Patrick's Day celebration today.

If I was uh here to recognize all the great things that happen on the North side, I'd probably never make it off this podium.

But for an acceptable group like uh Central Outreach, I want to make sure that we recognize all the great efforts, and I see the great t-shirts here.

This is ten years of care, compassionate community.

So I've defin we've all seen uh this organization grow throughout the this this decade, this past decade.

So uh with that, whereas Central Outreach Wellness Center was founded in two thousand fifteen with a mission to provide inclusive, equitable health care that fosters wellness for the whole person and removes barriers to care for all individuals.

And whereas over the past decade, Central Outreach has grown from its original North Shore location into a vital medical clinic serving communities across Western P Western Pennsylvania and beyond.

And whereas the leadership and staff of Central Outreach Wellness Center have responded to the community needs throughout the public health crisis, including testing initiatives during the COVID 19 pandemic and vaccine outreach during the MPX outbreak.

Now therefore it be resolved that the City Council of Pittsburgh does hereby declare March 10th, 2026 to be Central Outreach Wellness Center Day in the City of Pittsburgh.

Hi, I'm Sarah Miller, nurse practitioner and vice president of clinical operations at Central Outreach.

Thank you so much for this proclamation.

This is really amazing to be recognized in this way.

The work we have done over the pandemic and the MPAC epidemic was also a huge public health feat, and we are proud to be able to show up for our city in this way.

Our team continues to do the work in rooms and outreach vans all across the county in different ways.

So we are very proud to be here and happy to celebrate Central Outreach Day.

If you've never been down to our St.

Patrick's Day Parade, it's the second largest in the country.

And do yourself a favor, it's uh really worth going to.

It truly is uh a lot of fun for everybody.

And it starts with the button party.

I don't know if uh many of you were at that, but uh just filled with fun events.

Our Irish heritage in Pittsburgh is deep, and we love them, and uh I'm proud to be part of them.

Whereas the Pittsburgh St.

Patrick's Day Parade, proudly presented by the Irish Society for Education and Charity, Incorporated, is scheduled for this Saturday, March 14th, 2026.

This year's parade is led by Grand Marshal Patrick Byrne, which we all know where you at Patrick.

Yep.

Um Patrick remains a lifelong member of the Knights of Equity Court 9, fourth degree.

He is also a member of the ancient Order of Hiberians Division 23, the Gaelic Arts Society of Pittsburgh, and the Westside Irish American Club of Cleveland, and has dedicated 34 years to public service with the City of Pittsburgh.

Whereas 2026, Miss Smiling Irish Eyes is Queen Molly McKenna.

Molly, daughter of Greg and Aaron McKenna of Mount Lebanon.

She is a junior at St.

Mary's College, double majoring in biology and chemistry, a presidential scholarship recipient who plans to attend medical school.

Nice.

Her dedication to her heritage includes competing at the highest level of Irish dancing at the All Ireland 2023.

And she's going to do a little number for us after that.

Whereas Court Maiden Kennedy, Aaron Elizabeth Kuntz.

Well, yeah, Aaron.

Or I'm sorry, Elizabeth.

Of Oakdale is a senior at Charters Valley High School and a member of the National Honor Society and Math Honor Society.

She is a WPIAL section athlete and plans to attend Westminster College to play soccer.

Major in biology and pursue a career in genetic counseling.

Whereas Court Maiden Sydney and Hoover, Sydney, okay, of South Fayette is currently a sophomore at West Virginia University, majoring in exercise physiology, with plans to become a pediatric occupational therapist.

She is a longtime Irish dancer with Shawlin Academy.

Whereas this year's Ancient Order of Hiberians, AOH, man of the year is Bill O'Neill.

Where are you up, Mr.

O'Neill?

Bill is a member of the Monsignor Michael McGarry AOH Division 17, where he was past president.

He currently serves as financial secretary for the AOH Allegheny County Board and Political Education Chairman for the AOH Pennsylvania State Board.

The Lady's Ancient Order of Hiberians, LAOH, Woman of the Year is Peggy Sheridan.

Peg is an active member in the LAOH Division 21, serving as officer of Commission of Missions and Charity for 20 years.

Uh we have a family-friendly petting zoo on Stanwick to uh First Street, First Avenue from the Boulevard.

We have a petting zoo, we have Irish step dancers, which these girls used to be, and we have a band coming in, we have face painting, so bring the kids down.

First of all, I'd like to thank uh Councilman President Council, Dan Lovell, and especially Councilman Coghill for sponsoring this uh proclamation.

I uh last time I was in these chambers was uh probably 30 years ago.

I got a proclamation from Senator Furlow, then Councilman Furrow they the giant eagle in Garfield on Penn Avenue was closing in the World War II monument, Veterans Morning was on her property and had to be moved.

And my mother-in-law, Aggie Bros.

She uh got 43rd Street concrete to know donate the concrete, and the lumber company donate the and me and two other city workers went up.

We formed it and put the concrete in for the new monument, you know, all volunteering, and they that's the last time I got a proclamation.

But uh overdue.

I'm very honored and humbled to be the Grand Marshal this year's parade, uh, especially with these three lovely ladies, the Hibernian of the Year and the Hibernian Woman of the Year, and I just like to thank everybody and just let everybody know to come to the parade.

It's gonna be a great parade this year.

There's two people I'd like to give a shout out to.

Well, a bunch of people, my family, I'm very close with, and there's two women who are very dear to my heart and are watching this right now, as Mrs.

Eileen Conley and Mrs.

I'm this year's Miss Smiling Irish Eyes, and I just wanted to say thank you so much to the parade committee for putting on an amazing parade this year, and for I think I speak for all three of us girls when I say we're so very grateful to have been chosen by the Miss Smiling Irish Eyes committee this year to be Miss Smelling Irish Eyes in her court, and we're just so honored to be able to represent the Pittsburgh Irish community and all of our ancestors, and we're very thankful to our family and friends who supported us, not just in this, but just in everyday life.

I would like to remind everyone to the rules of council of state that comes are limited to matters of concern, official action, or deliberation, which may be before city council.

Profanity will not be permitted.

After your call, please restate your name, provide your neighborhood for the record.

Dismas will ask both the City Planning Commission and this council to grant a conditional use of zoning change to do so.

I'm asking this council to deny that application.

Here is why.

First, the crime environment.

A zip code already rated in the bottom thirty-seventh percentile for safety nationally.

That specific stretch experience is approximately three hundred and seven documented crimes per year.

Jacob break-ins, drug offense, assaults, disturbances at the adjacent hotel properties.

These are not statistics from somewhere else.

This is our neighborhood.

Second, the Bureau of Prison's own standards condemn this site.

The DOP requires that every halfway house provide, and I am quoting their own policy, a positive environment free from criminal and drug use activity.

This car does not meet that standard.

There's a beer distributor within walking distance.

There are bars along the rate.

And yet the residents of this facility would be required to walk it every single day.

Who else is on this corridor?

This is not an empty commercial strip.

Banksville Elementary School is nearby.

Craft and Children's Corner.

Daycare is on Banksville Road.

And at 2644 Banksville Road, the same street as this proposed facility, the back side of it, is family leaks, a counseling center serving children and adolescents with serious emotional disturbance and adults in recovery from mental illness and substance abuse.

Think about that for a moment.

We would be asking families in crisis to share in that corridor with individuals under federal supervision for serious crimes.

That is not a compatible use.

That is not a safe community.

This one is.

Sanctified MC acts to bring back God into to city government and to promote religion.

Um here.

R10, pressured by Jewish American Pittsburghers.

He wants to cleanse the rest of us.

Greetings of the day.

My title is Chief McCallum.

I am the Grand Intended Air Control Confederacy of Aboriginal American people.

And today I'd like to honor and take homage to the legendary international sculptor, Daddy Gilmore Mosley, born in 1926.

He may have been small in stature, but if he asked me, he did 10 feet tall and greatness.

A self-taught sculptor whose work was unmistakingly would fill the room with conversation.

He asked one to go beyond the lessons taught by others.

Frequently, I would see him at the Allegheny Sandwich Shop, where he would often be breaking.

He secretly came for me and my companions break it one day.

I was completely in shock to learn at this age.

I refuse to believe that this elder who looked all of a navy 65 at best was in fact 95 at the time that we met.

How he's been carving for over 70 years, salvaging discarded wood, and repurposing it for greatness.

Milwaukee, even in Norway to name a few places where the installation is mighty and strong.

Some may felt at 99 was a long enough time for anyone to have lived a full life.

But I believe that it did not work for the exposure to cancerous chemicals hidden in the air, hidden in our water, hitting in the soil.

And in fact, it's also hidden in our food.

Something else to us.

We unknowingly eaters leave food on a daily basis.

Could be avoided.

If we take the maverick approach to dealing with how our food comes in to plate with chemicals, we don't do preservative.

I remember a time when no one I knew ever died from cancer.

It was something that just happened to some people some of the time, but never anyone that I knew.

I now know dozens of people who have died due to cancer, and it's getting increasingly worse.

I urge city council to also take the same approach that you did for plastic.

The chemicals must go.

Carlino Giampolo, Panther Hollow.

It is time to right the wrong of the construction of the illegal skate park in Panther Hollow.

A small self-appointed group seized public property and converted it to their own selfish private use.

The graffiti filled illegal skate park, never ever should have been built in the first place in a residential historic neighborhood.

It must be shut down and created in another venue, such as Shenley Park, or any other venue that will not bring harm to any longtime residents and homeowners.

In place of the illegal skate park will be two boxer courts, a state of the art playground for children in a standalone Italian American museum of Pittsburgh to honor the rich heritage, tradition, and culture.

That vision is in keeping with the mayor's vision of what a recreation area should be.

Our community of Panther Hollow is entering into a new era of partnership with the University of Pittsburgh.

And our community is both grateful and enthusiastic about this new beginning.

The university generously agreed to fulfill our request to enhance our already existing Italian sense of place with the planting of additional trees and plaques.

Trees will be planted to honor one military veterans of World War II, the Korean War and the Vietnam War.

Two, Diola's families who comprised the largest numbers of the early immigrants from the 1880s.

Three, Eugene D.

Pasquale, who was instrumental in protecting the neighborhood from outside development in the early 1960s.

And four, Henry Wiggy Diorio, who retrieved Babe Bruce, last home run ball, and then donated the ball to the National Baseball Hall of Fame in Cooperstown, New York.

The University of Pittsburgh is to be highly commended for their generous act of kindness.

The potential of what the partnership with the university can achieve has created a residence of joy.

Let me illustrate.

Creating joyful moments with harm to none.

It is time for the city administration to right the wrong and shut down the illegal skate park.

And for all of us to continue to move forward on the path of dignity.

My name is Yanique Brown.

I first started to come here to speak because I thought I was going to speak to a room full of adults that were elected to represent the people of the city.

But most of the times when I sit in these meetings, I feel like I walked into a middle school classroom where the teacher walked out.

Phones are out, sad conversations, heads down, barely paying attention, back turned towards us.

Y'all walk in and out whenever y'all want to.

I mean, I'm not my phone too.

I understand.

But if my job was to attend meetings and just give my attention, and I spent most of my time scrolling, I'm sure my boss would scroll me right up out of my job.

And that's the part that hurts.

Some of us are nervous, some of us are hurting, some of us are fighting for our families.

All we ask for is three minutes of attention, three minutes of eye contact, three minutes of respect.

But instead, it's like we're talking house plants.

You should be able to still do the same thing during public comment.

If we compile our whole day to come speak to you, the least you can do is pause your phone for three minutes to pay attention.

Trust me, whatever on your phone is still going to be there.

It's not more important than the people that put you in those chairs.

And human nature is y'all really don't care unless it's happening to y'all.

So I want y'all to picture this.

Y'all go to a shelter, domestic violence shelter, whatever shelter it is.

An agency that's supposed to come and help you with housing comes and signs you into that program.

Then no less than a week.

You call to get clarification.

They're like, oh, guess what?

We took you off that list.

We had to rescind that offer and put you back, and now you're back on the waiting list for us, maybe if we get staffed in, and then how can that work?

Nobody's answering that.

How can I fill out paperwork to any type of program, organization, anything going on, and they say that my offer was rescinded after I filled out paperwork?

That means on behalf of voucher.

That means everything was already secured.

How can they say that they just ended an offer?

And she said it's not only mine, so it's other people.

So I'm asking for everybody that they so-called did it to.

Who can answer that?

Here, who can answer that anywhere?

How can anybody do that?

Also, it's been bothering me, and it's been bothering me for for months.

Because when I think about doctor, I mean, think about Mr.

Krause.

You remember our president, used to be president of council.

I remember when he took and he insisted upon having a refrigerator back in his office.

And I believe it was like $150.

Now, I want to know did he take it with him or did he leave it?

Because it wasn't supposed to be his, and he knows it.

And I want you to know what kind of guy he is if he took that refrigerator.

It should be back in that office for whoever came next.

And you just know it.

And don't try to cover up for him.

If he took the refrigerator, tell him you want it back.

You, president, you should be able to do that.

We should find out.

I may be laughing now because it's funny to me that he took it when he took it.

He shouldn't have took the refrigerator.

And usually you get it back.

You guys are trying to use what I don't know against me.

God is all knowing.

Try and use it against him.

He knows I am, who my real mother and father is.

And the longer you try to hide my true identity, the more people will die in Jesus' name.

The estates that now belong to me.

Keep trying to hide them from me too.

Because who's living in them have to go in Jesus' name?

Proverbs 2316 says, My Most Been will rejoice when your lips speak what is right.

And what is right is justice for all children who have defected who are abducted and sold to the highest bidder.

And everything, all the resources that are attached to them are stolen by our government in Jesus' name, forcing them to be homeless.

This is what this city council and our government, corrupt officials do to children.

My identity was stolen when I was a child.

I'm not supposed to still be here.

But here I still stand on the promises of God in Jesus' name.

Who is going to restore everything back to me?

They were stolen from me by anybody in Jesus' name.

I decree it, it is so.85 cents for repairs to a Pittsburgh Bureau of Police Vehicle.

And Bill 223, resolution authorizing the issuance of a warrant in favor of the major city's Chiefs Association in an amount not to exceed $7,500 for payment of annual member dues.

Resolution authorizing the mayor and the director of the Department of Public Works on behalf of the City of Pittsburgh to enter into an agreement or agreements with People's Natural Gas Company, LLC, to allow the integration of natural gas service for a city facilities architecture project in Riverview Park at no cost to the city.

Bill 226 resolution authorizing the mayor and the director of the Department of Public Works and or the Director of the Department of Finance on behalf of the City of Pittsburgh to execute an instrument for the declaration of restrictions and covenants and opportunity documents over the vicinity of the city's Spring Hill Park Playground as a condition of a national pollution discharge emanate elimination system permit granted in conjunction with property improvements in the area at no cost to the city.

And Bill 243, resolution authorizing the borough of Crafton to take by eminent domain certain permanent and temporary real estate interests in a portion of that certain parcel of real estate identified by the Allegheny County Assessment Office is blocked in lot number 39 F 280, located within the boundaries of the City of Pittsburgh.

And Bill 242, resolution amending resolution 845 of 2025, which authorize the fee schedule for 2026 pursuant to chapter 170 of the city code by revising fees associated with vending licenses and to unify vending fees as recommended by the Department of Permits, licenses and inspections at no cost to the city.
