Hello, my name is Richard Mardelian, former neighborhood, the Strip District.

My name is Richard Mardo, and I'm here to expose a shadow protocol at 660 First Avenue, which has been used to shield fraud on the court and official oppression of my mother and me that spans three states.

On February 6th, I met Mayor Corey O'Connor on the street at the corner of Grant and Forbes.

I asked him to do something about that fraud on the court.

He looked at me in the eye as we shook hands and claimed there was nothing he could do.

While the mayor and his administration, which includes special assistant Sophia Shapiro, were busy doing nothing.

The Pittsburgh Municipal Court, the central hub for the city's legal and law enforcement administrative functions, were presiding over a station house backroom where justice has vanished.

I personally penned a letter to Governor Josh Shapiro asking him to intervene in this matter to protect mine and my mother's civil rights regarding the fraud on the court on January 12th of 2026.

I requested a meeting with his office, which his office declined the same day my police report was sanitized by Officer Michelle Piscatella.

I went to 661st Avenue to supplement the evidence of male theft and professional extortion that Officer Michelle Piscatella had already sanitized out of the record by January 29th.

Instead of justice, I encountered a backroom shadow system.

A clerk named Max, under the authority of Sergeant Daniel Sullivan, accepted a prohibited cash payment for a report.

This was a tactical maneuver designed to ensure no digital audit trail of my visit existed.

This is the same sanitization protocol we faced in Phippsburg, Maine, under Chief Eric Halpin of the Phippsburg Police Department, and Chief John D.

Federico of the New Canaan, Connecticut Police Department.

When my mother and I were victims of interstate abuse and stranded abroad in 2024 by my former attorney's other client, which she and Amy Randolph were made aware, those departments willfully refused to help or document our reports, leaving us without a connection to the United States Department of State.

Last year, the Attorneys General of Maine and Connecticut turned their backs on the male theft and the Aruba incident.

Their silence provided the administrative cover for the Pittsburgh police to take illegal cash and vanish my evidence today.

This isn't a new problem.

It is the final chapter of a multi-state cover-up that has finally been exposed at 661st Avenue.

I didn't stop at the state line.

I formally petitioned U.S.

Senator Chris Murphy and U.S.

Senator Richard Blumenthal, House Representative Rochelle Pingry and Jared Golden and Senator John Fetterman's office.

I told them about the Ruby Aruba Treaty breach and the multi-state fraud.

Like the mayor of Pittsburgh, they didn't lift a finger.

This silence from the highest levels of government is why Sergeant Sullivan feels safe vanishing my evidence at 661st Avenue.

They think the Senate silence is their shield.

They are wrong.

The Aruban authorities did not do anything either and failed to put us in contact with the United States consulate in Curacao back in 2024.

The international treaty breach has now been imported to Pittsburgh.

This betrayal is absolute.

My mother, a victim of multi-state conspiracy and coercive control.

Personally wrote a letter to Governor Janet Mills of Maine, a woman who has built her career on a woman's advocate.

Governor Mills didn't lift a finger.

This failure of the executive branches in Maine and Pennsylvania is why officers like Eric Halpin and Town Administrator Advan Goodcastle.

Good morning, Council members.

My name is Bethany Cameron.

I still live in Overbrook, and I'm here with InformUp.org, a local news nonprofit, which reports weekly on public meetings and food surveys so we can represent readers' preferences back to their elected officials.

This week we recorded 71 responses from all nine council districts covering issues, uh, three issues.

The first of which was regarding UPMC's donation to the city.

We asked, how concerned are you that donations like UPMC's 10 million dollars could influence the city's decisions on whether to continue pursuing tax exemption challenges?

About 69% were somewhat or very concerned, about 29% weren't somewhat or not at all concerned.

A resident from North Oakland said the city desperately needs money, and we should be taxing the nonprofits that own much of the city to help make improvements to storm preparedness and maintain infrastructure.

A resident from Squirrel Hill South said all the attention to those to tax those charitable organizations ignores the social contract in which they give back in services instead of dollars.

But remember, if the hospitals pay more in taxes, that will be passed along to the cost of health care.

Number two, regarding snow removal performance under the new administration.

Around 49% were somewhat or very dissatisfied, around 32% were somewhat or very satisfied.

A resident from the Southside Flats noted, what was concerned what has concerned me most has been the lack of clearing at curb cuts and sidewalk ramps.

It has made leaving the house virtually impossible for folks with disabilities.

Number three, on foundation partnership priorities.

We asked, beyond ambulances and snow equipment, which city need should be the next priority for foundation partnerships.

About 39% said the Pittsburgh land bank funding.

13% said litter cleanup and illegal dumping.

13% said youth programming and workforce development.

Another 13% said storm preparedness and infrastructure, and around 22% chose other priorities.

If you take a ride throughout Pittsburgh, it'd be hard to tell what neighborhoods are in need of investment.

So far too long specific neighborhoods and suffer from big disinvestment.

Allow them to see themselves in a positive light.

In 2022, the council voted unanimously to eliminate practical banks in our city, champion ambassador for structure, never considering the impact such a decision would have on handicapped people.

The final request for this administration is their approach to eliminate gun violence.

I urge them to take a closer look at the procurement conference and how crime gonna be required in the city.

The God industry has a responsibility to keep Americans safe from gun violence.

Yet there's no transparency in which guns are violating our public safety law.

Whether law enforcement is doing anything about it or not, you must hold them accountable.

And many efforts are leading the charge and eliminating the crime gun.

The American public will no longer be kept in the thought of our businesses that contribute to come down in our community.

And it's time to hope some accountable.

Resolution authorizing the mayor and the director of the Office of Management and Budget to enter into an agreement or agreements with the PC Foundation for the purpose of receiving grant funds any amount of not to exceed two million dollars for the purchase of snow removal equipment.

So essentially what this does is given uh the expeditious nature, we need to move to modernize our fleet.

This captures the additional seven million dollars that was received to the city through the donation from UPMC and PNC foundation so that we don't in a week or so have to come back and do another seven million.

So this captures the original um procurement plan from the equipment leasing authority, the 20 million, but this is as the seven million, which is you know half of the ten million dollar donation that UPMC made over two years.

So just for the purposes of clarity, I had a conversation with the administration, and we both agree that given the urgent need to modernize the fleet, let's just put it all together and move it forward so the procurement team can get busy.

Um yeah, so thank you.

I just um you know, just to clarify again for the public, right?

In the original 2026 budget that was put out, you know, in fall of last year, it was 10 million allocated to fleet.

Uh we did a tax increase so that uh in part so that we could put an additional 10 million into the fleet, so that is 20 million, so um, you know, ten million additional dollars from the taxpayers, and then now this uh and on top of that now seven million, five million from UPMC, and two million from PNC bank.

Um obviously we are very grateful to have that money, but um but you know, also want to be clear that um it is funding that we we very much hope will continue, and I know the minute administration would hope hopes that it continues.

Um, while 27 million is a wonderful thing to put into the fleet this year, uh we do understand from our controller from our office of management and budget um and uh our ELA board that in order for our fleet to get to a hundred percent uh you know of of vehicles within you know operating within their reasonable lifetime, we would need to invest upwards of forty million dollars a year for the next five years.

Uh that's not really um feasible.

Uh but what we do know is that in order to keep our heads above water, we have been told over and over again that we need to be investing at least 20 million dollars a year year over year into our fleet um in order that we do not find ourselves at this breaking point that we found ourselves at now.

Um and this is not just about snow vehicles or ambulances, it also is about um fire trucks and garbage trucks and uh uh police vehicles and um vehicles that our inspectors use to drive around the city and vehicles that our parks departments use to um you know take seniors to on on trips and things that they do with the senior centers or um and and whatnot.

Basically everything we do at the city of Pittsburgh in some way or another relies on fleet vehicles.

So um again, you know, very grateful to UPMC and PNC for um this initial contribution and also grateful to the administration for having secured them.

Uh but uh there's there's more to be done, and um at any rate, just wanted to say that.
