Speaker 2

0:43

Good evening, Mayor and Council.

0:45

Good evening.

0:46

So we have a couple of items that we want to go over with you.

0:51

So Tony Tracy, our comptroller is going to uh again revisit the fee schedule and just recap uh that the way it is and ask if there is any questions about that.

1:05

We have passed it around staff again, and um I believe there were a couple of very minor edits that we made, and you're gonna are you gonna summarize those?

Speaker 3

1:16

Um yeah, we only had two last week changes to

Speaker 2

1:20

uh so Tony will summarize those, then we're gonna talk about um the third quarter review, and so we've got a third quarter review to share with you.

1:33

We'll uh talk about how we use that for the budget and how we keep um an eye on whether or not our projections fall in line with that review, and then uh Tony's gonna talk about the common council budget.

1:53

If the council is in agreement, uh we will wrap up with a proposed uh budget presentation draft for the October 26th public hearing.

Unassigned speaker

2:13

Hello.

Speaker 1

2:17

Oh,

Unassigned speaker

2:26

good

Speaker 3

2:27

evening, Mayor and City Council.

2:28

Good evening, evening.

2:29

So as the city manager said, we're starting off with the fee schedule, which I have up here on the screen.

2:35

It is probably about 30 pages in total, but each one is a it's a breakdown by department of the fees charged within those departments, and we had gone over this earlier in the process.

2:47

There are certain fees we did not increase the building permit extensions was new last year, so we did not increase that fee.

2:56

Senior parking fees were not increased, some of the recreation fees, but overall, we did a three percent increase across the board on all of the fees, and there's a little bit of rounding in there just to make the numbers flow a little better.

3:11

So at this point, I'm just asking the council if you have any recommendations or changes you would like to see.

Unassigned speaker

3:17

Oh,

Speaker 3

3:18

and as the city manager mentioned, we did make two additions today.

3:22

One was for a mobile office fee, so for a company setting up kind of on the on the street, maybe um a health insurance company, somebody like that would pay a fee to open up for the day and have people come in and visit their mobile office.

3:40

And we also did a uh change to the uh military banners.

3:46

We only had one fee out there for a one-sided banner, so we also put a fee for a two-sided banner.

3:52

So those are the two new changes that we had.

3:55

So that you could have, I don't know if it's necessarily a person on each side, or if you want to purchase both sides for one person, but the banners that go on the poll to uh for veterans.

Speaker 4

4:09

No, there's a picture on one side, and then the on the other side it says city of peak skill, something with

Speaker 3

4:13

military banners.

4:15

Right.

4:15

So I guess now they're offering an option to make that a two-sided banner.

Unassigned speaker

4:21

So

Speaker 3

4:21

we're gonna charge people to make a two-sided banner to go up.

4:25

I mean, right, I guess not for that city of peak skill.

4:28

I'm assuming if it's if somebody maybe is honoring two different veterans with a banner and they put someone on each side.

4:35

I

Unassigned speaker

4:35

I

Speaker 3

4:35

haven't heard that.

4:36

That was a last-minute addition at the end of the day.

Speaker 2

4:39

Oh, that was from uh from uh

Speaker 3

4:41

Stephanie.

Speaker 2

4:43

Okay.

4:44

I think we set those rates as the um when we first set that plan up.

Speaker 3

4:54

Right, it didn't have a two-sided option initially, so that was an addition.

Unassigned speaker

5:00

So maybe it's a new option that they've they've given the city that you can have two options.

Unassigned speaker

5:02

Right, but I think that's a good one.

Speaker 1

5:03

And so there'll be a charge if you have two.

Speaker 4

5:05

But the fee.

Speaker 2

5:06

I I propose that we wait until we introduce that option to the whole public.

5:14

And if we're going to go with that option, pass the resolution, so I would strike that one.

Speaker 3

5:20

Oh,

Speaker 2

5:20

okay.

Unassigned speaker

5:21

All right, I can make that adjustment on the schedule then.

Speaker 3

5:24

Thank you.

5:24

I agree with

Speaker 4

5:24

that.

Speaker 3

5:25

I think we should wait.

5:26

Thank

Unassigned speaker

5:26

you.

Special Work Session Budget Meeting

On October 14, 2026, the Peekskill Common Council held a Special Work Session Budget Meeting to discuss the fee schedule, third-quarter budget review, proposed budget adjustments, and a draft presentation for the upcoming public hearing. City Manager Matt, Comptroller Tony Tracy, and council members reviewed financial details, with the goal of presenting a final budget for adoption on November 9, 2026.

Discussion Items

  • Fee Schedule Review: Tony Tracy presented a department-by-department fee schedule with a 3% across-the-board increase, plus rounding. Two new fees were proposed: a mobile office fee for temporary street-side businesses and a two-sided military banner fee. Council members suggested delaying the two-sided banner fee until the option is publicized; Tony agreed to remove it. Councilman also requested higher non-resident marina fees and corrected a typo (fingerprinting fee from $280 to $28). Tracy will update and email the corrected schedule.
  • Third Quarter Budget to Actual Review: Tracy presented projections showing a net loss of approximately $160,000. Revenues are projected at $62,978,124 and expenditures at $59,198,856. After removing one-time items (impact fee of $3.9 million and bond/insurance settlement), a revenue shortfall of about $950,000 was identified, offset by $790,000 in projected under-expenditures. Key shortfalls include parking meters ($178,000) due to delayed kiosk installation, refuse removal ($938,000) from additional pickups, and police/fire pension increases. Under-expenditures include DPW vacancies, contingency ($550,000), and health insurance savings ($880,000). Council discussed the fund balance (projected at $6.1 million) and noted that if needed, the $500,000 fund balance appropriation would cover the shortfall.
  • Proposed Budget Adjustments: Tracy outlined council changes with no net budget effect: moving stipends from the city clerk's budget to appropriate departments; adding $35,000 to the youth bureau part-time line and $7,144 for an abstinence program, offset by a $35,000 grant revenue increase; and adding $550,000 for DePew Park improvements, offset by fund balance from impact fees. Council approved these adjustments.
  • Draft Presentation for October 26 Public Hearing: The proposed 2027 budget totals $58,966,965, with a levy increase of 3.92% and tax rate increase of 3.5% (about $107.68 annually on an average assessed home of $9,732). The city faces $2.5 million in additional costs from pensions, retiree health care, and legacy liabilities. Personnel costs are 75.7% of the budget; debt service is 7.7%. The city maintains $500,000 in contingency and $6.6 million in liability reserves (19% of total debt). Comparisons with similar New York cities showed Peekskill's tax rate increase (3.5% in 2026, 3.92% in 2027) was well below many peers, with a lower levy per person ($800 vs. $1,181 in Glen Cove). Highlights include retaining grant-funded employees, parking improvements (new kiosks and app), and using transfer tax reserves to reduce debt. Long-term debt declined from $62 million (2014) to $34 million (2026). Council members expressed strong support for the budget's fiscal responsibility and transparency.

Key Outcomes

  • The fee schedule will be revised to remove the two-sided military banner fee, adjust non-resident marina fees, and correct the fingerprinting fee typo; the updated schedule will be emailed to council.
  • Council approved the budget adjustments with no net effect, authorizing Tracy to prepare the final version for the October 26 public hearing.
  • The proposed budget will be presented at the October 26, 2026 public hearing, with a vote on adoption scheduled for November 9, 2026.
  • Council members praised the budget's conservative approach and comparison data, noting it reflects thoughtful planning for residents and businesses.
