Good afternoon, and welcome to Pittsburgh City Council's Cable Cast public hearing for Tuesday, October twenty seventh, twenty twenty-six, relative to the bill twenty twenty six zero nine one seven.

2:41

Will the clerk please read the title of the bill?

Speaker 2

2:44

Bill nine seventeen resolution requesting the approval of an intermunicipal transfer of a liquor license.

Speaker 1

3:17

Thank you.

3:32

Right?

3:32

None aligned either, not online, as well.

3:36

Um so our first order of business uh will be a brief introduction by the legislation.

3:46

Uh we are you the representative from the liquor control board?

Speaker 3

3:50

That is correct, Mr.

3:51

President.

3:51

Yes.

Speaker 1

3:51

Okay.

3:52

Um

Speaker 3

3:53

not from the liquor, but from the applicant, the restaurant applicant.

Speaker 1

3:56

From the applicant, yes.

3:57

Okay.

3:58

All right.

3:58

Well, um, you could just state your name for the record, and maybe just get a brief overview of what we're looking at here.

Speaker 3

4:04

Yes.

4:04

Thank you.

4:07

Um, I'm an attorney at Tucker Arnsburg, and I represent the applicant for the intermunicipal liquor license transfer, which is the Ada Gelato LLC.

4:19

Um, plans to operate under the name Dopo.

4:24

Um they plan to have a an Italian cafe with about a little over thirty seats at twenty-five fifty Smallman Street in the strip district.

4:36

The property is uh owned by Ewlett Properties.

4:40

That's the property owner and also the landowner.

4:43

Um the reason why we filed this application is city council is because the liquor control um board or the liquor code, Pennsylvania's liquor code places a a um a quota on the number of licenses that can exist within a certain county.

Unassigned speaker

5:05

And more specifically, if the number of licenses, restaurant licenses exceeds one for 3,000 residents in the municipality, then applicants, new applications for licenses from another municipality need to be presented to city council.

Speaker 3

5:25

So that's why we filed this application.

5:27

Currently, right now, based on the population of the city of Pittsburgh, by right, there can be a hundred, a little over a hundred retail um restaurant liquor licenses based on the current population.

5:47

This hoping to be another one of them, and that's why we are before City Council asking for approval of a resolution that will allow this restaurant liquor license to move from the borough of Green Tree to the City of Pittsburgh, more specifically the strip district.

6:05

So a little bit on the the concept, I introduced the restaurant earlier, but Ada Gelato LC has two members.

6:21

They are the owners and operators of Dionnoia's restaurant, which is right down the street, the Italian restaurant, very well-known uh restaurant in the strip district.

6:29

They've been operating that restaurant successfully for several years.

6:32

They've received numerous awards, they're reputable and responsible restaurant operators and owners, and this is an opportunity for them.

6:45

They're not planning to do a second Dianoias, right?

6:48

There can only be one Dianoyas.

6:50

But the idea is to have an Italian cafe during the day that they'll serve coffee and sandwiches to go, and in the evening, this cafe would be more of a cocktail um lounge.

7:04

Um that's that's the concept and plan.

7:07

Um I don't know if there's any questions for for me, uh Mr.

7:12

Wilson, Councilman Wilson, or anybody on council.

Speaker 1

7:16

Okay, thanks.

7:17

So how how many licenses are there

Unassigned speaker

7:19

in

Speaker 1

7:19

the city of Pittsburgh?

7:20

Do you know that number?

Speaker 3

7:21

I

Unassigned speaker

7:22

right

Speaker 3

7:23

off the top of my head, the exact number I don't, but I believe it's about 500.

7:28

500.

7:29

I don't know the exact number, but yeah, there's about

Speaker 1

7:31

so is the rule that with any.

7:35

Since it is over that number, that's what that's what triggers.

7:40

Yeah.

Speaker 3

7:40

That's what triggers the need to come before city council.

7:43

Now, if we were purchasing one of the one of those 500 licenses that are currently in the city of Pittsburgh,

Speaker 1

7:52

there wouldn't be a

Speaker 3

7:52

there would not be a need to come before City Council.

7:56

But we're bringing in another license from outside of the city limits for the city of Pittsburgh.

Speaker 1

8:02

You said the the LLC is out of gelato, but the name on the on the actual establishment will be Dopo.

8:10

Dopo.

Pittsburgh City Council Public Hearing on Bill 2026-0917: Adda Gelato Liquor License Transfer - October 27, 2026

The Pittsburgh City Council Committee on Hearings and Policy held a public hearing on Tuesday, October 27, 2026, in Council Chambers at the City-County Building to consider Bill 2026-0917, a resolution approving the inter-municipal transfer of liquor license No. R-2228 from TAVAP, Inc., to Adda Gelato, LLC, for a proposed Italian café and evening lounge at 2550-2554 Smallman Street in the Strip District. The hearing included an applicant presentation, questions from council, and public testimony both in support of and opposed to the transfer.

Discussion Items

  • The applicant's attorney, an attorney with Tucker Arensberg, said Adda Gelato, LLC plans to operate the venue as 'Dopo,' an Italian word meaning 'after.' The concept is a daytime café with coffee, grab-and-go sandwiches, and gelato, and an evening spot with small plates, aperitivos, and cocktails, with a focus on wine. The property at 2550-2554 Smallman Street is owned by Ewlett Properties and would have about 30 seats with no full commercial kitchen.
  • The owners of Adda Gelato, LLC also own DiAnoia's restaurant in the Strip District and have operated it for several years. Councilman Wilson said he has had good experiences there.
  • The attorney explained that Pennsylvania law requires City Council approval for a license transfer into Pittsburgh because the number of restaurant liquor licenses exceeds one per 3,000 residents. Pittsburgh currently has about 500 such licenses, while the population-based quota is a little over 100. Buying an existing license within the city would not require council approval, but moving a license from outside the city does.
  • The seller, TAVAP, Inc., was described as a shuttered pizza restaurant in Green Tree borough. The attorney said the sale was arranged through a mutual connection, not a broker.

Public Comments & Testimony

  • Ava Meadows, a North Side resident and the only registered speaker, opposed the application. She argued that the city needs more resources for people who are homeless, hungry, or struggling, not more restaurants or bars. She referenced a food pantry at 525 East Ohio Street and said a program called Roots had been closed for 25 days, and she asked whether the applicant would donate food to help the community as colder weather arrives.
  • Patrick Robinson, from the Hill District, gave testimony unrelated to the liquor license. He alleged a breach of contract involving UPMC Magee-Women's Hospital, the death of Patrick Robinson Jr., hate crime and discrimination complaints, retaliation, blacklisting, and the loss of housing and mental health counseling. He asked city and county lawmakers to hold UPMC accountable and to help him obtain legal services.
  • A Strip District neighbor spoke in support, describing the proposed business as a very welcome addition and praising the operator as an excellent businessman. The neighbor noted that the area is growing, with a new apartment building and three more planned.

Key Outcomes

  • The transcript does not record a vote on Bill 2026-0917 during the public hearing; the hearing was adjourned after no further public speakers and no additional council comments.
  • The resolution remains pending before City Council. If approved, the Pennsylvania Liquor Control Board would still conduct its own review, including an inspection and background checks, before acting on the transfer at the state level.
