First of all, I just wanted to encourage all those who can, if at least if they can come to the next council meeting, uh we'll be delivering the end of the year report for the city.

12:19

So it's always an exciting time, and we're busy preparing that and look forward to sharing that with the council and with the community.

12:31

I know there was uh quite a bit of it also in the Pelham Pathway magazine, some of the highlights, so everyone would be able to read a little bit about that, and we'll have that also that presentation um after the next council meeting, we'll also have that online.

12:49

So I get to uh ask Chief Mike Reed to come, and he's gonna bring up Captain West Green and a very special guest to talk about uh an honor and a very exciting

a big honor to a member of the community and uh Brandon.

13:15

We're excited that you're here and you brought your family, so you'll have to introduce them as a part of this too.

13:20

So turn it over to Chief.

Unassigned speaker

Speaker 6

13:22

Gretchen.

13:23

Thank you, Council Mayor.

13:24

Uh one of the best parts of my job is when I get a chance to brag on one of our own and uh celebrate accomplishments like Captain Green and uh Brendan Barry Blue as his nickname have accomplished so the Pelant Fire Department and uh surrounding fire departments along with children's hospital, the professional firefighters association of Alabama, as well as the International Association of Firefighters, uh they host Camp Conquest every year, and this is a pediatric burn camp, and so we send folks and we've probably been sending folks for the last 15 years or so.

14:00

Chief Ray was is in the crowd, and he was a part of that, where we would send volunteer counselors from the fire department to this camp, and then they would be paired up with a camper.

14:11

And so just found out tonight, and and Captain Green will give us more information, but he and uh Brendan have been uh counselor camp camper together for nine years now, and so they were just uh nominated and uh went and participated in the international burn camp representing the state of Alabama uh in Washington DC.

14:34

So great honor for them.

14:36

Uh it was very cool that they were nominated from the camp conquest people in the state of Alabama.

14:43

So I'll turn it over to Captain Green to give you a little bit more information.

Captain Greene and Blue were nominated by camp peers to represent Alabama at the International Burn Camp in Washington, D.C., where participants averaged 24,000 steps per day visiting monuments. The Pelham Fire Department has been a long-term supporter of Camp Conquest, providing counselors, boats, and meals. Council members expressed appreciation for their passion and commitment.

Discussion Items

  • Highway 261 Widening Project Update: During public comments, resident Vince Catone (2130 Aaron Road) asked about a sign near Pelham advertising a meeting on the 261 widening project. City Manager Gretchen explained that the project has been split from Hoover’s portion; Pelham has acquired all necessary properties and utility relocation work has already begun. A small amount of construction progress is anticipated by 2026, though paving is not expected that year. Residents can find monthly updates in the Pelham Pathway magazine and on the city website.
  • Council Appointment to Planning Commission: The Council considered Resolution 2025-12-01-09 to appoint a council member to the Pelham Planning Commission. Council President noted that during the work session the Council selected Marcus Snowden, citing his background in engineering and construction. Snowden expressed honor and gratitude, saying he looks forward to using his expertise to move the city forward. The resolution passed unanimously.

Public Comments & Testimony

  • Vince Catone (2130 Aaron Road) inquired about a sign advertising a meeting on the Highway 261 widening project. City Manager provided an update (see Discussion Items).
  • Tom Robinson (572 Cahaba Manor Drive) made two requests for consideration: (1) keep the city’s traffic camera system limited to traffic flow and not expand it into remote ticketing; (2) if the planned I-65/I-459 flyover project stalls, direct all set‑aside funds toward paying down city debt rather than other projects. The City Manager offered to provide the current balance of the flyover fund upon request.

Council Comments

Council members reiterated congratulations to Captain Greene and Brandon Blue for their burn camp work, recognized the recent pinning ceremony for new firefighters, and noted the Pelham boys’ basketball team’s victory in the Turkey Tip‑Off tournament. Councilwoman Snyder encouraged the public to attend future games. Councilwoman Power read Matthew 19:14 and announced a change in the Pelham Hometown Christmas parade route to Highway 31 North.

Public Announcements

  • Pelham Hometown Christmas will be held on Saturday, December 13, 2025 at 5:00 p.m., organized by Pelham Strong with the theme “Sounds of the Season.” Former Mayor Gary W. Waters will serve as Grand Marshal.

Key Outcomes
