I've been a resident of Peak Skill now for about two and a half years.

Um my background, I've been doing real estate development work for close to 30 years now for both the private sector and the public sector.

I currently work for the Port Authority of New York, New Jersey, managing 3,000 acres of maritime property down in Newark and Elizabeth and all parts of New Jersey.

And the city manager thought it would be a good idea if he attended a meeting or two to get a feel for the kind of stuff we're doing and and um and uh decide that he's interested in and um uh uh uh Jeff was a uh an IDA board member up in Oswego County for five or six years or something like that.

Uh the public hearing is being held this evening in accordance with the general municipal law of the state of New York.

The IDA received an application uh for financial assistance uh for Peak Skill Plaza owner LLC, uh owned and managed by uh Treadway.

Um the project involves the assignment of an existing pilot agreement and the restructuring of financial assistance to include uh an amended and restated pilot agreement, sales and use tax exemptions, and mortgage reporting tax exemptions.

Uh full description of the project uh and the affordable housing units, commercial spaces and related uh amenities is included within the IDA agenda and the notice of public hearing.

Uh the public hearing uh is for the uh proposed financial assistance, and I'll leave it to the chair and executive director to open the floor uh and accept any comments if any are being provided.

And uh that comment was um uh uh discussed with the city manager, and it was three parts.

Uh the the comment was addressing uh desire to see what the power payments were going to look like from before this restated uh pilot and what they would look like after the restated pilot, and and that information has been provided to the city manager who's provided it to the school district.

um uh uh discuss with the city manager and it was three parts uh the the comment was addressing uh desire to see what the power payments were going to look like from before this restated uh pilot and what they would look like after the restated pilot and and that information has been provided to the city manager who's provided it to the school district and the other two things that were raised by the superintendent had to do with um a workforce development program that there'd be uh a workforce development program incorporated into the project and that there'd be a structure in such a way so that there would be an opportunity for uh big school central school district children of the right age and and uh uh and uh skill set to be um potentially involved and we have uh worked with the applicant and and they've come up with the uh a program that is uh that uh uh on paper looks good and and would be translated into a component of the pilot as a requirement they would follow through on it and of course if there are any questions by or comments on it by the board we'd sort of like to hear what those are uh but then um the third part of that was that um the school district is making uh needs to make an investment in the oakside school playground and um with the nature of the of the agreement that we've made uh tentatively with treadway that kind of an additional large capital infusion wasn't really appropriate but there would be other funds coming from this project that the school district could really use for that purpose and so they seemed interested in in that option and so that information has been related to Superintendent Mauricio and and and that's really I think where we are with with responding to that comment.

Oh and of course when and if this action is taken there'll be a deviation letter that's sent uh through the school districts so they'll be more officially informed of of our action okay great um okay if there are no other uh comments at this time I'm gonna close the public hearing um we're gonna go through the rest of the agenda and um then uh open it up again when uh the Peaksco Plaza uh agenda item uh comes up and the board can ask any additional questions at that time and that's really a very short time because they're the first item under old business and so it's really just our minutes and financial reports that are going to occur before that okay it shouldn't take too long all right okay so uh let's go with the acceptance of the minutes uh january twenty seventh twenty twenty seven twenty sixth do I have any a motion oh sure okay any comments questions on the I don't I abstain okay since I wasn't here okay I you can vote on it reverbs regardless of whether and we need your okay okay because we need four people to vote on okay well you're you're four five five well with with um with true um we're for the with your five one two well I assume Dean wasn't gonna vote but Dean's a member dean's voting okay well if he can vote I could vote absolutely there you go right all right let's all he wouldn't hear either that was correct our our quorum has gone up in four can we have a vote I'll second all in favor aye great okay moving right along I did not know you could do that uh okay financial report uh Abby you're on yes good evening everyone I'm going to give our summaries of revenues and expenditure for the PIDA as of February 20th 2026 so this is our first report for the year so this is as of um the start of the year um from a revenue perspective um we've earned a little bit of interest just to make a note here we earn our interest quarterly on our bank account that has like the bulk of our money so 160 is very little but it's because we're earning on a quarterly basis so once Q1 ends we'll see um more significant interest or balanced so we've have money set aside for the kitchen incubator project that we are tracking separately so of that money we had about 630 set aside and we spent about 4,600 between January 1st and February 20 February 20th.

So that's that line item we've collected our rental income for the year which was 36,300 so that's been collected so far we've earned um a total of about 4100 in revenue.

So that was about 7,000 there, and then we paid our annual dues for our economic development council.

That was about a thousand dollars, and on a monthly basis, Matthew attends not every month, but at times he attends um uh a Tin Valley Gateway Chamber of Commerce monthly meeting, which is about 25 to 20 dollars a month.
