0:14

No.

0:15

Motion to approve.

0:17

Second.

0:18

All in favor?

0:19

Aye.

0:20

Okay.

0:21

First up this evening will be.

0:28

Out of order.

0:34

Wells Fargo, 920 South Street.

0:36

Hey Doe and I'm Jim from MRC Signs.

0:40

I was here a couple months ago.

0:41

Yes.

0:41

Um through it.

0:44

Um I believe that uh they have fixed the problems that they had.

0:50

And um and they presented another book in um I believe the sign number one E1 was you guys already were okay with that as long as we dropped the size down.

1:02

Yes.

1:02

Within the thing.

1:04

Can you is there a screen version?

1:07

You share this share.

1:10

Got to go.

1:12

I thought it did automatically.

1:14

Sorry.

1:14

Quite no, you're good.

1:15

Not quite that easy.

1:20

Oops.

1:36

Okay, and then just go.

1:43

Okay.

1:45

That's the first sign.

1:46

That's the rear sign that you guys also approved.

1:49

It's non-lit attaches to the wall.

1:52

Um the holes on that'll be uh filled, and the sign will go over top and they'll use the brick dust to match best they can on that.

2:02

Um the biggest point where they use directional signs.

2:05

You weren't happy with the the white and yellow and red colors, so they converted them all to um a brown sign uh with a white post as you can see on all of them there.

2:19

Now in that older color scheme that was there originally, um including the parking ones, the the clearance ones on the top, um on the wall.

2:34

They replaced the back with the a similar colored one.

2:39

The ATM sign was corrected.

2:43

Um actually I don't think they had to change the one over top of it, but they did.

2:48

So and they took in off the old um, they're taking off the old Wells Fargo red and red and yellow squares that were on the windows on the left.

3:00

They're just going with Wells Fargo and white um on every other window.

3:07

And then they changed the uh window glass font to just uh white cut vinyl.

3:15

Simple.

3:18

Same on the back door.

3:22

Um the handicapped excess, they changed that up a little bit, it looks like with a brown background on it.

3:32

And everything else is just specs on how the signs were made.

3:38

So and I believe they deb took the stuff off the ATM machine.

3:47

And I guess they took it out of this, so they got it worked out up with the ATM people, so that's not in our book anymore.

3:56

Um I was surprised it took them that long to take it off, but they told me last week that it was coming off when I got the book.

4:05

So last time I was down there somebody had the ATM pulled apart, they were doing something to it.

4:10

So they were probably taking the stickers and stuff off that you guys asked them to before they got major fines.

4:17

So um this is the package they they're presenting.

4:21

Hopefully it falls in line with your requests from the meeting about two months ago, maybe three months ago.

4:28

It sounds like everything was addressed.

4:30

The big concern was the bright color on the directionals, and that's all been taken back to looks great.

4:35

Looks great.

4:36

Very permissive.

4:37

Excellent.

4:38

Thank you.

Historic & Landmarks Preservation Board Meeting - September 24, 2026

The Historic & Landmarks Preservation Board (HLPB) met on Thursday, September 24, 2026, in the Common Council Chamber. The board approved minutes, renewed a lapsed certificate for Whiskey River, approved a signage package for Wells Fargo, approved a storefront renovation at 1013 Park Street, and deferred a decision on the Fern Tree facade application pending further discussion on a proposed mural.

Consent Calendar

  • Approval of Minutes (July 23, 2026): The draft minutes were approved unanimously.
  • 38 North Division Street – Whiskey River (COA Renewal): The board issued a new Certificate of Appropriateness (COA) for the previously approved design (rear patio, retaining walls, overhead framing with sail shades) to allow the project to move forward after the original COA had lapsed.

Discussion Items

  • 920 South Street – Wells Fargo (Signage): Jim from MRC Signs presented revised signage plans for the Wells Fargo branch. The applicant addressed prior board concerns by converting directional signs to a brown color scheme with white posts, updating window graphics, and removing stickers from the ATM. The board found all requests had been satisfied. Outcome: Motion to grant the certificate passed unanimously.
  • 1013 Park Street – Storefront Replacement (Façade): Architect Joseph Thompson presented a proposal to replace the existing aluminum storefronts with a traditional wood-style design using Boral trim. The plan included leveling the base to accommodate a new fire line, adding gold leaf accents, and integrating a sign band into the new storefront. The board discussed paint color, suggesting a warmer white (e.g., Simply White) over a bright decorator white. Outcome: The board approved the application with the final paint color and gold leaf application to be approved by staff.
  • 13 South Division Street – Fern Tree (Façade): Staff member Sam presented revised drawings. A major point of discussion was a proposed mural covering the second and third floors. The board expressed significant concern about the precedent this would set for murals in the historic district, the owner having full discretion over the final mural design, and that the board's original suggestion was limited to the first floor. Board members John and Arya noted that while the rendering was aesthetically pleasing, they did not feel comfortable approving the mural due to its scope. Outcome: The application was deferred to the next regular meeting (October 29, 2026) to allow the applicant to respond to the board's comments, specifically regarding the mural.

Key Outcomes

  • Approvals/Votes Taken:
    • Approval of July 23, 2026 minutes (Unanimous).
    • 920 South Street (Wells Fargo): Motion to grant Certificate of Appropriateness for the revised signage (Unanimous).
    • 38 North Division Street (Whiskey River): Motion to issue a new Certificate of Appropriateness for the previously approved design (Unanimous).
    • 1013 Park Street (Storefront Replacement): Motion to approve the facade changes with staff-level approval of final paint color and gold leaf (Unanimous).
  • Deferred Application:
    • 13 South Division Street (Fern Tree): The application was deferred to the next meeting on October 29, 2026. The board requested the applicant address concerns regarding the proposed mural, citing precedent and lack of board control over the final artwork.
  • Next Meeting: The next regular meeting is scheduled for Thursday, October 29, 2026.
