:23

I'm the uponner of the property that we're uh working on.

1:26

Is there a big version?

1:28

So basically, um we just bought uh the family just bought um Luigi's restaurant on Linfield Street, uh 117.

1:40

We're just planning on moving the fence over.

1:42

It was all one property at one point in time, and um, you know, as a business on on a residential property, basically, and then they split it.

1:51

I don't know when did they actually split it?

1:54

Um I think the 50s.

1:57

Yeah, so it's it's kind of um it's right up against the side of our house.

2:03

So this way they give me some room so that I'm not right up against um yeah, Joe.

2:11

So it gives you side yard.

2:13

Yeah, there's a there's a little side guide there.

2:15

It's like um, and so we're just pushing it over 10 feet into the neighboring lot basically.

2:22

This will actually make his lot conforming with his sideline by moving the 10 feet onto his property, his house now.

2:31

Um needs variances because of the sideline setback, so this way they'll have enough to make it uh a conforming lot and it doesn't affect the frontage on 217 or um going forward.

2:47

So lot two is disappearing.

2:49

Uh any questions from the board?

2:51

Go ahead.

2:52

So lot two is disappearing.

2:54

Yeah, that's script is disappearing.

2:56

Yes, yeah.

2:57

Okay.

2:59

Any other questions from the board?

3:02

I just have a was Louis of drive-through at one point.

3:06

They tried to make one and I think they got told they weren't allowed to.

3:10

They built it.

3:11

That's what that like slip lane is that's around.

3:13

Okay, because I was looking at that.

3:15

Yeah, and I was trying to decide.

3:16

I was like, is that fire department wanted access around the building, but then I was like, they have three sides already.

3:22

So there's actually outlines of old garage doors on the side.

3:25

Uh used to back trucks down down my driveway and then load them up on the hill there.

3:30

So that's you know, it's just kind of a convoluted uh interesting.

3:34

It was one property was all part of um so my uh that was Holden's dairy bar and no bottling plant.

3:42

Um my great-grandfather lived in the house that Tom lives in.

3:47

No, and no quadling plant was there.

3:49

They so it was all just one property and then split up.

3:54

That makes sense.

3:55

Any other questions from the board?

3:58

Very uh voting for the permanent beauty of permit for demolition.

4:02

Um most everything's we we will be going to transfer the special permit for the um for the restaurant use.

4:16

Um that's the next step.

4:19

Uh the building's all prepared to be torn down, everything's prepped for it.

4:24

So then we uh the building inspector advised us not to tear it down until after we transfer it the um got the special permit changed over.

4:37

Any other questions?

4:41

All except for motion.

4:43

Mr.

PBD Planning Board Meeting - April 2, 2026

The Peabody Planning Board met on April 2, 2026 at 7:00 PM at City Hall Lower Level Conference Room, 24 Low Street, Peabody, MA. The meeting included deferral of minutes and a public hearing on an ANR plan for 117 Linfield Street followed by a vote.

Approval of Minutes

  • The board voted unanimously to defer approval of the minutes from the March 万19 2026 meeting due to insufficient eligible voting members.

Public Hearing: ANR Plan – 117 Linfield Street (Continuance from March 19, 2026)

  • Tom Holden and his father Chuck, owners of the property, presented a proposal to relocate a fence line 10 feet into adjacent Lot 2, merging the two lots. The adjustment would resolve a side yard setback variance for the Holden house and make the lot conforming. The existing restaurant building at 117 Linfield Street is to be demolished, and a special permit for the restaurant use will be transferred.
  • Board members asked about the historic use of the site (including a former dairy and bottling plant) and the existing drive-through slip lane.
  • The board voted 5-0 to approve the ANR plan (plan sheet F 6869, prepared by East of Land Survey Associates). The chair will sign the mylar copy for recording at the registry, and a motion sheet will be provided to the applicants.

Other Matters

  • No other business was brought before the board. The meeting adjourned unanimusly.
