The Plainfield Village Board met on Monday, December 15, 2025, at 7:00 PM in the Boardroom. - Responsible Bidder Ordinance: Administrator Blakemore summarized the ordinance establishing a competitive bidder procedure for public works projects, incorporating board feedback from a prior workshop. Approved as Ordinance 3778.
- Water/Sewer Rates: Staff presented an ordinance to adjust water and sewer rates to keep pace with wholesale water cost increases from Illinois American Water. The first increase takes effect February 1, 2026, with subsequent adjustments each September. The wastewater portion includes a 2% annual increase to cover biosolids disposal costs. A 5% threshold triggers board review for wholesale pass-through. A 10% discount is offered to senior citizens who qualify for the county assessment freeze exemption. Approved as Ordinance 3779.
- 135th St & Ridge Rd Signalization Design: Public Works Director Threewitt reported that a traffic signal warrant analysis (November 2024) and feasibility study determined a signal is needed. Christopher B. Burke Engineering, Ltd. will provide design and bid documents for $88,780. Construction is budgeted in the current fiscal year, expected completion by end of calendar 2026. Signal will include pedestrian accommodations (ADA-accessible walk/don't walk signals). Approved.
- Fleeing or Attempting to Elude a Peace Officer Fee Ordinance: Police Commander presented the ordinance citing increased incidents of drivers fleeing traffic stops. The village currently lacks ability to hold vehicle owners accountable unless the driver is identified. The ordinance imposes a $500 administrative fee on the registered owner of a vehicle involved in fleeing or eluding, to recover village resources (estimated minimum $500 per incident). The fee does not apply to stolen vehicles. An administrative hearing process allows dispute. Approved as Ordinance 3780.
- Executive Session Minutes: Attorney recommended all executive session minutes reviewed remain confidential. The board supported that determination and voted to maintain confidentiality.
- Executive Session: The board voted to adjourn to executive session under the Open Meetings Act Section 2(c)(11) to discuss pending litigation, with no intention to reconvene.

Mayor Agadelis. Yes, we'll start with a pledge allegiance, please rise. I pledge allegiance to the flag of the United States of America and to the Republican. For which it stands. One nation, under God, indivisible, with liberty and justice for all. Good evening, everyone, and welcome. We're going to start this evening with an oath at all oath of office. Mr. Commander, you want to start this process here? Thank you, Mr. Mayor. Board. Tonight we're going to swear in our newest officer, uh, John Waisaki. John comes to us by way of uh Oklahoma. He's an Oklahoma resident. Uh he's an Air Force veteran. He has some uh life experience. He was a project manager as an electrical contractor, so he's gonna be with us for a couple weeks, and then we're gonna send him off to the Suburban Law Enforcement Academy at the College of DuPage, uh, and then he can come back and begin his training. Uh talking to John today. He's gonna be a good addition. Just a little troubling side note that we talked about. Um he's never seen the movie Home Alone. So we're gonna have that taken care of in his administrative week. We'll figure that one out.
