Historic & Landmarks Preservation Board Meeting - December 4, 2025
The Historic & Landmarks Preservation Board met on December 4, 2025, at 7:30 PM in the Common Council Chamber to approve previous meeting minutes and consider two signage applications. Both applications were approved unanimously.
Consent Calendar
- Approval of Minutes (October 23, 2025): The board approved the minutes as presented without discussion or amendment. Motion carried unanimously.
Discussion Items
- Signage at 922A Main St (Yalla Mr. Halal): Applicant Paula of Sprinting & Signs proposed a new surface-mounted storefront sign for the tenant. The sign would consist of black PVC 3D lettering, 1 inch thick (half-inch letter plus half-inch stud projection), with a full-color printed vinyl logo decal. The existing building-mounted lights would remain. Staff recommended 3000 Kelvin lighting for the gooseneck lights; the applicant noted lighting is managed by the building owner. The board clarified the letter material (solid black PVC, not hollow) and confirmed the sign would project similarly to existing building signage. No public opposition was voiced. The board approved the sign as sampled.
- Signage Amendment at 1008 Brown St (Paramount Theater): Swordon Hurst, representing the City of Peekskill (owner) and Joe Thompson, presented a request to amend a previously approved Certificate of Appropriateness to add a digital sign in the space directly above the doors below the marquee. The new sign would be digital but designed to appear static (black background with white or black letters), consistent with the previously approved front marquee digital sign. The existing marquee signage remains unchanged; the bulbs around it are being replaced with LEDs. The board confirmed the side signs are not being changed and will remain analog. The board approved the addition of the digital sign as presented.
Key Outcomes
- Vote on 922A Main St signage: Motion to approve as sampled passed unanimously (no recorded opposition).
- Vote on 1008 Brown St signage amendment: Motion to approve the addition of the new digital marquee above the doors as presented passed unanimously.
- Next Meeting: Scheduled for January 22, 2026.
Meeting Transcript
Meeting to order. First agenda item for the evening is the approval of the minutes from the October 23rd, 2025 meeting. Are there any questions or concerns on the minutes that Sam's provided here for us? No. No. Motion to approve as is. Make a motion. Second. Second. All in favor. I first agenda item should is the store sign for 922A main. Yeah. Careful, it's kind of pointy. Okay. It's actually very sharp. So it's not clear. It's black. How are you? Good evening, everyone. My name is Paula. I represent our business, wrote a sprinting and signs here in Peakskill. I see a new faces. I think. Sorry. It is very sharp. Okay. Um we are proposing to have a 3D lettering here in 922 main street. There has been already signage there before what they had the 3D lettering about half inch thick. We're proposing the same thing. They'll have a stud about half inch, so it will be off the wall. Um he would like to have his logo full color um the same on a rounded PVC, and then it will have the three-inch um stud as well. And pretty much is the sample that passed um around, but it will be black letters instead. And it won't be clear, it'll be PVC. And just so everybody's clear too, the the lights that are on the building are existing and are staying. Those are existing. Those are staying, yeah. So there's no the sign itself does not get lit. It's lit from the top. No, this was actually sent over to the building owner, and the building owner already has a package which passes along to everyone. So they they chose this for their building, which they haven't they have chosen for everyone, they said. Okay. Yeah. Quick question on the the letters themselves. So the sample that you passed around is clear. So is the the letters that will go on is the black painted on, or is it or is the actual PVC? The actual PVC is black. Is black good. Okay, perfect. Thank you. You're welcome.
