Good afternoon and welcome to Pittsburgh City Council's cable cast public hearing for Tuesday, September twenty second, twenty twenty-six. Relative to Bill Twenty Twenty Six Zero Seven Three Two. My name is Deborah Brose, and I am the City Councilman for District Seven. Will the clerk please read the title of the bills? Bill seven thirty two resolution providing for the designation as an historic site under Title Eleven of the Code of Ordinances that certain site known as Allegheny Arsenal Officers Quarters and Wall Segments located on multiple parcels in the lower Lawrenceville neighborhood in the sixth ward City of Pittsburgh. The owner of the property supports the nomination, and there is no cost to the city. So that's the Arsenal Middle School, the county's Arsenal property there at the far right. And then Nasser's Tavern, Tourney House, and the Stephen Foster Community Center and Carnegie Library. All right, this is a site plan of the area that is nominated. There are ten different assets on here that are up for nomination. One of them is the officers' quarters, which is here, this little blue circle here, which is a building or a little blue square. And then there are nine wall segments, including the wharf wall. This is the wharf wall here. It runs right along the railway. And then there are nine other segments located on these parcels. This is Matthew chose all the included parcels in the nomination. They can all be seen there. The background information on this nomination is that it was submitted on August 20th, 2025 by Butler and 40th LLC. It was prepared to satisfy one of the stipulations of the memorandum of understanding between Butler and 40th LLC and the Pennsylvania Historical and Museum Commission, which is PHMC, our SHIPO. The MOU was developed as part of the 2015 Arsenal Development Project. So that's the background of where this nomination came from. There's a few pictures here just to uh uh give you an idea of what we're dealing with. The one on the left is a historical picture from 1908, where you can see um some of the uh wall segments, which at the time were a complete wall, um here on the left. And then on the right here, that is the officers' quarters building. Here top left, uh, that is the wharf wall segment along the railroad tracks. Um on the bottom left, that's another view of the um wharf wall. And then the two pictures on the right are um existing wall segments there that have been integrated um into the new development. Okay, so um per 1101.04, the criteria for designation and nomination uh must meet at least one of the following criteria in order to be designated a historic structure. Uh this property is nominated as meeting the following criteria. It meets a number of them. Um meets number one, its location as a site of a significant historic or prehistoric event or activity. Number six, it's location as a site of an important archaeological resource. Number seven, it's association with important cultural or social aspects or events in the history of the city of Pittsburgh, the state of Pennsylvania, the Mid Atlantic region, or the United States. Number nine, it's representation of a cultural, historic, architectural, archaeological or related theme expressed through distinctive areas, properties, sites, structures, or objects that may or may not be contiguous. And it's unique location or distinctive physical appearance or presence representing an established and um neighborhood community or the city of Pittsburgh. Then the other part of designation is that um uh resource has to show that it has integrity. Um consider the uh uh the integrity has to be met at least at least one of the criteria listed above has to have sufficient integrity of location design materials and workmanship. And it was found by the nominators, and we concur that the Allegheny Arsenal officers' quarters, wall segments, and magazine structures have significant integrity in all these areas, location design materials and workmanship to be listed as a historic property under the five criteria that were identified previous in the previous slide. So just to go through where we are in the process, um the first step of this process was that the nomination went to the Historic Review Commission where it received a positive recommendation to city council, and that happened um on the 3rd of June 2026. And then it went to the planning commission where it also received a recommend positive recommendation to city council, and that happened on June 16th, 2026. Um we're here for the public hearing. And then the next step is that it will go for a city council vote. That's all I have. Thank you. Thank you, Ms. Reed. Um, I always appreciate the historic review packet. Um I just want to check the clerk to make sure that the packet will actually be attached to the legislation so that the public can download it if they're interested. Um yes, it will. Thank you.
