Plainfield Village Board Business Meeting – October 6, 2025

The Village Board of Trustees held its regular meeting on Monday, October 6, 2025, at 7:00 PM in the Boardroom at 24401 W. Lockport Street, Plainfield, IL. The meeting included a proclamation for Cybersecurity Awareness Month, recognition of the Plainfield Police Department’s ILEAP Tier 1 accreditation, public comments on several topics, a public hearing on the Oswego Boundary Agreement, and approval of numerous consent and public works items.

Consent Calendar

• Approved minutes of the Board meeting held on September 15, 2025.
• Approved bills paid and bills payable reports for October 6, 2025.
• Authorized purchase of one (1) new 2025 Ford Interceptor SUV from Currie Motors for $45,345.00.
• Authorized purchase of one (1) vehicle from Ron Tirapelli Ford for the Will County Cooperative Police Assistance Team (WCPAT) not to exceed $38,000.00.
• Authorized purchase of one (1) 2026 Ford Explorer Active 4WD from Ron Tirapelli Ford not to exceed $45,205.00.
• Adopted Ordinance No. 3759, decreasing Class “F” Liquor Licenses to 24 following the closing of Red Robin at 12646 S. Route 59.
• Adopted Ordinance No. 3760, establishing Special Service Area No. 53 for the Playa Vista Residential Subdivision, Kendall County.
• Adopted Ordinance No. 3761, amending the Property Maintenance Code (Chapter 2.5, Article IX) and Nuisances (Chapter 6, Article III) of the Village Code.

Public Comments & Testimony

• JD Quinn (Plainfield resident): Criticized the Mayor for allegedly failing to produce financial documents in a court case, delaying proceedings, and costing the village money. Also accused the Mayor of using a personal Facebook page for official village business while blocking residents, and called on the Board to enforce transparency and remove the mayoral title from that page.
• Russ Whitaker (attorney for property owner Dick Coon): During the public hearing on the Oswego Boundary Agreement, argued that a small parcel at 119th Street and Heggs Road should remain in Plainfield due to the proximity of Plainfield infrastructure (e.g., Stuart Ridge subdivision, road stubs) and the distance from Oswego utilities (about three miles). Suggested a simplified boundary following existing roads.
• Doug Zimning (902 Plainfield Road, unincorporated Nassau Township): Expressed frustration that the village did not notify him or neighbors about the boundary agreement renewal or upcoming development. Asked to be treated as neighbors and not overlooked. Mayor responded that no annexation would occur and that meetings would be held with Nassau Township.
• Patty Zimney (same address): Echoed her husband’s concerns, asked for assurance that she will not be forcibly annexed, and urged the Board to proactively contact affected residents before decisions.

Discussion Items

• Cybersecurity Awareness Month Proclamation: Mayor proclaimed October 2025 as Cybersecurity Awareness Month, emphasizing the constant threat of phishing and malware and praising the IT department’s protective measures.
• Plainfield Police Department ILEAP Accreditation: Chief Jason Aries of the Naperville Police Department, representing the Illinois Association of Chiefs of Police, presented the ILEAP Tier 1 accreditation to the Plainfield Police Department. He noted that only 42 agencies in Illinois (about 5%) have achieved this, which requires meeting 69 critical standards in administration, training, operations, and personnel. Chief Miller and Sergeant Ostrico were credited for the department’s work.
• Oswego Boundary Agreement Public Hearing: Staff presented a proposed 20-year renewal of the boundary line between Plainfield and Oswego. The boundary generally follows 111th Street, Route 30, 119th Street, and property lines. Minor adjustments were made to square off corner clips that previously bisected properties. A landowner’s representative (Russ Whitaker) asked for a change to keep a parcel in Plainfield due to infrastructure proximity. After public testimony, the Board discussed the need for more information on legal implications and Oswego’s position. A motion to table the approval (Item 4C) was made and seconded.
• Public Works – Traffic Safety Discussion: Following recent fatal accidents involving a skateboarder and a motorcyclist, Trustee Wiejowski raised concerns about roadway lighting, crosswalk illumination, and multimodal safety. The Police Chief noted speed was not believed to be a factor, but deferred to traffic engineers. The Mayor challenged staff to consider improved pedestrian and bicycle lighting in future designs.

  • 2025 Pavement Patching Program awarded to D Construction, Inc. at $99,975 plus $15,000 contingency (unanimous).
  • Snow removal service contracts authorized for seven vendors (unanimous).
• Police Department items approved:
  • Ordinance No. 3762 authorizing donation of 10 Motorola radios to Lockport Emergency Management (unanimous).
• Administrator’s Report: Noted that U.S. Census operations remain paused due to the federal government shutdown; staff continues to update the public via social media.
