16:38

Good crowd tonight.

16:46

One was at the last council meeting, we did the wounded blue presentation for uh officer mentor and uh the uh fire marshal, the state fire marshal that was uh friends with our chief Delmer.

17:02

And I had the occasion uh within a day or two after that to go to uh one of the classes that they taught uh and and to set

Unassigned speaker

17:13

uh

Speaker 5

17:13

unfortunately I wasn't able to stay for the whole thing, but I stayed for over half of

Unassigned speaker

17:17

it.

Speaker 5

17:17

And uh, you know,

Unassigned speaker

17:20

I

Speaker 5

17:20

it was so inspirational to hear the men

Unassigned speaker

17:24

uh

Speaker 5

17:24

uh tell their stories about their life, their life in law enforcement, you know, and made me walk away with the true feeling of those guys are truly heroes.

17:35

You know, so many times we see the men and women that wear that badge, we take it for granted.

17:41

You know, when you see them in your neighborhood or you see them in the grocery store or wherever you run into them at, and you know they make a sacrifice that is unmatched in our community, and I think it's just really important that we take time to always remember that you know, hey, they're the ones that are running in when everybody else is running out, both police and fire.

18:07

And so uh,

Unassigned speaker

18:10

you know,

Speaker 5

18:10

there's a there's a passage in the Bible that says none there's no greater gift than to give your life for a friend.

18:17

Well, those men and women are willing to give their life for a total stranger.

18:22

And so I think we should always be cognizant and remember the true price that they pay.

18:29

And it's not only them that pay that price, it's their families that pay that price.

18:33

And that's what the wounded blue really showed me was you know the extended part of that.

18:38

You know, when we had uh officer mentor here and her husband and her kids, and you know, you see how that's the ripple effect, and from something as this catastrophic injury that she suffered, you know, we we have introduced the into legislation uh a bill to address where police officers and firefighters that are not vested in their retirement,

Unassigned speaker

19:02

if

Speaker 5

19:03

they're catastrophically wounded, that they will have a retirement, that they have a benefit for the rest of their life.

19:10

You

Unassigned speaker

19:10

know,

Speaker 5

19:10

uh it I'll be honest with you, I was appalled to find that there was no provision for

Unassigned speaker

19:16

that

  • The Mayor reflected on a recent "Wounded Blue" presentation honoring Officer Mento and the State Fire Marshal, describing first responders as "truly heroes".
  • Announced new state legislation, spearheaded by Pelham and sponsored by Senator Weaver and Representative Pascal, to provide retirement benefits for police officers and firefighters who are catastrophically wounded before becoming vested in the state retirement system. The Mayor acknowledged the bill faces a difficult path in Montgomery.

Report by the City Manager

  • New Employee Introductions: Several new employees were introduced by their department heads.
    • Police/Fire Dispatchers Autumn Kiker (formerly of Columbiana PD) and Vicki Comer (formerly of Panama City) were presented by Dispatch Supervisor David Fuentes.
    • Facilities Coordinator Austin Russell (University of Memphis, University of Colorado, former Germantown and Erie Parks and Rec) was introduced by Brian Cooper.
    • Payroll and Benefits Analyst Alexis "Lexi" Muthai Nakna was introduced by Tracy Hill, who noted she is training as "Candy 2.0".
  • Ballantrae Golf Course Policies: The City Manager and Ballantrae General Manager Hal Brown outlined a new point-of-sale system and policy updates.
    • The City Manager stated that a weekday tee time is potentially worth $300 and a weekend tee time $350, and that no-shows cost the city over $500,000 in lost revenue the previous year.
    • New policies limit members to three tee times per booking, require public players to provide a credit card number, and impose a $15 per person no-show fee.
    • Hal Brown reported that early feedback from large groups has been positive and emphasized the importance of professional implementation and courtesy for other golfers.

Old Business

  • Ordinance 070-07 (Floodplain Development Ordinance): Adopted unanimously. The City Manager clarified this was a housekeeping update to maintain compliance with FEMA and the National Flood Insurance Program (NFIP). It is not related to flood map remapping, and the city does not anticipate being remapped.
  • Ordinance 528 (Utility Superintendent): Adopted unanimously. The City Clerk explained the ordinance updates the Code of Ordinances to refer to the position of Mayor rather than naming a specific individual.

New Business

  • Resolution 2026-01-20-05 (Valleyview Drive Traffic Study): Adopted unanimously. The City Manager detailed the Neighborhood Traffic Calming Program (NTCP) process, noting that residents along Valleyview Drive submitted a petition with signatures from two-thirds of the street's residents. The resolution authorizes a contract with Gresham Smith to conduct a traffic data collection study to evaluate speed and volume. Funding was budgeted in FY2026.
